In a landmark initiative aimed at strengthening the implementation of the Katarungang Pambarangay (KP) system, the Municipal Trial Court in Cities (MTCC), represented by Executive Judge Fe B. Jimeno-Dajao, the Liga ng mga Barangay headed by Punong Barangay Cesarve T. Siacor, and DILG Iligan City led by City Director Maria Maida B. Daniot formally signed a Memorandum of Understanding (MOU) on June 15, 2026, at MTCC Branch 1, Tubod, Iligan City.
The MOU establishes an optional mechanism for the electronic transmittal of KP Form 16 (Amicable Settlement) from barangays to the MTCC. Under the Katarungang Pambarangay Law, amicable settlements reached before the Lupon or Pangkat acquire the force and effect of a final judgment after the lapse of the prescribed repudiation period. The timely transmission of KP Form 16 to the court is therefore an essential step in preserving the enforceability of such settlements.
Prior to this arrangement, barangay secretaries were required to personally deliver the document to the court within the prescribed period, resulting in additional travel, administrative costs, and time away from other barangay functions. Through this innovation, barangays are provided with a more efficient means of complying with procedural requirements while maintaining the authenticity, integrity, and reliability of transmitted documents.
This collaboration demonstrates the shared commitment of the MTCC, Liga ng mga Barangay, and DILG Iligan City to enhance the administration of the Katarungang Pambarangay, promote easier access to justice at the community level, and leverage technology to improve the delivery of public service.
