β€œEmpowering Communities through Science-based Climate and Disaster Risk Assessment”

The MSU–IIT Center for Resiliency (MCR) and the School of Interdisciplinary Studies (SIS), in partnership with the We Care Office led by Prof. Rosario Reserva, PhD, successfully conducted the Climate and Disaster Risk Assessment (CDRA) Presentation and KoboCollect Training last May 21, 2026, at Barangay Tibanga, Iligan City.

The activity aimed to strengthen community-based disaster preparedness and climate resilience by orienting and engaging the leaders of Barangay Tibanga on the significance of Climate and Disaster Risk Assessment (CDRA) in local planning, decision-making, and risk-informed governance. As part of the session, the findings and presentation of the CDRA of Barangay Tipanoy were showcased as a reference model to help local leaders better appreciate the value of science-based assessment and data-driven community interventions.

The training also introduced the use of KoboCollect, a digital platform for community-based data gathering, risk assessment, mapping, and monitoring. Through this, barangay officials and stakeholders gained a deeper understanding of the importance of accurate and participatory data collection in identifying vulnerabilities, hazards, exposed populations, and priority areas for intervention within their community.

The activity was facilitated by representatives from the MSU–IIT Center for Resiliency (MCR), led by Director Melgie A. Alas, MMBM, PGDSDS, together with Ms. Elgin Joy N. Bonalos, RChT, MSc, and Mr. Alfredo A. Aguilar Jr., LPT, in collaboration with Prof. Peter D. Suson, DiSDS, Dean of the School of Interdisciplinary Studies (SIS).

The initiative highlighted the importance of integrating science-based approaches, digital innovation, participatory governance, and community engagement in addressing climate and disaster-related risks while ensuring that local interventions remain evidence-based, inclusive, and sustainable.

Through collaboration with Barangay Tibanga and partner stakeholders, the activity further strengthened the shared commitment toward building safer, adaptive, resilient, and sustainable communities.

β€œAdvancing Resilience through Science, Innovation, and Collaborative Climate Action”

The MSU–IIT Center for Resiliency (MCR) and the School of Interdisciplinary Studies (SIS) participated in the Special Meeting of the Iligan City Disaster Risk Reduction and Management Council (ICDRRMC) held last May 13, 2026, at Sweet Mommy’s Garden, Pala-o, Iligan City.

As part of the meeting agenda, the MSU-IIT team presented the Integrated Climate Action and Resiliency Decision System (iCARDS), a proposed initiative aimed at strengthening climate governance, evidence-based decision-making, disaster risk reduction, and resilience planning for Iligan City.

The presentation highlighted the importance of integrating science-driven approaches, climate data, and resiliency frameworks in supporting local government planning and policy formulation. The initiative also emphasized the role of academic institutions in providing technical expertise and innovative solutions toward sustainable and climate-responsive communities.

The activity further reinforced the strong collaboration between MSU-IIT and the Local Government Unit of Iligan City in advancing programs and initiatives that promote resilience, sustainability, and proactive disaster risk management.

Today, May 20, 2026, in recognition of the significance and potential impact of these initiatives, the Iligan City Disaster Risk Reduction and Management Council (ICDRRMC) officially issued a Resolution expressing Full Support for the University’s flagship resiliency initiatives under the Integrated Climate Action and Resiliency Decision System (iCARDS) Program, including the CRISP-AI Environmental Intelligence Ecosystem, and the Governance for Unified and Integrated Decision Enhancement (GUIDE) Project.

The resolution signifies the City's strong commitment to supporting innovative, science-based, and technology-driven programs that aim to strengthen disaster preparedness, climate governance, risk assessment, and decision-support systems for Iligan City and its communities.

β€œPreparedness, Coordination, and Service in Action”

The MSU–IIT Incident Command System (ICS) was successfully activated during the MSU-IIT ROTC Annual Administrative and Tactical Inspection (RAATI) 2026 and the National Service Training Program (NSTP) Graduation Ceremony of Mindanao State University – Iligan Institute of Technology (MSU-IIT), ensuring the safety, coordination, and smooth flow of the entire event through proactive emergency preparedness and incident management operations.

The activation highlighted the strong commitment of the University toward disaster preparedness, public safety, and operational readiness during major institutional activities. The MSU–IIT Center for Resiliency (MCR), led by Director Melgie Alas, MMBM, PGDSDS, played a vital role in supporting and helping make the activation and overall conduct of the event successful through coordination, technical assistance, and deployment support.

Through the guidance of our very own University Chancellor, Prof. Alizedney M. Ditucalan, JD, LLD, and the leadership of NSTP Director Prof. Micheal Art Napoles, Ph.D., the activity further strengthened the University’s commitment to resilience, volunteerism, and public service.

The ceremony was graced by Office of Civil Defense Regional Office X (OCD-X) Regional Director Ret. Maj. Gen. Antonio B. Sugarol as the Guest of Honor and Speaker, where he inspired NSTP graduates from the Reserve Officers’ Training Corps (ROTC), Civic Welfare Training Service (CWTS), and Literacy Training Service (LTS) to become catalysts of resilience, volunteerism, and nation-building. He also emphasized the importance of the National Service Reserve Corps (NSRC), composed of NSTP graduates, in becoming active campus-based and community-based volunteers who can support disaster preparedness, emergency response, and resilience initiatives within their respective communities.

Anchored on the theme, β€œCommitted to Excellence, Dedicated to Safeguarding Communities,” Director Sugarol emphasized the importance of disaster resilience, preparedness, leadership, volunteerism, and shared responsibility in building safer and more resilient communities.

The successful activation of the MSU-IIT ICS during the event reflects the growing culture of preparedness, coordination, and resilience within the University community.
