Don Teodoro Bascos Sr. Scholarship Foundation Our aim is to help indigent students who cannot afford to study because of hardship

When World War II broke out, he organized and led a group of men and went underground to fight the invading Japanese forces. He was later captured, tortured and imprisoned and was sentenced to be executed by firing squad by the KEMPITAI however his life was spared and save by a German doctor named ROSS who happened to be his Ninong. He escaped from his captives and rejoined the resistance mov

ement.His guerilla group was later recognized by the UNITED STATES ARMED FORCES OF THE FAREAST ( USAFFE) and he was commissioned as an officer with the rank of First Lieutenant
He survived the war to become the first elected Mayor of the Municipality of Balungao
He founded the Balungao Technical Institute which later on change to Balungao Central High School. He became the President and chairman of the Board of Directors
He also founded the Valleym Times, a local newspapaer editd and published in Ilagan, Isabela Philippines with general circulation in region 2
He passed away in April 17, 1900 at the age of 74
