DA-BFAR 2 Chief Highlights Fisheries, Blue Economy at UST STS Summit 2026

DA-BFAR Region 2 Regional Director Dr. Angel Encarnacion delivered a plenary talk on Philippine fisheries and the blue economy, highlighting key regional interventions, during the UST Science, Technology, and Society (STS) Summit 2026 on March 25 at the University of Sto Tomas in Sampaloc, Manila.

The summit, part of the UST College of Science centennial celebration, features discussions and exhibits under the theme “SCIENCE: Sustainable Communities through Innovation, Environmental & Nature-based Solutions, and Circular Economy.” The event brings together students, educators, scientists, policy makers and other stakeholders.

DA Secretary Tiu Laurel Jr. Boosts Support for Isabela Farmers and Fisherfolk

RAMON, Isabela — Agriculture Secretary Francisco Tiu Laurel Jr. visited the municipality of Ramon, Isabela on March 26, 2026 to reinforce the national government’s commitment to food security and to personally monitor key interventions, including rice and corn storage and the onion cold storage facility, for the local agricultural sector.

The Secretary was joined by Department of Agriculture (DA) Region 02 Regional Management Committee lead by Regional Executive Director Rose Mary G. Aquino and DA-Bureau of Fisheries and Aquatic Resources Region 02 Director Angel B. Encarnacion, highlighting a unified approach of the DA bureaus and attached agencies in supporting the Cagayan Valley region’s agriculture and fisheries sectors.

During the multi-stakeholder forum, Secretary Tiu Laurel engaged directly with hundreds of farmers and fisherfolk from Ramon. He emphasized that Isabela remains a vital "food basket" for the Philippines, especially in rice, corn, and fish production.

He assured that the department's goal is to support the people who feed the nation and ensure they are well-supported and profitable. "We are here not just to provide temporary aid, but to build the infrastructure like processing systems and cold storage facilities that will sustain your livelihoods for years to come." Specifically, he extended commitments to the local tilapia farmers and processors to support their livelihood.

Other DA 02 RMC members & DA-BFAR 02 personnel, provincial & local government unit officials were also present.

Iwasan ang pagkain ng ilang uri ng isda at alimasag na maaaring magdulot ng matinding pagkalason. Ang mga ito ay maaaring nagtataglay ng lason na Tetrodotoxin at Saxitoxin — mapanganib sa kalusugan at maaaring magdulot ng kamatayan.

Tandaan:

Ang mga pufferfish (butete), toadfish, at ilang uri ng makukulay na alimasag ay HINDI ligtas kainin kahit pa ito ay naluto.

Mga Sintomas ng Pagkalason:
• Pamamanhid ng labi at dila
• Panghihina ng katawan
• Hirap sa paghinga
• Pagsusuka at pananakit ng tiyan
• Pagkawala ng malay

Maaaring maramdaman ang epekto sa loob lamang ng 5 minuto hanggang 30 minuto matapos kainin.

Kapag may nakain:
Dalhin agad sa pinakamalapit na ospital at huwag nang hintayin pang lumala ang sintomas.

DA-BFAR 2 Joins DOST-NRCP 2026 Scientific Conference and General Assembly

Officials from the Department of Agriculture–Bureau of Fisheries and Aquatic Resources Region 2 (DA-BFAR 2) participated in the 2026 Annual Scientific Conference and 93rd General Membership Assembly of the DOST-National Research Council of the Philippines (NRCP) held on March 13, 2026 at the Philippine International Convention Center in Pasay City.

Representing DA-BFAR 2 were Regional Director Angel B. Encarnacion and Dr. Evelyn B. Ame, both Regular Members of the NRCP; Dr. Melanie Villarao, an Associate Member; and Dr. Emma L. Ballad, who formally took her oath as a Regular Member during the assembly.

The annual gathering brought together thousand of scientists, researchers, policymakers, and academic leaders from across the country to discuss emerging scientific research, promote interdisciplinary collaboration, and strengthen the role of science in national development. As one of the premier scientific assemblies in the Philippines, the NRCP conference serves as a platform for knowledge exchange and the advancement of research-driven solutions to national challenges.

The participation of DA-BFAR 2 officials highlights the bureau’s continuing engagement with the country’s scientific community and underscores its commitment to science-based fisheries management, reinforcing efforts to integrate research, innovation, and evidence-based policies in sustaining fisheries resources and improving the livelihoods of coastal communities in the region.
