“Preparedness today builds resilience for tomorrow.”

In support of strengthening disaster preparedness and promoting a culture of safety, the Provincial Disaster Risk Reduction and Management Office (PDRRMO) Zambales, under the leadership of Mr. Rolex E. Estella, PGDH-PDRRMO, successfully conducted the Second Quarter Nationwide Simultaneous Earthquake Drill (NSED) 2026 on June 18, 2026, 0900H at the Office of the Vice Governor, Sangguniang Panlalawigan of Zambales, and COMELEC Zambales, Zone V, Iba, Zambales.

The activity was conducted in collaboration with the Municipal Disaster Risk Reduction and Management Office - Iba and the Bureau of Fire Protection – Iba Fire Station, demonstrating a unified commitment to enhancing earthquake preparedness and ensuring the safety and resilience of government offices and personnel.

Through continuous coordination, capacity building, and regular drills, we reaffirm our collective responsibility in building a safer, more disaster-resilient Zambales.

The Provincial Disaster Risk Reduction and Management Office of Zambales headed by MR. ROLEX E. ESTELLA, conducted a Annual Review of Local Disaster Risk Reduction and Management Plan of the 13 Municipalities in the province for Fiscal Year 2027, on 9–10 June 2026 at Subic Bay View Diamond Hotel.

The Provincial Review Team is composed of Provincial Disaster Risk Reduction and Management Office (PDRRMO), Provincial Planning and Development Office (PPDO), Provincial Social Welfare and Development Office (PSWDO), Office of Civil Defense Regional Office 3 (OCD3), and other functionalities such as Provincial Budget Office (PBO), Provincial Health Office (PHO), Department of Education (DepEd), and the Department of the Interior and Local Government (DILG).

Present during the review were the LDRRMO Head and/or representatives of the Thirteen (13) Municipalities of the Zambales. Each municipality aims to ensure the consistency of the AIP to the identified programs, projects, and activities (PPAs) contained in their respective LDRRMP and are aligned to the higher LDRRMP to ensure such PPAs are responsive and appropriate to the hazards present in their AOR. It also intends to guarantee the judicious utilization of the Local DRRM Fund.

The said activity is in compliance with Republic Act 10121 (Philippine Disaster Risk Reduction and Management Act of 2010), implemented through NDRRMC Memorandum No. 147, s. 2017, and in accordance with the mandate of HON. GOVERNOR HERMOGENES E. EBDANE, JR., to ensure a safe and resilient Zambales.

Strengthening coordination among key provincial councils, the 2nd Quarter Joint Council Meeting of the Provincial Peace and Order Council (PPOC), Provincial Anti-Drug Abuse Council (PADAC), Provincial Task Force to End Local Communist Armed Conflict (PTF-ELCAC), and Provincial Disaster Risk Reduction and Management Council (PDRRMC) was held on June 9, 2026, at Balin Sambali, Zambales Sports Complex, Iba, Zambales.

The meeting was chaired by Governor Hermogenes E. Ebdane, Jr. and served as a platform for the presentation of council accomplishments, updates, and priority programs for the succeeding quarter.

Among the presenters was Mr. Rolex E. Estella, PGDH – PDRRMO and PDRRMC Secretariat, who discussed the province's climate outlook and weather forecast for the upcoming months, relevant earthquake information, accomplishments of the Council, and its target activities and programs for the next quarter.

The meeting highlighted the importance of sustained collaboration among provincial stakeholders in advancing peace and order, public safety, disaster resilience, and community development across Zambales.

In line with the commitment of the Provincial Government of Zambales to strengthen emergency medical response capabilities and enhance the competencies of disaster responders, the PDRRMO Zambales headed by MR. ROLEX E. ESTELLA, underwent 15-day EMS Training and successfully passed the Emergency Medical Services (EMS) NC II Training and Assessment conducted at EDMERO, Capitol Complex, Cadlan, Pili, Camarines Sur.

The intensive 15-day training equipped participants with the essential knowledge, practical skills, and competencies required in emergency medical care, patient assessment, basic life support, and pre-hospital emergency response. Through lectures, simulations, and hands-on exercises participants gained valuable experience in managing medical emergencies effectively and efficiently.

The training aimed to develop qualified and competent emergency responders capable of providing timely and quality medical assistance during emergencies, disasters, and other critical incidents. It also reinforces the importance of preparedness, professionalism, and teamwork in safeguarding communities.

Likewise, this achievement reflects the commitment of PDRRMO and the Provincial Government of Zambales under the leadership of GOV. HERMOGENES E. EBDANE, JR. to continuously build the capacities of its responders and strengthen local emergency response systems. By investing in skills development and professional training, the province moves closer to its vision of becoming a safer, more resilient, and disaster-prepared community.

In line with the commitment of the Provincial Government of Zambales to strengthen disaster preparedness and enhance local capacities for disaster risk reduction and management, the PDRRMO Zambales, headed by Mr. Rolex E. Estella, in coordination with the Office of Civil Defense Region lll, successfully conducted the Enhanced Local Disaster Risk Reduction and Management Planning (eLDRRMP) Training of Trainers from June 1–5, 2026, at The Shoreline Hotel, Subic Bay Freeport Zone.

The five-day capacity-building activity gathered 25 participants from the PDRRMO Zambales, DILG, Olongapo City DRRM Office, MDRRM Offices of Subic, Castillejos, San Marcelino, San Antonio, San Narciso, San Felipe, Iba, Palauig, Masinloc, Candelaria and Sta. Cruz, as well as representatives from the Nueva Ecija University of Science and Technology.

The training aimed to equip participants with the necessary knowledge, skills, and methodologies in enhancing Local DRRM Plans, ensuring that local government units are better prepared to anticipate, respond to, and recover from disaster and climate-related risks.

Likewise, this training was conducted in adherence to the objectives of our Governor Hermogenes E Ebdane, Jr., as our Responsible Official, to capacitate the Local Government Unit of Zambales. It strengthens Zambales’ vision of becoming a disaster-resilient province, embracing a proactive approach in times of eventualities.

Pormal nang inanunsyo ng PAGASA ang pagsisimula ng tag-ulan, dulot ng "occasional to frequent rains" kaugnay ng Southwest Monsoon o Habagat, na naranasan sa nakalipas na limang (5) araw sa iba’t-ibang bahagi ng Western Luzon at Visayas.

Maaari pa ring makaranas ng “Monsoon Break” o panandaliang paghina ng ulan na maaaring tumagal ng ilang araw o linggo.

Samantala, mas mataas ang posibilidad na paigtingin ng nagbabadyang El Niño ang mga pag-ulan dulot ng Habagat sa kanlurang bahagi ng Luzon at Visayas.

Maging handa at alerto sa mga posibilidad ng pagbaha at landslide na dulot ng ulan. Subaybayan ang mga opisyal na abiso ng OCD at PAGASA weather updates para sa kaligtasan ng bawat isa.

The Provincial Disaster Risk Reduction and Management Office headed by Mr. Rolex E. Estella, in coordination with the Office of Civil Defense Region lll, has successfully conducted the 5-day ALL- HAZARDS INCIDENT MANAGEMENT TEAM (AHIMT) Training on May 11-15, 2026 at Subic Bay View Diamond Hotel.

Participants from the MDRRMO Masinloc, MDRRMO Iba, MDRRMO Cabangan, MDRRMO San Narciso, MDRRMO San Antonio, MDRRMC San Marcelino, Olongapo CDRRMO, ZPPO, BFP, DILG and from Municipality of Licab, Nueva Ecija. They were immersed in the practical application of Incident Command System (ICS) concepts through scenario-based exercises.

‎The AHIMT Training Course is the final level of the four-tiered ICS ladderized program. It aims to further enhance the knowledge, skills, and attitudes of Incident Management Team (IMT) members, fostering teamwork and cohesion toward a more effective and well-coordinated disaster response.

Likewise, this training was conducted in adherence to the objectives of our Governor Hermogenes E Ebdane, Jr., as our Responsible Official, to capacitate every member of the P/MDRRMC and other stakeholders to make Zambales a disaster resilient province having a proactive approach in times of eventualities.
