The Department of Social Welfare and Development on Tuesday warned people against claiming emergency cash aid benefits if they are not qualified to receive it, saying charges may be lodged against them.

"Pagka na-validate po na talagang hindi sila eligible, unang-una ay kailangan nila ibalik yung pera pero hindi ibig sabihin non na nakaligtas na sila sa criminal liabilities. Naandon pa rin yung pwede silang ihabla para mapasagot sila sa ginawa nilang hindi tama," DSWD Secretary Rolando Bautista said at a Laging Handa government briefing.

Bautista added it isn't just the unqualified recipient who would be answerable for the offense, barangay officials would be investigated too for allowing it to happen.

Dia ra ang mga detalye nga kinahanglan mahibaloan sa SOCIAL AMELIORATION PROGRAM (SAP):

KINSA ANG KINAHANGLANG MODAWAT SA KUWARTA?

Ang mosunod mao ang nag-unang tumbokonon sa mga hinabang sa kagamhanan:

1. Ang mga banay kon pamilya nga mao’y labing apektado sa ENHANCED COMMUNITY QUARANTINE (ECQ) subay sa pagtasâ ug kinsa aduna’y usa ka sakop nga:

- Senior citizen
- Mabdos kon buntis o nagmasuso
- Mga tawo nga aduna’y kalisdanan kon Persons with Disability (PWD)
- Nag-inusarang ginikanan (solo parent)
- Kabus nga lumad (indigent indigenous peoples [IP])
- OFW kinsa nawad-an og trabaho o kinsa naghambin og problema tungod sa COVID 19

2. Wala’y pinuy-anan (homeless)
3. Mga adaptive driver
4. Mga empleyado nga inadlaw kon “no work no pay”
5. Katabang o meyd
6. Mga gagmayng mamaligyaay sama sa mga tag-iya sa mga luna sa yuta o paabangan nga mga tigbayon o building nga aduna’y balor nga menos sa P100,000.00 ka pesos;
7. Mga banay kon pamilya nga aduna’y mga negosyo kon manggad nga ilaha sama sa café, mga prutasan, o luna sa yuta
8. Mga suweldado nga minimum
9. Mga mag-uuma nga nagtikad ug mga gagmay ug tungatungang mangingisda
10. Mga mamumuo nga wala makauli kon stranded tungod sa kuwarintina

Dia ang mga lakang sa pagdawat sa tabang sa gobyerno:

1. Hulat nga madawat ang SOCIAL AMELIORATION CARD (SAC) nga porma gikan sa inyong local nga kagamhanan. Iapud-apud kini pinaagi sa pagpanumbalay sa mga opisyal nga naa’y katungdanan niini.
2. Ang lista sa pamilya nga nagpakita sa ilang relasyon sa matag usa kon family tree kinahanglan mao’y mokumpleto sa porma sa SAC. Ang kasayuran nga gikinahanglan sa dokumento kinahanglan kompleto.
3. Isumite ang porma sa SAC sa mga istap kun empleyado sa lokal nga gobyerno nga mobalik sa inyong balay.
4. Ang DSWD ug ubang mga ahensiya magpadala sa hinabang pinaagi sa inyong lokal nga kagamhanan.

Kini nga hinabang magikan sa pundo sa kaulohan kon national ug maghulat ang lokal nga kagmahanan nga ibalhin ang pondo ngadto nila.

Marami pong nagtatanong tunkol sa subsidy na P5000-8000 per month for about 18,000,000 poor families. Ito po ay base sa implementasyon ng Bayanihan to Heal as One Act. Eto ang mga highlights:

1. Ang amount ay base sa regional wages kung nasaan ang pamilyang makakatanggap nito.

2. Ibibigay ito per month for two months.

3. Posibleng ikonsidera ang natatanggap na under the 4Ps program.

4. Posibleng palawakin ang coverage ng 4Ps program o dagdagan ang natatanggap in cash or kind, galing sa DSWD.

5. Posibleng i-identify yung mga pamilyang wala talagang kinikita, para mabigyan ng ibang subsidies.

6. DSWD ay gagawa ng rules tunkol dito.

Sa ngayon, wala pa pong rules.

Statement of KP National Secretary In Respond To The So Called KP National Resolution:

The KP LOI National Council in an unsigned statement supposedly found me guilty of something and sentenced me with suspension.

Mr. Libres and his minions held a National Council meeting on November 25, 2019.
Before I left, there were only two items in the agenda left - and none was about investigating me, nor of extending the meeting of the national council.

No notice was issued for a supposed emergency meeting on November 27, 2019.
The failed weak leader and his minions chose to pick on me than discuss the memorandum of Interior Secretary Eduardo Año and its impact on our mandate of participatory governance.

Just like a complaint with an attendance sheet attached, the NC Resolution just said signed without any names, over the words National Council, were not furnished to me in hard copy.

This is a violation of my right to be informed of the charges against me and for which I can file cases against that whose machinations was his to make.

But what do I expect of this nincompoop and failed leader?

This resolution is illegal and mere scrap of bytes, not deserving respect.

I was not given my day to defend myself. In a guise of a meeting, the failed weak leader made it into a kangaroo court.

An organizational issue which remained unresolved was ignored continuously and the kangaroo court née national council railroaded this resolution.

All the tenets of fair play was ignored. I was not informed that I was under trial nor was i told of what I was charged of and there was no written policy on what constitute offenses. I was charged for a non-existing violation of a non-existing policy.

Thus, this resolution is invalid and illegal and of no effect. I am still a member of KP and the corporate secretary.

FURTHERMORE, The failed weak leader clearly trumped up the meeting which he called at 9:00 a.m. but did not start the meeting until 11:30 a.m. for the reason that no agenda was printed or the projector was not working. Fully knowing that I can only stay for the day, and when I left had his field day of railroading this illegal and invalid and stinking resolution.

The failed weak leader has no authority to suspend me nor the KP National Council (if there was) in the absence of policies establishing what are punishable offenses, in the absence of a charge, in the absence of me being informed, in the absence of me being provided with an opportunity to defend myself and in the absence of a signed document.

As things stand, I am the KP LOI Secretary and a member of the national council.
