The activity commenced with a session on Gender and Development (GAD) session that emphasized gender equality and the importance of inclusive participation of women and men in the salt industry. Participants recognized how shared responsibilities and equal opportunities contribute to stronger communities and a more sustainable salt sector.

Participants were also introduced to the DSIP and Salt Producersโ€™ Registration Program (SPR), providing them with a better understanding of the governmentโ€™s initiatives to revitalize the salt industry under the Republic Act No. 11985. The capacity-building sessions further explored modern salt production technologies, presenting innovative methods designed to improve productivity, product quality, and resilience against changing environmental conditions. Participants learned about elevated solar salt beds, improved production systems, and climate-adaptive technologies that enable salt producers to maximize production while promoting efficiency and sustainability.

To reinforce the importance of producing safe and high-quality salt, discussions regarding food safety were made, focusing on proper sanitation, hygiene, contamination prevention, and good handling practices throughout the production process.

On the second day, participants actively joined Fish Nโ€™ Learn, an interactive financial literacy session that transformed learning into an engaging experience through games and practical activities. The session introduced fundamental concepts of budgeting, saving, responsible spending, and financial planning, enabling fisherfolk and salt producers to better manage their income and financial decisions.
The final day feature an actual demonstration of using the elevated solar salt beds โ€“ from proper installation, preparation and management of brine, water storage and distribution, crystallization, harvesting techniques, up to the proper handling and storage of harvested salt.

Through knowledge sharing, skills development, and hands-on learning, the activity empowered local communities to become active partners in revitalizing the Philippine Salt Industry. As more producers embrace modern technologies, food safety standards, gender-inclusive participation, and sound financial management, bringing the country one step closer to achieving the vision of โ€œ๐™‹๐™–๐™จ๐™ž๐™œ๐™ก๐™–๐™๐™ž๐™ฃ, ๐™Ž๐™–๐™ง๐™ž๐™ก๐™ž๐™ฃ๐™œ ๐˜ผ๐™ฉ๐™ž๐™ฃ๐™œ ๐˜ผ๐™จ๐™ž๐™ฃ!โ€

Local salt producers from Brgy. Buayan were officially registered through the rollout of Salt Producers Registration Program. Discussions also covered food safety practices in salt handling and processing, emphasizing quality, hygiene, and proper handling to ensure safe and marketable products. Participants were likewise introduced to the concept of salt value-adding, learning how transforming ordinary solar salt into specialty flavored salts can increase product value, expand market opportunities, and improve income.

The workshop shifted to hands-on learning as participants were guided through the actual step-by-step process of producing flavored salts. They also learned the basics of product costing and pricing to help them determine potential earnings and develop a sustainable business. By the end of the workshop, participants successfully produced Chili Salt, Steak Salt, and Pepper Salt.

From producing salt to creating value, this initiative marks another step toward a stronger and more innovative local salt industry.

ZAMBOANGA CITY โ€“ Pinagtipon ng Department of Agricultureโ€“Bureau of Fisheries and Aquatic Resources (DA-BFAR) ang mga salt producer, mamimili, at ibaโ€™t ibang stakeholder mula sa ibaโ€™t ibang panig ng bansa sa isinagawang National Salt Industry Forum at Salt Market Matching noong Mayo 12โ€“13, 2026 upang palakasin ang market linkages at mapaunlad ang lokal na produksyon ng asin.

Pinangunahan ng National Salt Program Management Office (NSPMO) at Fisheries Industry Development and Support Services Division (FIDSSD) ng DA-BFAR Central Office, katuwang ang DA-BFAR Regional Fisheries Office IX bilang host region, ang dalawang araw na aktibidad na dinaluhan ng mga kinatawan mula sa pamahalaan, pribadong sektor, industriya ng pangisdaan, at ibaโ€™t ibang samahan ng salt producers sa bansa.

Isinagawa ang forum bilang bahagi ng pagpapatupad ng Republic Act No. 11895 o Philippine Salt Industry Development Act na naglalayong suportahan ang lokal na industriya ng asin sa pamamagitan ng resource mapping, market linkage facilitation, at enterprise development. Bahagi rin ito ng pagpapalawak ng Development of Salt Industry Project (DSIP) na kasalukuyang ipinatutupad sa labintatlong rehiyon sa bansa upang mabawasan ang pagdepende ng Pilipinas sa imported na asin.

Sa pagbubukas ng aktibidad, inilahad ni Mr. Glenn L. Boleng, Officer-in-Charge ng Finance and Administrative Section, ang mensahe ni DA-BFAR IX Regional Director Al-Zath K. Kunting, Binigyang-diin niya ang kahalagahan ng mas matibay na ugnayan sa pagitan ng mga ahensya ng pamahalaan, salt producers, at pribadong sektor upang mapataas ang produksyon at mapalawak ang oportunidad sa merkado para sa mga lokal na mag-aasin.

Samantala, tinalakay ni DA-BFAR National Director Mr. Elizer S. Salilig, MFT, ang patuloy na suporta ng pambansang pamahalaan sa pagpapasigla ng lokal na industriya ng asin sa pamamagitan ng polisiya, inobasyon, at pagpapalakas ng value chain integration. Hinikayat din niya ang ibaโ€™t ibang industriya na tangkilikin ang lokal na asin bilang suporta sa food security at economic development initiatives ng bansa.

Ipinaliwanag naman ni Dr. Hannibal M. Chavez, Head ng National Salt Program Management Office, ang layunin ng forum na magsilbing plataporma para sa mas malawak na talakayan at palitan ng impormasyon sa pagitan ng mga salt producer, industriya, at pamahalaan upang maitugma ang suplay sa pangangailangan ng merkado.

Sa mga technical sessions, ibinahagi ni Ms. Amor G. Diaz, Chief ng Fisheries Industry Development and Support Services Division, ang mga intervention ng BFAR kaugnay ng marketing at credit facilitation para sa industriya ng asin, kabilang ang BFAR FishCoRe Matching Grants Program na naglalayong mapalawak ang enterprise development at market access ng mga salt producer.

Nagbigay rin ng presentasyon si Atty. Ferdinand T. Pauig ng Bureau of Customs hinggil sa salt importation, tariff regulations, at import volumes na nakaaapekto sa lokal na industriya. Tinalakay niya ang mga hamon na dulot ng imported na asin at ang kahalagahan ng pagpapalakas ng lokal na produksyon.

Isa rin sa mga tampok na presentasyon ang ibinahagi ni Dr. Ericson N. Dela Cruz, Center Director ng DA-Philippine Carabao Center sa Central Luzon State University, tungkol sa โ€œBuffalo Enterprise: An Agribusiness Model and Community Development Strategy in the Philippines,โ€ kung saan ipinakita niya ang matagumpay na community-based enterprise models na nakatutulong sa pagpapabuti ng kabuhayan sa mga komunidad.

Samantala, ibinahagi rin ng mga kinatawan mula sa ibaโ€™t ibang industriya ang kanilang pangangailangan sa asin at market demand. Tinalakay ni Ms. Rosanna Bernadette Contreras ng SOCCSKSARGEN Federation of Fishing and Allied Industries, Inc. (SFFAII) ang pangangailangan ng tuna industry sa Region XII, habang ibinahagi naman ng mga kinatawan mula sa sardines at dried fish sectors ang lumalaking demand para sa dekalidad na lokal na asin sa fish processing at preservation.

Nagkaroon din ng technology showcase si Ms. Mary Joy Agustin ng National Fisheries Development Center kung saan ipinakilala ang mga value-added flavored salt products bilang bahagi ng product diversification para sa mga lokal na producer.

Sinundan ito ng open forum kung saan tinalakay ng mga kalahok ang ibaโ€™t ibang isyu at hamon na kinahaharap ng industriya ng asin. Nagbigay rin sila ng mga rekomendasyon at mungkahi para sa pagpapatibay ng mga polisiya at pagpapatuloy ng salt mapping initiatives sa bansa.

Sa ikalawang araw ng aktibidad, nakatuon ang Salt Market Matching sa direktang pag-uugnay ng mga lokal na salt producer sa mga potensyal na mamimili at industry partners. Inilahad ni Ms. Amor G. Diaz ang mechanics at layunin ng aktibidad bago isinagawa ang Buyerโ€™s Presentation.

Ibinahagi ng mga kinatawan mula sa fisheries, feed manufacturing, tuna processing, sardines canning, at dried fish industries ang kanilang operational requirements, procurement standards, at market opportunities para sa mga lokal na supplier ng asin.

Nagtapos ang aktibidad sa isinagawang Market Matching at Business-to-Business (B2B) Session kung saan nagkaroon ng direktang talakayan ang mga buyer at supplier hinggil sa product requirements, supply capability, presyo, at posibleng partnerships. Nagbigay ito ng mahalagang oportunidad para sa mga lokal na salt producer na makabuo ng market linkages sa malalaking industry players sa bansa.

Ang National Salt Industry Forum at Salt Market Matching ay bahagi ng patuloy na pagsisikap ng BFAR na palakasin ang value chain ng industriya ng asin sa bansa sa pamamagitan ng capacity building, market development, at mas matibay na stakeholder collaboration. Layunin din nitong suportahan ang pagpapasigla ng lokal na produksyon ng asin at mapabuti ang kabuhayan ng mga Filipino salt producer at coastal communities sa buong bansa.

The Bureau of Fisheries and Aquatic Resources Region XII, through the Development of Salt Industry Project (DSIP) under the Fisheries Production Support Services Division (FPSSD), successfully conducted a three-day Training-Workshop on Salt Packaging and Labeling for local salt producers or โ€œAsinderosโ€ in the region.

The activity focused on proper packaging and labeling practices, guided by the provisions of Republic Act No. 7394 or the Consumer Act of the Philippines, as discussed by Mr. Marvin V. Genita. Participants were introduced to the basic standards and important information needed in product packaging and labeling.

The training also included a hands-on workshop facilitated by Mr. Peter C. Bravo, where participants actively engaged in label designing and packaging activities to improve the presentation and marketability of their salt products.

In addition, Gender and Development (GAD) concepts were integrated into the activity to promote inclusivity and recognize the important roles of both men and women in the salt industry. The workshop encouraged equal participation and strengthened awareness on gender and development within salt-producing communities.

Through this activity, local salt producers were further equipped with practical knowledge and skills to enhance the quality and presentation of their products.

Gadiano, together with the Director of the National Salt Program Office, Dr. Hannibal M. Chavez, DFT, joined by BFAR MIMAROPA Regional Director Mr. Roberto R. Abrera and other Regional Directors. The ceremony marked the formal launch of the festival, celebrating the rich heritage and significance of salt production in the country.

An exhibit showcasing different types of salt from various regions was set up inside the venue, where visitors explored booths featuring unique products that reflect local traditions and methods of salt-making. Among the highlights were the well-known Asin Tibook and Asin sa Buy-o, drawing strong interest from attendees. Each display presented the distinct characteristics and cultural value of regional salt production.

It served as a platform to recognize the vital role of research institutions and government agencies in advancing sustainable agriculture, fisheries, and rural development in the region and beyond.

As part of the celebration, BFAR XII showcased various fishery products and conducted an aquaculture exhibit - highlighting technologies, programs, and best practices aimed at improving productivity, sustainability, and resilience in the fisheries and livestock sectors. DA-BFAR XII remains steadfast in supporting initiatives that promote research, innovation, and collaboration toward building resilient communities and a sustainable future for the agriculture and fisheries sectors.
