Synopsis: At 3:00 PM today, a Low Pressure Area (LPA) was estimated based on all avilable data at 520 km East of Catarman, Northern Samar (12.6°N 129.4°E). It is embedded along the Intertropical Convergence Zone (ITCZ) affecting Mindanao.

Mindanao will have cloudy skies with scattered rains and thunderstorms due to the Intertropical Convergence Zone (ITCZ) . Possible flash floods or landslides due to moderate to at times heavy rains. FORGING PARTNERSHIP FOR A REGIONAL DISASTER PREPAREDNESS AND SCOUTING TRAINING CENTER

Congressman Rudy S. Caoagdan, DPA, in his capacity as Chairman of the Boy Scouts of the Philippines (BSP) Cotabato Council, welcomed Ret. BGen. Rodrigo O. Sosmeña, Regional Director of the Office of Civil Defense (OCD) Region XII, during a courtesy call at RC Farm, Barangay San Vicente, Makilala, Cotabato.

The meeting explored the possibility of establishing facilities, including a building and training facilities, through a proposed partnership between OCD Region XII and the BSP Cotabato Council. The initiative aims to provide a venue for disaster preparedness, emergency response training, scouting activities, and capacity-building programs.

As a proposed next step, the two organizations are expected to pursue a Memorandum of Agreement (MOA) to formalize their partnership before implementation. Once realized, the facility could serve as a Regional Training Center, strengthening collaboration in disaster risk reduction, emergency preparedness, youth leadership, and community resilience.

This initiative reflects Congressman Caoagdan’s continuing commitment, as BSP Cotabato Council Chairman, to exploring partnerships and developing facilities that will benefit the scouting movement and communities across the region.

AIR QUALITY UPDATE | 09 October 2026, 8 AM

The Department of Environment and Natural Resources–Environmental Management Bureau (DENR-EMB) continues to closely monitor the air quality situation in several areas in the Philippines affected by haze.
The observed haze is possibly associated with smoke and transboundary haze from ongoing fires in Kalimantan, Indonesia, which may have been transported toward the Philippines by prevailing winds.
The public is advised to:
Minimize prolonged outdoor activities, particularly in areas visibly affected by haze; Persons sensitive to air pollution, including children, older persons, and individuals with respiratory or cardiovascular conditions, are advised to limit outdoor exposure and take necessary precautions; Wear a well-fitting mask, preferably an N95 or equivalent, when going outdoors in areas with noticeable haze; and Stay updated through official advisories and air quality information from the DENR-EMB and other concerned government agencies.

Base sa latest update sa DOST-PAGASA ENSO Alert System as of October 7, 2026, ang Tropical Pacific anaa na sa Strong to Very Strong El Niño conditions. Gilauman nga mas mokusog pa kini ug posibleng moabot sa peak before the end of 2026, ug magpadayon hangtod sa first half sa 2027.

Unsa ang posibleng epekto niini sa atong panahon? 👀

☀️ Mas init nga temperatura — posibleng mas init kaysa sa naandan.

🌧️ Below-normal rainfall — posibleng mas gamay ang ulan kaysa sa normal sa pipila ka lugar.

💧 Dry conditions, dry spells, ug drought — mahimong mas maapektuhan ang pipila ka lugar tungod sa kakulang sa ulan, ilabi na sa umaabot nga mga bulan.
