SYNOPSIS: At 3:00 PM today, the center of Tropical Depression (TD) "ESTER" was estimated based on all available data at 255 km North Northwest of Itbayat, Batanes (23.0°N, 121.3°E) with maximum sustained winds of 45 km/h near the center and gustiness of up to 55 km/h. It is moving East Northeastward at 15 km/h. Localized Thunderstorm affecting Mindanao

𝐎𝐂𝐃 𝐗𝐈𝐈 𝐂𝐚𝐩𝐬 𝐎𝐟𝐟 𝐌𝐚𝐲 𝐰𝐢𝐭𝐡 𝐑𝐞𝐠𝐢𝐨𝐧𝐰𝐢𝐝𝐞 𝐓𝐞𝐜𝐡𝐧𝐢𝐜𝐚𝐥 𝐀𝐬𝐬𝐢𝐬𝐭𝐚𝐧𝐜𝐞 𝐀𝐜𝐭𝐢𝐯𝐢𝐭𝐢𝐞𝐬

May 18–29, 2026 – As the year approaches its midpoint, the Office of Civil Defense (OCD) Region XII, under the leadership of Regional Director Rodrigo O. Sosmeña, sustained its momentum in delivering technical assistance across the region through its Capacity Building and Training Section (CBTS).

Throughout May, OCD Region XII conducted a series of regionwide technical assistance activities for local government units (LGUs), further strengthening local capacities and reinforcing disaster preparedness initiatives. OCD XII personnel served as cadres, instructors, and facilitators to ensure that all activities and training courses adhered to established standards and instructional guidelines.

Among the key activities conducted were the workshops for the Enhanced Local Disaster Risk Reduction and Management Plans (eLDRRMPs) of South Cotabato and Sarangani Province.

The South Cotabato eLDRRMP Finalization Workshop gathered 25 participants from the Provincial LDRRMP Planning Team. Serving as facilitators and instructors were Ariel A. Acosta, MDRRM Officer of Jose Abad Santos, together with Janilyn Astrid T. Bartolome, Jorie Mae E. Balmediano, and Ma. Charmaine C. Castronuevo of OCD Region XII.

Meanwhile, the Sarangani Province eLDRRMP Training Workshop engaged 80 participants from seven municipalities and the Provincial Government of Sarangani. Instructors and Facilitators included Janilyn Astrid T. Bartolome, Jorie Mae E. Balmediano, Ma. Charmaine C. Castronuevo of OCD Region XII, and Quennie Jann Manglicmot, the Admin and Training officer of Sultan Kudarat PDRRMO.

In support of strengthening incident management systems at the local level, OCD Region XII also facilitated several Incident Command System (ICS) courses across the region.
A five-day ICS Integrated Planning Course was conducted for the MDRRMC of Malungon at Greenleaf Hotel, General Santos City, with 34 participants from the local government unit. Instructors and facilitators included Sheila M. Hallig of OCD XII, FSupt Lowyn G. Amoyar, SFO1 Aldrim L. Flores and Meralyn F. Ledesma, LDRRMO IV of Malungon MDRRMO.

Another five-day ICS Integrated Planning Course was facilitated for the MDRRMC of Aleosan, attended by 25 participants from the municipal DRRM structure. Serving as instructors were Mercedita A. Foronda, Engr. Ernie Diaz, Arnel Sambria, PhD, and Jundell Rosales of OCD Region XII.

Additionally, a four-day Basic ICS Training was conducted for MDRRMC Kiamba with 30 participants. Training cadres included Engr. Diego U. Laguna, DRRM Division Chief of OCD Region XII; Sheila Corpuz of MDRRMO Kiamba; Pearl Joy Asiron of MDRRMO Alabel; and Antonio Acharon Jr. of MDRRMO Glan. #

THE LOW PRESSURE AREA NORTHWEST OF BATANES HAS DEVELOPED INTO TROPICAL DEPRESSION ESTER.

Location of Center (4:00 AM):
The center of Tropical Depression ESTER was estimated based on all available data at 225 km West of Itbayat, Batanes (22.1°N, 120.2°E).

Intensity:
Maximum sustained winds of 45 km/h near the center, gustiness of up to 55 km/h, and central pressure of 1002 hPa

Present Movement:
Northeastward at 20 km/h

Extent of Tropical Cyclone Winds:
Strong winds extend outwards up to 280 km from the center

Severe Winds
The wind signals warn the public of the general wind threat over an area due to the tropical cyclone. Local winds may be slightly stronger/enhanced in coastal and upland/mountainous areas exposed to winds. Winds are less strong in areas sheltered from the prevailing wind direction.

• Minimal to minor impacts from strong winds are possible within any of the areas under Wind Signal No. 1.

The Southwest Monsoon will bring strong to gale-force gusts over the following areas (especially in coastal and upland areas exposed to winds):
• Today: Most of Luzon.
• Tomorrow (06 June): Batanes, Babuyan Islands, Ilocos Region, Isabela, Zambales, Bataan, Metro Manila, CALABARZON, and Occidental Mindoro.
• Sunday (07 June): Batanes, Babuyan Islands, Ilocos Region, and Zambales.

HAZARDS AFFECTING COASTAL WATERS
24-Hour Sea Condition Outlook
Up to rough seas over the following coastal waters:
• Up to 4.0 m: The western seaboards of Batanes and Babuyan Islands
• Up to 3.5 m: The northern seaboard of Ilocos Norte.
• Up to 3.0 m: The remaining seaboards of Batanes and Ilocos Norte; the seaboard of Ilocos Sur.
• Mariners of small seacrafts, including all types of motorbancas, are advised not to venture out to sea under these conditions, especially if inexperienced of operating ill-equipped vessels.

Up to moderate seas over the following coastal waters:
• Up to 2.5 m: The remaining seaboards of Babuyan Islands; the western seaboards of La Union, Pangasinan, and Zambales
• Up to 2.0 m: The seaboards of mainland Cagayan and Isabela; the western seaboards of Bataan, Cavite, Batangas, and Occidental Mindoro including Lubang Island.
• Mariners of motorbancas and similarly sized vessels are advised to take precautionary measures while venturing out to sea and, if possible, avoid navigation under these conditions.

Other coastal waters have forecast wave heights of less than 2.0 m.
TRACK AND INTENSITY OUTLOOK
• It must be emphasized that heavy rainfall and severe winds may still be experienced in localities outside the landfall point and the forecast confidence cone. Refer to “Other Hazards affecting Land Areas” for more details. Furthermore, the track may still shift within the limit of the forecast confidence cone.
• Tropical Depression ESTER is forecast to move northeastward and will make landfall over the southwestern coast of Taiwan today. It will then continue moving generally northeastward and exit the Philippine Area of Responsibility (PAR) tomorrow (05 June) morning before heading towards southern Japan.
• ESTER may maintain its strength as it traverses the southern portion of Taiwan. Afterwards, it will steadily intensify and may reach tropical storm category by tomorrow while over the East China Sea.

Considering these developments, the public and disaster risk reduction and management offices concerned are advised to take all necessary measures to protect life and property. Persons living in areas identified to be highly or very highly susceptible to these hazards are advised to follow evacuation and other instructions from local officials. For heavy rainfall warnings, thunderstorm/rainfall advisories, and other severe weather information specific to your area, please monitor products issued by your local PAGASA Regional Services Division.
