LCAT-VAWC Gensan Holds 2nd Regular Quarterly Meeting

The Local Committees on Anti-Trafficking and Violence Against Women and their Children (LCAT-VAWC) of General Santos City conducted its 2nd Regular Quarterly Meeting on August 12, 2026, at 1:30 P.M. at the CSWDO Conference Room.

The meeting was presided over by Atty. Nikki Kristine R. Catolico, Executive Assistant IV, representing City Mayor Hon. Lorelie G. Pacquiao, Chairperson of the Committee.

The meeting covered updates on trafficking and VAWC accomplishments for the first semester of 2026, RRPTP cases, IATF establishment and Gensan Airport concerns, and the 2025 LCAT-VAWC Functionality Assessment Result.

A key discussion focused on high-incidence barangays for VAWC cases, with psychological abuse remaining the most prevalent form of violence. In response, the Committee agreed to develop a targeted advocacy plan for these barangays, including social media campaigns, radio guestings, community lectures, and other awareness activities. These initiatives will be integrated into the upcoming 18-Day Campaign to End Violence Against Women, to be observed from November 25 to December 12, 2026.

The meeting was attended by heads and/or representatives from various LCAT-VAWC member agencies, including the Office of City Councilor Hon. Virgie Tiongson-Llido, City Planning and Development Office (CPDO), City Social Welfare and Development Office (CSWDO) as the Secretariat, City Health Office (CHO), City Population Management Office (CPMO), Office of the City Prosecutor, Public Employment Service Office–General Santos (PESO-Gensan), Department of the Interior and Local Government (DILG), General Santos City Police Office (GSCPO), Liga ng mga Barangay, General Santos City Women Federation, United Muslim OFW Association, Department of Social Welfare and Development Field Office XII (DSWD FO XII), Public Attorney’s Office (PAO), Department of Labor and Employment Field Office XII (DOLE FO XII), Aviation Security and Enforcement Unit (AVSEU), Regional Anti-Cybercrime Unit (RACU), National Commission on Muslim Filipinos(NCMF), Philippine Ports Authority (PPA), City Administrator’s Office, City Economic Management and Cooperative Development Office (CEMCDO), Dr. Jorge P. Royeca City Hospital (DJPRCH), Local Civil Registry (LCR), City Mayor’s Office–Muslim Concerns and Affairs Division (CMO-MCAD), and Sangguniang Kabataan (SK) Federation.

The meeting further strengthened coordination and collective action among member agencies toward preventing trafficking in persons and violence against women and their children in General Santos City.

🌸 Empowering Women Through Knowledge: Bioseed Corp. Celebrates National Women’s Month 🌸
In celebration of National Women’s Month, Bioseed Research Philippines Inc. organized a meaningful seminar focused on legal protection for women in relationships and in the workplace. The activity aimed to empower women employees by equipping them with knowledge about their rights and the laws that safeguard their dignity, safety, and equality.
The seminar was facilitated by Sarah Kate Batilong, Social Welfare Officer III from the City Social Welfare and Development Office of General Santos City, who discussed key laws protecting women, including:
📌 Republic Act No. 11313 – protecting individuals from gender-based sexual harassment in streets, workplaces, and online spaces.
📌 Republic Act No. 9262 – providing protection against physical, psychological, economic, and sexual abuse.
📌 Republic Act No. 10364 – strengthening efforts against human trafficking and protecting victims.
📌 Republic Act No. 11861 – ensuring additional benefits and support mechanisms for solo parents.
📌 Republic Act No. 6725 and provisions of the Labor Code of the Philippines that uphold equal employment opportunities for women.
📌 Republic Act No. 9710 – the comprehensive women’s human rights law in the Philippines.
She also highlighted General Santos City Ordinance No. 12, which provides birthday gift incentives for registered solo parents in the city.
Beyond discussing the laws, Ms. Batilong emphasized why these legal protections matter—empowering women to recognize abuse, assert their rights, and seek help when needed. Participants were also oriented on how complaints are processed, the proper referral pathways, and the assistance that the CSWDO can provide, including counseling, case management, legal referrals, and coordination with the Local Committee on Anti-Trafficking and Violence Against Women and Their Children (LCAT-VAWC) and other partner agencies.

AVAWDO Regular Quarterly Meeting Held

The First Anti-Violence Against Women Desk Officers (AVAWDO) Regular Quarterly Meeting was conducted on March 6, 2026 (1:30 PM) at Icon Venue and Suites, Brgy. Dadiangas North, General Santos City.

Presided over by Ms. Charlette Catherine Carpentero, Federation President of the AVAW Desk Officers of General Santos City, the meeting highlighted the presentation of the AVAWC Desk Functionality Assessment Tool and the scheduling of the functionality assessment for AVAW Desks and Police Stations.

Ms. Jocelyn C. Sarael, RSW, CSWDO Focal Person on the Women Welfare Program, facilitated a refresher orientation on the Functionality Assessment Tool in preparation for the upcoming VAW Desk Offices and Police Station WCPD Functionality Evaluation covering January–December 2025.

The activity also provided a venue for the 26 VAW Desk Officers to raise concerns related to VAWC in their respective barangays, review their previous ratings, share best practices, and identify ways forward. Several resolutions were passed to further strengthen and empower VAW Desk Officers in delivering responsive services for women and children.

📌 LCAT-VAWC Gensan Holds First Regular Quarterly Meeting for 2026

The Local Committee Against Trafficking and Violence Against Women and their Children (LCAT-VAWC) – General Santos City conducted its First Regular Quarterly Meeting on March 6, 2026 (9:00 AM – 12:00 NN) at Icon Venue & Suites, Barangay Dadiangas North, this city.

The meeting was presided over by Atty. Nikki Kristine Catolico, Executive Assistant IV of the City Mayor’s Office and Permanent Alternate of the City Mayor as Chairperson of the Committee.

Key agenda included the presentation of Executive Order No. 04, Series of 2026, the 2025 Annual Accomplishment Highlights, the 2026 Annual Work and Financial Plan (AWFP) for amendment, and the status update on the establishment of the Help Desk at GSC International Airport.

Highlights of the meeting:
• Acknowledgment of two new member-agencies: United Muslim OFW Association and the Philippine Ports Authority (PPA)
• Passage of resolutions on the amendment of the 2026 Annual Work and Financial Plan (AWFP), adoption of the 2025 Consolidated Annual Accomplishment Report, and designation of member-agencies to spearhead the Opening Program of the 18-Day Campaign to End VAW on November 25, 2026

Ms. Jamellah C. Natangcop, RSW, RIACAT-VAWC Secretariat from DSWD Field Office XII, provided updates on the establishment of a Help Desk at the General Santos City International Airport. The initiative aims to strengthen support mechanisms and ensure immediate assistance for individuals especially children who may be at risk or in need of protection while traveling through the airport.

Member-agencies were also encouraged to develop and strengthen Programs, Projects, and Activities (PPAs) that promote women and children’s rights and welfare, while intensifying advocacies and preventive measures against Trafficking in Persons (TIP) and VAWC.

Together, we continue working towards a safer and violence-free General Santos City.
