Statement of Rep. Shirlyn Bañas on Her Vote on the Expulsion of Rep. Francisco "Kiko" Barzaga
I voted NO on the expulsion of Rep. Francisco “Kiko” Barzaga because I believe that the House must exercise its disciplinary powers with due process, proportionality, and restraint.
Let me be clear: I do not condone disorderly conduct, personal attacks, or any behavior that diminishes the dignity of the House of Representatives. Every member must uphold decorum, professionalism, and respect for the institution.
However, expulsion is the gravest penalty the House can impose. The 1987 Constitution grants the House the power to discipline its members, but the penalty of expulsion is the ultimate political sanction. It effectively disenfranchises an entire district and overrides the democratic mandate of the voters. For that reason, it must be reserved for the clearest and most compelling cases.
Accountability is necessary, but it must always be fair, measured, and proportionate.
My vote was not a vote for misconduct. It was a vote for democratic restraint.
The dignity of the House must be protected. So too must the voice of the people.
