LGU Gandara Undergoes 2026 Regional Local Governance Champions (RLGC) On-Site Provincial Validation

The Municipal Government of Gandara underwent the **2026 Regional Local Governance Champions (RLGC) On-Site Validation**, providing an assessment of the LGU’s performance across key governance areas and its adherence to standards for responsive and accountable local governance on August 26, 2026, at the SB Session Hall, Gandara, Samar.

The Provincial Assessment Team was composed of **LGOO VII/Cluster Head Carolina O. Ampong, LGOO V Engr. Myla O. Nicolasora, LGOO II Jenelyn Almeria, LGOO II Atty. Marlito Joshua B. Amistoso, and LGOO II Roque G. Abeto**.

The validation covered ten governance areas: Financial Administration and Sustainability; Disaster Preparedness; Social Protection and Sensitivity; Health Compliance and Responsiveness; Sustainable Education; Business-Friendliness and Competitiveness; Safety, Peace and Order; Environmental Management; Tourism, Heritage Development, Culture and Arts; and Youth Development.

**Municipal Mayor Hon. Warren T. Aguilar** and **Vice Mayor Hon. Elias Delector**, together with the members of the Sangguniang Bayan, department heads and personnel, and **MLGOO Mira Korina B. Julaton**, joined the activity and provided the necessary information and documentation during the assessment.

The on-site validation reflects the LGU’s continuing commitment to strengthen its governance systems and deliver responsive public services to its constituents—consistent with Gandara’s commitment: **“Ikaw an Una.”**

Gandara LCE Calls for Efficient, Responsive Public Service During Monday Convocation

The DILG Gandara Municipal Field Operations Office joined the Municipality of Gandara’s Monday Flag Ceremony and Convocation, where municipal officials and employees were reminded of their responsibility to provide responsive and efficient services to the people of Gandara.

In his message, Municipal Mayor Hon. Warren T. Aguilar called on all heads of offices and employees to provide their best and most efficient services to constituents, reinforcing the importance of accountability and responsiveness in the day-to-day operations of the municipal government.

The activity was also graced by Mutya ng Samar 2025 Samantha Cambe, who conveyed her message of thanks to the municipal government and the people of Gandara.

DILG Gandara Conducts Orientations on Local Legislative Awards and Regional Local Governance Champions

The DILG Gandara Municipal Field Operations Office, leas by MLGOO Mira Korina B. MLGOO Julaton Encourages Youth to Lead with Purpose at Siklab: Burabod II Youth Camp

Municipal Local Government Operations Officer (MLGOO) Mira Korina B. Julaton served as the keynote speaker during the Siklab: Burabod II Youth Camp on August 1, 2026, where she encouraged young leaders to develop purpose-driven leadership and become positive influences in their communities.

Speaking before the youth participants, MLGOO Julaton emphasized that leadership begins with character and purpose rather than position. She reminded participants to “be a leader that you will be proud of” and encouraged them to discover their purpose, trusting that God will lead them to the path where they can best serve others.

She also underscored that purpose is not defined by titles or recognition, but by using one’s talents and abilities to improve the lives of others. Stressing the importance of leading by example, she shared that true leaders know how to show the way because “you cannot give what you do not have.” She concluded her message by encouraging the youth to take ownership of their future, quoting, “The best way to predict your future is to create it.”

The youth camp provided opportunities to strengthen their leadership skills, build teamwork, and deepen their commitment to community service, helping prepare the next generation of leaders in Gandara.

The Municipal Government of Gandara, Samar, through the Local Government Unit and in coordination with key partner agencies, successfully conducted an onsite validation and assessment of the Barangay Road Clearing Operations (BaRCO), KALINISAN sa Bagong Pilipinas Program, and HAPAG (Halina’t Magtanim ng Prutas at Gulay) in the barangays of Bangahon, Natimonan, Sto. Nino, Hiparayan, Piñaplata, and Diaz.

The activity was undertaken by a composite validation team composed of representatives from the Department of the Interior and Local Government (DILG), Philippine National Police (PNP), Bureau of Fire Protection (BFP), Municipal Environment and Natural Resources Office (MENRO), and Municipal Agriculture Office (MAO). This multi-sectoral approach highlights the government’s commitment to a whole-of-community strategy in ensuring effective program implementation at the grassroots level.

The onsite validation aimed to assess the level of compliance of the barangays with the standards set under the KALINISAN Program, which integrates BaRCO, HAPAG, and other environmental and community-based initiatives. These programs collectively promote clean, safe, and sustainable communities through proper waste management, road clearing, and the establishment of edible gardens for food security.

During the assessment, the team inspected barangay roads for obstructions and illegal structures in line with BaRCO guidelines, ensuring that public roads remain accessible and safe for all. Simultaneously, the status of community cleanliness, solid waste management practices, and regular conduct of clean-up drives under KALINISAN were evaluated. The presence and sustainability of communal and household gardens under the HAPAG program were also carefully reviewed, emphasizing the importance of local food production and nutrition.

The participation of partner agencies played a vital role in the comprehensive evaluation process. The PNP ensured peace and order considerations, while the BFP assessed fire safety compliance, particularly in relation to road accessibility. Meanwhile, MENRO focused on environmental management practices, and MAO provided technical guidance on agricultural initiatives under HAPAG.

The validation also served as an opportunity to provide technical assistance and recommendations to barangay officials, enabling them to further enhance their implementation strategies. It reinforced the importance of collaboration, accountability, and continuous improvement in delivering basic services to the community.

In conclusion, the successful conduct of the onsite validation and assessment in Barangays Bangahon, Natimonan, Sto. Niño, Hiparayan, Piñaplata, and Diaz demonstrates the strong commitment of the local government and its partner agencies in advancing good governance and improving the quality of life of its constituents through effective program implementation.
