🧠 𝗠𝗘𝗡𝗧𝗔𝗟 𝗛𝗘𝗔𝗟𝗧𝗛 𝗕𝗥𝗘𝗔𝗞 𝗢𝗥𝗗𝗜𝗡𝗔𝗡𝗖𝗘 𝗔𝗣𝗣𝗥𝗢𝗩𝗘𝗗! 💚

This morning during its regular session, the 25th Sangguniang Bayan of Gamay approved the Mental Health Break Ordinance of 2025, which I proudly authored.

Under this ordinance, all public elementary and secondary schools in our municipality will now have one (1) day of Mental Health Break after every quarterly exam — a simple but meaningful step to help our students rest, recharge, and take care of their well-being.

This local measure supports the Basic Education Mental Health and Well-Being Promotion Act (RA 11706) and our shared goal of making schools not just centers of learning, but also safe spaces for healing and growth.

Because at the end of the day, mental health is just as important as academic success.

The CSE is a national eligibility exam given by the Civil Service Commission (CSC) for those aspiring to enter government service. Passing this exam is no easy feat—and you’ve done it with grace and determination.

𝗚𝗔𝗠𝗔𝗬 𝗬𝗢𝗨𝗧𝗛 𝗖𝗢𝗗𝗘 𝗢𝗥𝗗𝗜𝗡𝗔𝗡𝗖𝗘, 𝗔𝗣𝗣𝗥𝗢𝗩𝗘𝗗 𝗢𝗡 𝗙𝗜𝗡𝗔𝗟 𝗥𝗘𝗔𝗗𝗜𝗡𝗚!

A big step forward for the youth of Gamay! The 24th Sangguniang Bayan has officially approved Draft Municipal Ordinance No. 2024-03, entitled “AN ORDINANCE ADOPTING A COMPREHENSIVE YOUTH WELFARE AND DEVELOPMENT CODE IN THE MUNICIPALITY OF GAMAY, NORTHERN SAMAR, PROVIDING FUNDS THEREFOR, AND FOR OTHER PURPOSES” on its third and final reading during its regular session last March 24, 2025.

This ordinance serves as the framework for youth development in the municipality, ensuring that young Gamaynons have access to programs and opportunities in education, employment, health, leadership, and social protection. It also strengthens youth representation in governance and promotes their rights and welfare.

The measure, principally sponsored by PPSK Pres./Councilor Eddie Pelembergo, Jr., received strong support from the members of the Sangguniang Bayan, recognizing the vital role of young people in shaping the community’s future.

With its passage, the ordinance will now be submitted to the Municipal Mayor for approval before it can be fully implemented. This is a major win for the youth sector—laying the foundation for a more inclusive, youth-driven Gamay.

𝙋𝙔𝘿𝙊 𝘾𝙤𝙣𝙙𝙪𝙘𝙩𝙚𝙙 𝘾𝙤𝙢𝙥𝙡𝙞𝙖𝙣𝙘𝙚 𝙍𝙚𝙫𝙞𝙚𝙬 𝙤𝙛 𝙔𝙤𝙪𝙩𝙝 𝙋𝙧𝙤𝙜𝙧𝙖𝙢𝙨 𝙞𝙣 𝙂𝙖𝙢𝙖𝙮

The Provincial Youth Development Office (PYDO) of Northern Samar visited Gamay on January 28, 2025, for their Youth Connect initiative, focusing on compliance review of youth development programs under the Local Youth Development Office (LYDO) of LGU Gamay.

Mr. Mike Anthony "Manay Tonet" Castillo, LYDO Designate, and PPSK President Eddie Pelembergo Jr. warmly welcomed the PYDO team led by Ms. Loauna Mae Sagadal. In the assessment conducted by the PYDO team, the youth development office was able to comply with all documentary requirement. Meanwhile PPSK President presented proposed youth development programs for possible provincial support. PYDO assured to provide a necessary assistance for those initiatives.

The PYDO team also paid a courtesy call to Mayor Raquel T. Capoquian, where they introduced the Kabataan Caravan program, which aims to provide trainings and seminars, and bring services from the Provincial Government closer to youth constituents in every municipality.

𝗟𝗢𝗢𝗞: Three Sangguniang Kabataan (SK) Chairpersons from the Municipality of Gamay—Hon. Eddie Pelembergo Jr. (Brgy. Cagamutan del Norte), Hon. Noriel Balasta (Brgy. Bonifacio), and Hon. Khin Marshall Quilicol (Brgy. Cagamutan del Sur)—recently completed a 𝗖𝗼𝘂𝗿𝘀𝗲 𝗼𝗻 𝗕𝗮𝘀𝗶𝗰 𝗣𝗿𝗼𝗷𝗲𝗰𝘁 𝗠𝗮𝗻𝗮𝗴𝗲𝗺𝗲𝗻𝘁 𝗳𝗼𝗿 𝗦𝗞 𝗢𝗳𝗳𝗶𝗰𝗶𝗮𝗹𝘀. Organized by the 𝗗𝗲𝘃𝗲𝗹𝗼𝗽𝗺𝗲𝗻𝘁 𝗔𝗰𝗮𝗱𝗲𝗺𝘆 𝗼𝗳 𝘁𝗵𝗲 𝗣𝗵𝗶𝗹𝗶𝗽𝗽𝗶𝗻𝗲𝘀 (𝗗𝗔𝗣) in collaboration with the 𝗡𝗮𝘁𝗶𝗼𝗻𝗮𝗹 𝗬𝗼𝘂𝘁𝗵 𝗖𝗼𝗺𝗺𝗶𝘀𝘀𝗶𝗼𝗻 (𝗡𝗬𝗖), an intensive three-day training aimed to equip youth leaders with essential skills in project design, implementation, and monitoring. By enhancing their project management capabilities, these chairpersons are better prepared to address the needs of their communities and implement impactful youth programs. The training was held at DAP Building, Pasig City, Metro Manila last September 25-27, 2024.

The Pambayang Pederasyon ng mga SK (PPSK) Gamay Chapter Officers conducted a special meeting on October 5, 2024, at Bahandi Hall, Gamay Municipal Building. During the meeting, the officers revisited the penalties for absences outlined in the Internal Rules of Procedure, ensuring accountability within their ranks. They also discussed priority programs for youth development for the year 2025, outlined proposed plans to conduct a Gamay Municipal Youth Parliament, and opening of a bank account for the Pederasyon to facilitate the deposit of SK dues. The active participation of all officers underscored their commitment to empowering the youth in the municipality and fostering collaboration for meaningful initiatives.
