From Luzon to Visayas and Mindanao, the PNP Women and Children Protection Center (PNP-WCPC) carried out a series of coordinated operations that rescued 23 children from Online Sexual Abuse or Exploitation of Children (OSAEC) and Child Sexual Abuse or Exploitation Materials (CSAEM), while six suspects were taken into custody.

These successful operations reflect the power of strong partnerships, intelligence-driven law enforcement, and our unwavering commitment to protecting every Filipino child.

The PNP-WCPC remains relentless in tracking down online predators, dismantling exploitation networks, and ensuring that every rescued child is given the protection, care, and hope they deserve.

IACAT XI Conducts OSAEC Orientation for Youth Leaders and Students.

In line with the culmination of the National Anti-Trafficking Awareness Month and the commemoration of the World Day Against Trafficking in Persons, the Inter-Agency Council Against Trafficking Region XI (IACAT XI) conducted an orientation on Online Sexual Abuse and Exploitation of Children (OSAEC) for students, youth leaders, and faculty of EMAR School of Davao on July 31, 2026, at Felis Resort, Davao City.

The activity gathered about 200 participants and opened at 1:00 PM with video presentations highlighting the realities and dangers of OSAEC, emphasizing the risks faced by children in online spaces and the need for collective protection.

Regional Prosecutor Janet Grace B. Dalisay-Fabrero, IACAT XI Chairperson, emphasized the importance of awareness, vigilance, and coordinated action in addressing trafficking in persons and related forms of exploitation.

The orientation proper was led by Assistant City Prosecutor Rizza Mae H. Sam, who discussed the nature of OSAEC, its risks, and the importance of prevention, reporting, and safeguarding children online. Participants also engaged in learning activities to strengthen their understanding of child protection and online safety.

Ms. Fretzie Ann Ellyn F. Palldo of DSWD Region XI presented available programs and services for victims of trafficking in persons, including intervention and support mechanisms for affected individuals and communities.

Prosecutors and personnel from the DOJ Regional Anti-Child Abuse and Exploitation and Trafficking Task Force Region XI (RACAETTF XI) were also present, reaffirming inter-agency commitment to combating trafficking and child exploitation.

The event concluded with students signing a pledge wall of support, signifying their commitment to the campaign against OSAEC, trafficking in persons, and other forms of modern-day slavery.

IACAT XI expressed appreciation to EMAR School of Davao for its strong partnership in advancing efforts against trafficking and exploitation, emphasizing the role of education and collaboration in building safer communities for children.

DSWD, DOJ inaugurate new one-stop shop for child trafficking victim-survivors

Department of Social Welfare and Development (DSWD) Secretary REX Gatchalian and Department of Justice (DOJ) Undersecretary Nicholas Felix Ty lead the inauguration and ribbon-cutting of the new one-stop shop (OSS) for victim-survivors of child trafficking on (Thursday) July 23 in Mandaluyong City.

The newly established facility named, Inter-Agency Council Against Trafficking (IACAT)โ€“Tahanan ng Inyong Pag-asa (TIP) Center will serve as a dedicated facility providing temporary shelter, counseling, and other rehabilitative and protective services for victim-survivors of online sexual abuse or exploitation of children (OSAEC) and child sexual abuse or exploitation materials (CSAEM), sexual exploitation, illegal recruitment, and trafficking in persons.

A Focus Group Discussion (FGD) on Financial Sexual Extortion was conducted on 09 July 2026 through the joint efforts of the National Coordination Center Against OSAEC-CSAEM Secretariat and the United States Department of Justice's Office of Overseas Prosecutorial Development, Assistance and Training (US DOJ-OPDAT).

The meeting formally commenced with opening messages delivered by US DOJ-OPDAT Resident Legal Advisor Bruce Miyake and IACAT Undersecretary-in-Charge Nicholas Felix L. Ty, followed by the presentation of the meeting's rationale by NCC-OSAEC-CSAEM Secretariat OIC-Executive Director Barbara Mae Pagdilao-Flores.

The discussions focused on the current landscape of financial sextortion cases involving the Philippines and the United States, including emerging trends, offenders' modus operandi, the Philippine legal framework governing sextortion-related offenses, and a US-referred case presented by the Federal Bureau of Investigation (FBI) Law Enforcement Attachรฉ.

These sessions provided participants with the opportunity to exchange insights, discuss operational and legal challenges, and identify practical approaches to strengthening the investigation and prosecution of transnational financial sextortion cases.

The FGD also examined key legal and operational issues encountered in case development, including establishing user attribution, obtaining electronic evidence from foreign-based online service providers, authenticating foreign-sourced digital evidence, determining when Mutual Legal Assistance (MLA) is necessary, and meeting the evidentiary requirements for cybercrime warrant applications.

The discussion further revisited the Technical Working Group (TWG) on Sextortion and concluded with a synthesis of key recommendations and agreements, underscoring the Philippines' and the United States' continued collaboration and strengthening the investigation and prosecution of sextortion cases.
