BRIGADA ESKWELA 2026 KICKOFF | El Salvador City Central School

The spirit of bayanihan came alive as El Salvador City Central School officially launched Brigada Eskwela 2026, bringing together education leaders, school personnel, local officials, and community stakeholders in a shared commitment to provide a safe, clean, and learner-friendly environment for all students.

The kickoff activity was led by Schools Division Superintendent Randolph B. Tortola and Assistant Schools Division Superintendent Conniebel C. Nistal, together with Chief Ninian Alcasid, EPS Supervisors, School Heads, Teachers, Division Personnel, Hon. Edwin MaΓ±a, Ms. Wella C. Macahilos,General PTA President, and other valued stakeholders whose unwavering support continues to strengthen the partnership between schools and the community.

Nistal are attending the 2nd Regional Management Committee Meeting at Noli Central Elementary School, Noli, Bayugan City, Agusan del Sur.

The meeting aims to discuss key regional education priorities, align division initiatives with regional directives, review performance targets, and strengthen coordination among Schools Division Offices to ensure the effective implementation of programs and policies.

The visit of Acting Director II Maria Cristina Gorgonia T. Saligumba and Sr. Human Resource Specialist Leah Jan D. Dolomente from the Civil Service Commission was warmly welcomed by SDS Randolph B. Tortola, ASDS Conniebel C. Nistal, together with the Administrative Officer–HRMO Felanie Lim, Personnel Dept. and EPS Supervisor regarding the Application of this Office for PRIME-HRM Level II Accreditation in the Division of El Salvador City.

The meeting aimed to discuss and strengthen the adoption and implementation of strategic Human Resource Management systems and practices in preparation for the application of the Office for PRIME-HRM Level II Accreditation. It also served to align HR policies, programs, and processes with the standards set by the Civil Service Commission to promote organizational effectiveness, professionalism, and continuous improvement in public service delivery.

The Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM), developed by the Civil Service Commission (CSC), is built on four core HRM pillars. These pillars serve as the foundation for transforming government HR into a strategic driver of public service excellence.
The four core pillars of PRIME-HRM are:
1. Recruitment, Selection, and Placement (RSP)
2. Learning and Development (L&D)
3. Performance Management (PM)
4. Rewards and Recognition (R&R)

Honored and inspired by the meaningful visit of Regional Director Dr. Ruth L. Fuentes, CESO III to the Schools Division of El Salvador City. Grateful for the warm welcome extended by the SDS Randolph B. Tortola, ASDS Conniebel C. Nistal, Chiefs, Section Heads, School Heads, Supervisors, ALS, SDO Personnel, and JOs.
