MUNICIPAL ORDINANCE NO. 11th-25-2024 - AN ORDINANCE RENAMING THE DUMINGAG INSTITUTE OF SUSTAINABLE ORGANIC AGRICULTURE (DISOA) TO DUMINGAG AGRICULTURAL TRAINING SCHOOL (DATS) IN THE MUNICIPALITY OF DUMINGAG, ZAMBOANGA DEL SUR AND FOR OTHER PURPOSES.

The Office of the Sangguniang Bayan and the Office of the Municipal Vice Mayor sponsored the Flag Raising Ceremony of the Municipal Government of Dumingag, Zamboanga del Sur.

A short program followed the ceremony, highlighted by a dance presentation from the Legislative Officials together with the VMO & SBO staff.

To bring additional excitement and joy to the municipal employees and representatives of participating national government agencies, a raffle draw sponsored by our local leaders was also conducted.

โ–ช๏ธThe Committee on Accreditation, through a report rendered by Hon. Morpos, recommended granting accreditation to Ditulan Senior Citizen's Association, of which was duly approved by the Council.

โ–ช๏ธ The Committee on Appropriations, through a report rendered by Hon. Gumban, recommended for the approval of the Supplemental Budget of Barangay Libertad as well as approval of the Annual Budget FY 2026 of Barangay Sinonok, which were duly approved by the Council.

โ–ช๏ธThe Committee on Appointments and Laws & Rules, through a report rendered by Hon. Morpos, recommended the following ordinances to be declared valid and operative:

Session highlights:

โ–ช๏ธHon. Barioga sponsored an ordinance for first reading, an ordinance institutionalizing the Municipal Feedback and Complaints Management System (FCMS) establishing the Committee on Anti-Red Tape (CART) of the municipal government of Dumingag.

โ–ช๏ธAn ordinance providing rice incentive to Barangay Tanods in the municipality of Dumingag, appropriating funds therefor and for other purposes, sponsored by Hon. Mandac was approved on third and final reading.

With the Municipal Vice Mayor serving as Acting Municipal Mayor of the municipal government, the Council elected Hon. Francis Joeray T. Gumban as the temporary Presiding Officer through a formal voting process among its members.

Session highlights included:

1. Approval of various barangay documents;

2. Passage of resolutions authorizing the Municipal Mayor to enter into Memorandum of Agreement with the Department of Social Welfare and Development for the implementation of the Social Pension for Indigent Senior Citizens (SPISC), and a Contract of Lease with AIMCOOP for the lease of three (3) blocks at the Dumingag Cultural Center;

3. The Joint Committee on Appropriations and Laws & Rules, through Hon. Tangalin, rendered a report recommending the approval of the Annual Budget FY 2026 of barangay Dulian.

4. The Joint Committee on Peace & Order and Laws & Rules, recommended that the proposed ordinance providing rice incentives to Barangay Tanods in the municipality will be schedule for second reading next regular session;

5. The Joint Committee on Cooperatives and Women & Family, through Hon. Morpos, rendered the committee report recommending the approval of CSO accreditation application of Barangay Sunop Women's Association;

6. Approval of the tricyle-for-hire franchise application of Mr. Jeremias R. Comaling.

7. Proposed ordinance prohibiting the dispensing, selling, or reselling of pharmaceutical products in sari-sari store without proper authorization from FDA was scheduled for public hearing.
