The Commission on Higher Education โ€“ Negros Island Region (CHED NIR), bringing together its Regional Office and Subregional Office personnel, convened for the 1st Quarter Planning Workshop, Onboarding, and Gender and Development (GAD) Activity on March 25โ€“26, 2026. The two-day engagement seamlessly integrated strategic planning, capacity development, and values formation, fostering unity and shared purpose across offices.

The first day established a strong foundation for organizational alignment, with ๐ƒ๐ซ. ๐‘๐š๐ฎ๐ฅ ๐‚. ๐€๐ฅ๐ฏ๐š๐ซ๐ž๐ณ, ๐‰๐ซ., ๐‘๐„๐„, ๐‚๐„๐’๐Ž ๐ˆ๐ˆ๐ˆ , Regional Director, leading the opening of the activity, and ๐ƒ๐ซ. ๐‰๐š๐ฆ๐ž๐ฌ ๐ƒ. ๐๐š๐ฌ๐š๐ฌ, ES II serving as facilitator. The onboarding and CHED updates were delivered by ๐ƒ๐ซ. ๐ƒ๐š๐ง๐ž๐›๐ž๐ญ๐ก ๐†. ๐๐š๐ซ๐ณ๐จ๐ฅ๐ž๐ฌ, CEPS, CHEDRO VI. These were complemented by the presentation of ๐ƒ๐ซ. ๐๐š๐ฎ๐ฅ๐จ ๐‚. ๐‚๐š๐›๐š๐ง๐ž๐ซ๐จ, CEPS, CHEDRO NIR, on the first quarter accomplishments and a collaborative review of performance targets, reinforcing a results-oriented and coordinated approach among personnel.

On the second day, facilitated by ๐ƒ๐ซ. ๐‰๐จ๐ฌ๐ž ๐‹๐ž๐จ๐ง๐š๐ซ๐๐จ ๐ƒ๐ž๐ ๐ข๐ฅ๐ฅ๐จ, ES II, the focus shifted toward gender responsiveness and personal reflection. The keynote session was delivered by ๐ƒ๐ซ. ๐€๐ข๐ฅ๐ž๐ž๐ง ๐‘๐จ๐ฌ๐ž๐ญ๐ญ๐ž ๐Œ. ๐…๐ž๐ฅ๐ข๐ฑ, ๐‘๐๐ฌ๐ฒ, whose discussion on โ€œ๐“๐ก๐ž ๐๐š๐›๐š๐ฒ๐ฅ๐š๐ง ๐’๐ฉ๐ข๐ซ๐ข๐ญ ๐š๐ง๐ ๐‹๐ž๐ ๐š๐ฅ ๐…๐จ๐ฎ๐ง๐๐š๐ญ๐ข๐จ๐ง๐ฌโ€ provided meaningful perspectives on gender awareness and cultural context. The Commission on Higher Education Regional Office โ€“ Negros Island Region (CHEDRO NIR) undertook a series of monitoring and validation activities on March 23, 2026 across private higher education institutions in the Province of Siquijor, such as Quezon Memorial Institute of Siquijor (QMIS), BIT International College - Siquijor, and Carmelite College of Siquijor.

The initiative aimed to ensure that the above-mentioned private higher education institutions align with prescribed standards in student welfare, academic programs, and support services, while remaining responsive to the changing needs of learners. It also created an opportunity to extend technical support and strengthen engagement with these institutions in advancing the delivery of comprehensive and quality higher education.

Representatives from the Department of Agriculture (DA), the Commission on Higher Education (CHED), and the Land Bank of the Philippines - Iloilo Lending Center (LBP-Iloilo LC) convened on March 17โ€“20, 2026, in Angeles, Pampanga, for the Year-End Assessment of the CY 2025 Implementation of the Agricultural Competitiveness Enhancement Fund (ACEF) Program. The activity was attended by CHEDโ€™s Office of Student Development Services (OSDS) through Ms. Ma. Lyn L. Reales and Mr. Hanzevan C. Tan, Project Technical Staff I (PTS I) of CHED Regional Office XVIII โ€“ NIR, as well as ACEF-GIAHEP focal persons from other regions.

The activity, led by DA Undersecretary Atty. Asis G. Perez, DA Regional Field Office III Regional Executive Director Dr. Eduardo I. Lapuz, Jr., and ACEF Program Management Office (PMO) Director Mr. Fernando D. Flores, was anchored on Republic Act No. 10848, which institutionalizes the Agricultural Competitiveness Enhancement Fund (ACEF). The year-end assessment provided an opportunity to evaluate the progress of ACEF initiatives in research and development, the Grant-in-Aid for Higher Education Program (GIAHEP), and credit support, while facilitating the exchange of strategic insights to further improve program implementation.

The Commission on Higher Education โ€“ Negros Island Region (CHED NIR), with its Education Supervisors, Education Program Specialist, STUFAPs, UniFAST, SIKAP, and Data Collection Units, conducted monitoring visits across Higher Education Institutions (HEIs) in Negros Oriental from 25 February to 19 March 2026.

The monitoring visits covered Student Affairs and Services (SAS), the implementation of academic programs offered by the HEIs, data collection, and the administration of scholarship programs, with technical assistance provided to support compliance with established policies and guidelines and to further enhance program implementation.

To further support higher education institutions (HEIs) in delivering flexible learning pathways, CHED Regional Office VI, in partnership with CHED Regional Office XVIII โ€“ Negros Island Region (CHEDRO XVIII-NIR), conducted a two-day seminar-workshop on ETEEAP and Open, Distance, and e-Learning (ODeL) on March 11โ€“12, 2026 in Iloilo City.

The activity focused on helping HEIs strengthen their readiness to implement programs that make higher education more accessible, inclusive, and responsive to the needs of diverse learners, in line with the ACHIEVE Agenda of CHED Chairperson Dr. Shirley C. Agrupis, particularly on advancing accessible lifelong learning and promoting inclusive, impact-driven internationalization.

The Expanded Tertiary Education Equivalency and Accreditation Program (ETEEAP) allows individuals to earn a degree by recognizing their prior learning, work experience, and competencies. Discussions led by CHED RO VI Director, Dr. Raul F. Muyong and CHED RO VI Chief Education Program Specialist, Dr. Danebeth G. Narzoles, together with resource speaker Dr. Bashiruddin A. Ajihil, guided HEIs on policies, standards, and quality assurance mechanisms for effective implementation.

Best practices shared by Ms. Rowela Javier and Dr. Rodjhun B. Navarro provided practical insights on how institutions can successfully deliver ETEEAP.

On the other hand, Open, Distance, and e-Learning (ODeL) offers flexible and technology-enabled education that allows learners to study anytime and anywhere. CHEDRO XVIII-NIR Director IV Dr. Raul C. Alvarez Jr. highlighted its role in expanding access for working professionals and adult learners.

Resource speaker Dr. Ma. Ninia I. Calaca discussed key policies, requirements, and institutional considerations, while Dr. Dave E. Marcial shared experiences in implementing and sustaining ODeL programs.

Moving forward, CHEDRO XVIII-NIR Chief Education Program Specialist Dr. Paulo C. Cabanero encouraged HEIs to take active steps toward developing and strengthening ETEEAP and ODeL offerings, ensuring more Filipinos can access higher education through flexible pathways.

The Commission on Higher Education (CHED) continues to foster a research-driven academic environment by promoting international collaboration, institutional partnerships, and academic networks to strengthen the global relevance of Philippine higher education. In line with this vision, the Office of Research and Publications of St. Paul University Dumaguete hosted its 3rd International Research Fair (Hybrid) on March 5โ€“7, 2026, with the theme โ€œRevolutionizing Research and Innovation through Cutting-edge AI Technology.โ€ Guided by this theme, SPUD reaffirmed its commitment to advancing research, innovation, and global collaboration.
The event was opened by a welcoming message from Sr. Mila Grace Silab, University President of SPUD, who warmly welcomed the participants to the 3rd International Research Fair. She emphasized that the event is a valuable opportunity to share advancements of knowledge with global impact. Expressing gratitude to all distinguished guests, partners, and participants for joining this endeavor, she affirmed that research is not merely an intellectual pursuit but a transformative force that propels us to move forward in collaboration, innovation, and societal progress.
CHEDRO NIR Regional Director Dr. Raul C. Alvarez Jr. delivered an inspirational message, noting that it has been a year since SPUD first launched its International Research Fair. He expressed heartfelt gratitude to the local HEIs in the regionโ€”Asian College Dumaguete, Foundation University, Negros Oriental State University, and Siquijor State Collegeโ€”as well as international partners from Indonesia, namely Universitas Sanata Dharma, Universitas Kristen Duta Wacana, and Universitas Kristen Wira Wacana Sumba, and from Thailand, St. Louis College, for their active participation. Dr. Alvarez highlighted that while AI may no longer be seen as simply โ€œoptimal,โ€ it signals great change and innovation ahead. He reminded everyone that AI should be used wisely as a tool to support research, ensuring integrity, making knowledge more accessible, and keeping academic work meaningful. In closing, he congratulated SPUD for its leadership in advancing research that aligns with CHEDโ€™s ACHIEVE agenda, and left the audience with a powerful reminder: โ€œKnowledge is sweeter when it is being shared.โ€
