7,000 Agrarian Reform Beneficiaries (ARBs) and farmer households are aimed to have access to PCIC’s free insurance program.

The Department of Agrarian Reform (DAR) Negros Oriental, in partnership with the Philippine Crop Insurance Corporation (PCIC), held an Agri-Insurance Program Orientation yesterday, June 11, 2026, at Sitio Matambok, Brgy. Mandalupang.

The orientation targeted members of the Sitio Matambok ARB Association (SMARBA) Inc. and neighboring farmers from Barangays Mandalupang, Lamogong, and Tanglad.

Ri-chee Patano, Insurance Underwriter of PCIC detailed the various free insurance policies available to farmers registered under the Registry System for Basic Sectors in Agriculture (RSBSA).

Meanwhile, ARPO I Lucelie Villafuerte-Nesnia, DAR Negros Oriental’s Focal Point Person for RSBSA, PCIC, and ARBO Development for PCIC Underwriting highlighted insurance underwriting as a milestone service that SMARBA Inc. could offer to support its community.

Present during the orientation were SARPT Mar Clinton Liu of DARMO Manjuyod, and SMARBA Inc. President Deonesio Pabayos who provided support and helped in facilitating the said activity.

Following the discussion, SMARBA Inc. immediately facilitated the registration of qualified farmers. Moreover, ARPO I Villafuerte also met with Municipal Agriculture Officer Jose Villaseca III of LGU Manjuyod to align efforts on RSBSA and PCIC frameworks.

To ensure that we consistently meet our targets and effectively support our Agrarian Reform Beneficiaries, the Program Beneficiaries Development Division (PBDD) is conducting a comprehensive assessment of the accomplishments and ongoing activities of the Senior Agrarian Reform Program Officers, and Agrarian Reform Program Officers I and II from CY 2024–2026.

The division is actively working to improve its operational efficiency and service delivery by identifying program implementation gaps, and key recommendations. This activity aims to provide the management with a clear, updated status of all handled programs and projects. The assessment of activities and projects can help in determining the necessary interventions needed to overcome challenges during activity and project implementation.

The comprehensive assessment was spearheaded by OIC-CARPO Aileen A.Villaseca, and OIC-PARPO II Engr. Manuel M. Galon Jr.

The Program Beneficiaries Development Division (PBDD), alongside our dedicated DAR Municipal Offices, recently concluded a Strategic Development Planning session spearheaded by OIC-PARPO II Engr. Manuel M. Galon Jr., and OIC-CARPO for PBDD, Aileen A. Villaseca last May 18-19, 2026 at the Bethel Guest House, Dumaguete City.

The said activity is to strengthen our Agrarian Reform Beneficiaries Organizations (ARBOs) and continuously improve their efficiency and programs and services for its members.

By aligning our municipal strategies and refining our processes, we are ensuring that our ARB associations and cooperatives can operate smoother, scale faster, and deliver better services to their members.

PBDD Negros Oriental would like to extend our deepest condolences to the bereaved family of DAR Region VII’s Assistant Regional Director for Administration, Arthur Dulcero.

𝗔𝗥𝗗𝗔 𝗔𝗥𝗧, 𝗥𝗘𝗝𝗢𝗜𝗖𝗜𝗡𝗚 𝗜𝗡 𝗘𝗧𝗘𝗥𝗡𝗔𝗟 𝗚𝗟𝗢𝗥𝗬

Heaven has gained another soul in the person of Assistant Regional Director for Administration Arthur D. Dulcero, fondly known to many as ARDA Art, who was a dedicated leader and a faithful force behind purposeful administrative initiatives in the Department of Agrarian Reform (DAR) Region VII. He passed away at the age of 58.

Throughout his more than three decades of service in DAR Region VII, ARDA Art exemplified strength, discipline, and commitment. To many, he appeared as an indomitable figure, firm in character, dignified in bearing, and resolute in leadership. However, behind his strong and formal exterior was a man with a genuinely compassionate heart, one who tirelessly devoted himself to serving both the workforce and the clientele of DAR.

Even amid the demands of his responsibilities, and despite knowing the sacrifices that came with deeply caring for the welfare of the office and its people, he consistently gave his time, energy, and effort to ensure that others were supported and guided. More importantly, his commitment went beyond duty, for it was rooted in his sincere love for the Department, which he considered his second home.

Moreover, ARDA Art firmly believed in the potential of people. He recognized talent, nurtured growth, and guided individuals toward becoming better versions of themselves. Whenever he witnessed someone performing a task with utmost sincerity and competence, he saw opportunities for that person to grow and succeed. Because of this, many have become better professionals and public servants through his encouragement, trust, and mentorship.

Now, with heavy hearts, the DAR Region VII family extends its deepest condolences to the family, relatives, friends, and loved ones of our dearly departed ARDA Art. Indeed, his passing leaves a profound void in the hearts of those who had the privilege of working with and knowing him.

To ARDA Art, thank you for your years of dedicated and selfless service. Your leadership, kindness, and legacy will forever remain in the hearts of the people you inspired and served. Though you may no longer be with us, your contributions and the values you imparted will continue to live on in the institution and in the lives of those you touched.

Having received the Lord Jesus Christ, we stand on the Lord’s promise of eternal life for those who seek Him. We know you are now rejoicing in the presence of the Savior and walking forever in His light. Rest in eternal glory, ARDA Art.

Bridging the Gap: DAR Negros Oriental Empowers Farmers Through Strategic Partnerships

The "Marketing Training, MOA Signing, and Agency Agreement Ceremony" held on May 11, 2026, served as a vital platform for strengthening the agricultural value chain in Negros Oriental. The morning session focused on digital marketing and the strategic importance of formal agreements to link Agrarian Reform Beneficiary Organizations (ARBOs) directly to sustainable markets. Key training sessions were led by Mr. Louie Dan O. Condevillamar, ARPO I and Marketing Assistance Project Point Person for DAR Regional Office Negros Island Region, and Shawn Kemp A. Ramirez, Trade and Industry Development Specialist from DTI Negros Oriental Provincial Office, providing farmers with the technical expertise needed to navigate modern procurement standards.

The afternoon session marked a significant milestone with the formalization of several key partnerships through the signing of Memoranda of Agreement (MOA). This included vital procurement agreements between ARBOs like Malaunay and NENAFARCO and various BJMP district jails, ensuring a steady demand for local produce such as vegetables, eggs, and poultry. Furthermore, the event culminated in a landmark Tripartite Agency Agreement between DAR, the Department of Trade and Industry (DTI), and the Department of Agriculture (DA-PATCO). This collaboration, effective through December 2027, solidifies a unified "force" dedicated to providing technical interventions and farm machinery, ultimately fostering hope and dignity for the agrarian reform beneficiaries of Negros Oriental.
