The Multi-Agency Coordinating Center (MACC) has deployed specialized personnel from various safety, security, and emergency response departments to monitor and secure the ongoing Kabulakan Festival in Dumaguete City.

Key Objectives

* Public Safety: Maintaining order across all event venues.
* Crowd Management: Regulating heavy pedestrian and vehicular traffic.
* Emergency Response: Providing immediate medical and tactical assistance.

Participating Agencies & Roles

* Dumaguete Police (PNP): Crowd control and crime prevention.
* Traffic Management Office (TMO): Re-routing traffic and managing parking.
* City Disaster Risk Reduction Management Office (CDRRMO): Medical emergencies and disaster response.
* Bureau of Fire Protection (BFP): Fire safety inspections and response readiness.
* Specialized Volunteers: Additional eyes and ears on the ground.

Operational Strategy

* Centralized Command: Real-time communication linking all field units.
* CCTV Surveillance: Continuous monitoring of high-traffic festival zones.
* Joint Patrols: Combined foot patrols in public plazas and street dancing routes.

‼️Creation of Night Monitoring Unit‼️

DANILO P. ATILLO, TMO-OIC Head, created a Special Unit tasked to monitor the situation within Dumaguete City during nighttime operations.

The unit was organized to strengthen traffic management and public safety coverage beyond regular office hours. Its primary function is to conduct continuous monitoring, respond to traffic and parking concerns, and support the enforcement of City Ordinance No. 37, Series of 2025, and other traffic ordinances.

This initiative ensures that the Traffic Management Office maintains visibility and immediate response capability across key areas of the city during night hours.

📢 NOTICE is hereby given that the following streets and major thoroughfares in Downtown Dumaguete will be adjusted and modified as they will be affected by the KABULAKAN FESTIVAL STREET DANCING on MAY 22, 2026 (Friday) starting at 1:00 PM onwards.

" Implementation of Parking Attendant Enforcement Unit Pursuant to City Ordinance No. 37, Series of 2025"

From May 4 to May 14, 2026, the Dumaguete City Traffic Management Office, under the leadership of TMO-OIC Head Danilo P. Atillo, will implement enhanced enforcement activities in line with City Ordinance No. 37, Series of 2025.

*Ordinance Overview*
City Ordinance No. 37, Series of 2025 is _“An Ordinance on the Registration and Regulation of Informal Parking Attendants in the City of Dumaguete and for Other Purposes.”_

*Basis for Enforcement*
Under *Section 10* of Ordinance No. 37, the duties and responsibilities of informal parking attendants are clearly defined. To ensure compliance, the TMO has organized a special unit dedicated to enforcement.

*Parking Attendant Enforcement Unit*
The Parking Attendant Enforcement Unit has been established with the primary objective of enforcing Ordinance No. 37 and all existing traffic ordinances within Dumaguete City.

The unit will conduct operations *day and night* to:
1. Monitor and regulate the activities of informal parking attendants
2. Ensure only registered and authorized attendants operate within designated areas
3. Address violations related to illegal parking and unregulated attendant activities
4. Support overall traffic flow and public safety in the city

This initiative aims to promote order, accountability, and public safety in parking operations across Dumaguete City.
