DAR Negros Oriental Convenes Project SPLIT PPMO Planning and Coordination Meeting

Demonstrating its continued commitment to the effective implementation of the Support to Parcelization of Lands for Individual Titling (Project SPLIT), the Department of Agrarian Reform (DAR) Negros Oriental, led by OIC-PARPO II Engr. Manuel M. Galon Jr., convened the Project SPLIT Provincial Project Management Office (PPMO) Planning and Coordination Meeting on July 23, 2026, in Dauin, Negros Oriental.

The meeting provided an opportunity to review the current status of the program, discuss field-level concerns and updates, and further strengthen coordination to ensure the successful implementation of the project.

Key discussions focused on the progress of project activities, as well as the various issues, challenges, needs, and concerns encountered. Participants also exchanged insights and recommendations to further enhance coordination and collaboration.

The activity strengthened coordination and reinforced the participants' shared commitment to achieving the project's objectives effectively and efficiently.

Continuing the Commitment to Serve Our Agrarian Reform Beneficiaries (ARBs)

As part of its continuing commitment to advancing agrarian reform and improving the lives of Agrarian Reform Beneficiaries (ARBs), the Department of Agrarian Reform (DAR) – Negros Oriental successfully conducted its ceremonial distribution of E-titles, COCROMs and Farm Machinery and Equipment on July 10, 2026, at the Negros Oriental Convention Center in Dumaguete City. The activity brought together ARBs from across the province to receive land ownership documents and various support services.

During the activity, DAR Negros Oriental distributed 922 land titles, consisting of 30 Certificates of Land Ownership Award (CLOAs) and 892 e-Titles under the Support to Parcelization of Lands for Individual Titling (SPLIT) Project.

The office also awarded 2,630 Certificates of Condonation with Release of Mortgage (COCROMs), condoning more than ₱584.5 million in land amortization. Through this initiative, ARBs are given renewed opportunities to improve their livelihoods and continue productive farming.

To further enhance agricultural productivity and improve the livelihoods of Agrarian Reform Beneficiaries, the Department distributed ₱7.908 million worth of farm machinery, equipment, and livelihood assistance to the following Agrarian Reform Beneficiaries Organizations (ARBOs):

• Linothangan Agrarian Reform Beneficiaries Association (LARBA), Inc. – City of Canlaon

• Sampiniton Agrarian Reform Farmers and Beneficiaries Association, Inc. – Municipality of Jimalalud

• Camansi Farmers Association, Inc. – City of Tanjay

• Barangay San Antonio Agrarian Reform Beneficiaries Association (BSAARBA), Inc. – Municipality of Sibulan

• Jagna Nagbalaye Agrarian Reform Cooperative (JANARCO) – Municipality of Santa Catalina

• Bayawan United Farmers Irrigators Association (BUFIA), Inc. – City of Bayawan

On behalf of DAR Secretary Conrado Estrella III, Undersecretary for the Special Concerns Office (SCO) and the External Affairs and Communications Operations Office (EACOO) Rowena Niña O. Taduran graced the activity, together with Regional Director Lucrecia S. Taberna and other DAR regional and provincial officials. Also present were Negros Oriental Governor Manuel "Chaco" L. Sagarbarria, 2nd District Representative Ma. Isabel L. Sagarbarria, 3rd District Representative Janice Mira Vallega-Degamo, and Dumaguete City Public Relations Officer Agustin Miguel Perdices, representing Mayor Manuel "Chiquiting" Sagarbarria, along with local chief executives, partner agencies, and other stakeholders, demonstrating their unwavering support for the Agrarian Reform Beneficiaries.

The successful conduct of the distribution activity was made possible through the dedication, teamwork, and collective efforts of all DAR Negros Oriental personnel. The Department likewise extends its sincere appreciation to all partner agencies, local government units, law enforcement agencies, volunteers, and other stakeholders for their invaluable assistance and active participation. Their unwavering cooperation and shared commitment to public service contributed significantly to the success of the activity and continued the government's mission of delivering meaningful agrarian reform services to every Agrarian Reform Beneficiary.

Taduran reiterated the message of DAR Secretary Conrado M. Estrella III, emphasizing the agency's unwavering commitment to ensuring that every agrarian reform beneficiary is uplifted and that no Filipino is left behind in the fight against poverty and hunger.

Agrarian Reform Beneficiaries (ARBs) from various municipalities in Negros Oriental gathered in Dumaguete City today, July 10, for Wakas, the culmination of the three‑part province‑wide distribution activity of DAR Negros Island Region — 3 individual events, 1 story, 1 mantra: “1NegroS: Serbisyo‑Agraryo Una!”

DAR Negros Oriental awarded 922 land titles, composed of 30 Certificates of Land Ownership Award (CLOAs) and 892 e‑Titles under the Support to Parcelization of Lands for Individual Titling (SPLIT) Project. The provincial office likewise distributed 2,630 Certificates of Condonation with Release of Mortgage (COCROMs), condoning more than ₱584.5 million in land amortizations and giving ARBs renewed opportunities to strengthen their farms and livelihoods.
