The Pag-asa Youth Association of the Philippines (PYAP) Dulag Federation successfully held its Feedbacking Session, Stress Debriefing, and Federation Officers Election on August 8-9, 2026, at Sabang Surf Camp, Dulag, Leyte.

The morning session provided an opportunity for PYAP members and officers to reflect on the recently concluded 52nd PYAP Regional Celebration, an activity organized and hosted by the PYAP Dulag Chapter. The Feedbacking Session was facilitated by Mr. Fritz C. Pelicano of World Vision International, who guided the participants in sharing their experiences, insights, and recommendations to further improve future PYAP activities.

This was followed by a meaningful Stress Debriefing Session facilitated by Mr. Rodel Catapal, Provincial Youth Development Officer (PYDO). The session provided a safe and supportive space for participants to process their experiences, recognize the challenges encountered during the recent activity, and strengthen their well-being as youth leaders and volunteers.

In the afternoon, the PYAP Dulag Federation proceeded with the election of its new set of Federation Officers, marking another important chapter in the organization’s continuing commitment to youth participation, leadership, and service.

The successful implementation of this activity was made possible through the continued support and commitment of our Municipal Mayor Hon. Artates Agullo, whose dedication to youth development continues to provide opportunities for young people to actively participate, lead, and contribute to the community.

POSISYON LABAN SA PANUKALANG IPAGPALIBAN ANG 2026 BARANGAY AT SANGGUNIANG KABATAAN ELECTIONS

1. ANG POSTPONEMENT AY DE FACTO EXTENSION NG PANUNUNGKULAN LALO NA NG MGA HINDI EPEKTIBONG OPISYAL:
➡️ Anuman ang layunin ng panukala, ang magiging epekto nito ay ang pagpapalawig ng termino ng mga kasalukuyang Barangay at SK officials nang walang panibagong mandato mula sa taumbayan. Sa isang demokrasya, ang pananatili sa katungkulan ay dapat nakabatay sa pasya ng mga botante, hindi sa pagpapaliban ng halalan.

2. DINI-DISENFRANCHISE ANG KABATAAN
➡️ Natatangi ang Sangguniang Kabataan dahil may age qualification ang pagboto at pagtakbo. Kapag naipagpaliban ang halalan, maraming kabataan ang mawawalan ng kanilang tanging pagkakataong bumoto o tumakbo dahil lampas na sila sa itinakdang edad sa susunod na eleksyon. Hindi ito simpleng delay—ito ay pagkakait ng demokratikong karapatan ng isang buong henerasyon ng kabataan.

3. PINIPIGILAN ANG PAG-USBONG NG BAGONG HENERASYON NG MGA LIDER
➡️ Habang napapahaba ang panunungkulan ng mga kasalukuyang opisyal, libu-libong kabataang naghanda nang tumakbo sa 2026 ang mawawalan ng pagkakataong magsilbi. Ang postponement ay humahadlang sa natural na pag-usbong ng mga bagong lider at sa demokratikong pagpapalit ng pamumuno.

4. HINDI DAPAT MAGING UNANG SAKRIPISYO ANG BSKE SA TUWING MAY KRISIS O PROBLEMA ANG BANSA
➡️ Hindi dapat maging awtomatikong tugon ang pagpapaliban ng Barangay at Sangguniang Kabataan Elections sa tuwing may pambansang emergency, kakulangan sa pondo, o administratibong hamon. Ang mga krisis ay dapat lutasin sa pamamagitan ng mas mahusay na pagpaplano at sapat na suporta sa COMELEC—hindi sa pagsasakripisyo ng regular na halalan. Kapag naging normal ang pagpapaliban ng BSKE sa bawat hamon, unti-unting nawawala ang katiyakan ng regular at napapanahong demokratikong proseso.

Ang demokrasya ay hindi dapat ipinagpapaliban sa tuwing nagiging mahirap itong isagawa. Sa halip, dapat itong higit pang pinagtitibay sa panahon ng krisis.

Empowering the youth begins through meaningful conversations and strong partnerships.

Heartfelt gratitude is extended to Cabacungan National High School for inviting the Local Youth Development Officer (LYDO) to serve as the Resource Person during the Symposium on Teenage Pregnancy and Youth-Related Issues. The opportunity to engage with students and discuss issues affecting today's youth is truly appreciated.

Special thanks to Ma'am Carla Capili Adonis for her dedication to guiding and inspiring her students and for her continued support of the youth development initiatives of LGU Dulag. Appreciation is also extended to the Supreme Secondary Learner Government (SSLG) of Cabacungan National High School for their leadership, commitment, and hard work in making this meaningful activity a success.

The Training of Trainers on Sexually Healthy and Personally Empowered Adolescents (SHAPE) was successfully conducted on June 22–24, 2026, at Hotel Lorenza, Tacloban City, bringing together Local Youth Development Officers (LYDOs), Municipal Population Officers (MPOs), and selected Health Workers from the municipalities and cities of Samar, Leyte, and Southern Leyte. The activity was organized by the Commission on Population and Development Region VIII as part of its continuing commitment to strengthening adolescent health and youth development initiatives in the region.

Over the course of the three-day training, participants were equipped with enhanced knowledge, practical skills, and facilitation techniques necessary for the effective implementation of the SHAPE program. The sessions also fostered collaboration, professional learning, and the exchange of best practices among stakeholders dedicated to promoting adolescent reproductive health, personal empowerment, and responsible decision-making.

As participants return to their respective local government units and communities, they carry with them a strengthened capacity to serve as trainers, advocates, and partners in advancing adolescent development. Through collective commitment and sustained collaboration, the SHAPE program continues to contribute to building informed, healthy, empowered, and resilient Filipino youth.

The Local Youth Development Plan (LYDP) CY 2026–2028 of Dulag was successfully defended by our Sangguniang Kabataan Federation President, Hon. Jeric Tumandao. This marks a significant step in strengthening youth centered programs, initiatives, and development efforts for the coming years.

The successful defense of the LYDP reflects the strong collaboration between the Sangguniang Kabataan, Local Youth Development Office (LYDO), and the Municipal Social Welfare and Development Office (MSWDO) as partner offices in advancing youth development. Through their collective commitment, responsive and sustainable programs for the welfare and empowerment of the youth will continue to be strengthened.
