Guided by the theme “𝑷𝒉𝒊𝒍𝒊𝒑𝒑𝒊𝒏𝒆 𝑽𝒆𝒕𝒆𝒓𝒂𝒏𝒔 𝑾𝒆𝒆𝒌 2026: 𝑮𝒊𝒕𝒊𝒏𝒈 𝒏𝒈 𝑩𝒂𝒚𝒂𝒏𝒊, 𝑷𝒂𝒎𝒂𝒏𝒂 𝒔𝒂 𝑺𝒂𝒍𝒊𝒏𝒍𝒂𝒉𝒊,” this commemoration highlights the noble legacy entrusted to us by our veterans a legacy that must be preserved and passed on with honor and dignity to future generations.

With the full support of 𝑴𝒖𝒏𝒊𝒄𝒊𝒑𝒂𝒍 𝑴𝒂𝒚𝒐𝒓 𝑯𝒐𝒏. 𝑱𝒂𝒅𝒆 𝑨. 𝑨𝒈𝒖𝒍𝒍𝒐 and the 13𝒕𝒉 𝑺𝒂𝒏𝒈𝒈𝒖𝒏𝒊𝒂𝒏𝒈 𝑩𝒂𝒚𝒂𝒏 𝑴𝒆𝒎𝒃𝒆𝒓𝒔, and under the steadfast leadership of 𝑴𝒖𝒏𝒊𝒄𝒊𝒑𝒂𝒍 𝑽𝒊𝒄𝒆 𝑴𝒂𝒚𝒐𝒓 𝑯𝒐𝒏. 𝑫r. 𝑹𝒐𝒎𝒎𝒆𝒍 𝑫. 𝑪𝒂𝒑𝒖𝒏𝒈𝒄𝒐𝒍, the celebration was made even more meaningful through the collective participation of the children and families of our veterans, department managers, members of our national uniformed personnel from the Philippine National Police, Bureau of Fire Protection, and Philippine Coast Guard, as well as the dedicated employees of the Local Government Unit of Dulag.

The Comprehensive Development Plan (CDP) 2026-2030 and Local Development Investment Plan (LDIP) 2026-2028 of the Municipality of Dulag have been officially approved through the collective efforts of the Municipal Planning and Development Office, together with all the department managers of the Municipal Government whose collaboration and dedication made this important milestone possible.

The approval was carried out with the leadership of the Vice Mayor Dr. Rommel D. Day 3 enriched the leadership capacity of the 13ᵗʰ 𝑺𝒂𝒏𝒈𝒈𝒖𝒏𝒊𝒂𝒏𝒈 𝑩𝒂𝒚𝒂𝒏 as 𝑴𝒓. 𝑶𝒓𝒍𝒂𝒏𝒅𝒐 𝑳. 𝑪𝒂𝒈𝒂𝒓𝒂, 𝑳𝑰𝑩, 𝑱𝑫 discussed the core powers, functions, and governance responsibilities of the Sanggunian.

𝑴𝒔. 𝑨𝒓𝒍𝒆𝒏𝒆 𝑪. 𝑲𝒆𝒎𝒑𝒊𝒔, 𝑯𝒆𝒂𝒅 𝒐𝒇 𝒕𝒉𝒆 𝑴𝑩𝑶 deepened the sessions with her lecture on budget and fiscal functions, covering the local budget process, revenue generation, the AIP, and the Sanggunian’s oversight role.
The afternoon focused on ethical standards, accountability, and the Sanggunian’s regulatory and quasi-judicial functions reinforcing our duty to ensure fairness, transparency, and sound policymaking.

Day 2 focused on sharpening our legislative direction as 𝑴𝒓. 𝑴𝒂𝒓𝒌 𝑪𝒂𝒓𝒍𝒐 𝑫𝒂𝒄𝒊𝒍𝒍𝒐, 𝑴𝑳𝑮𝑶𝑶 and 𝑴𝒔. 𝑹𝒐𝒔𝒆𝒍𝒍𝒆 𝑭𝒂𝒚𝒆 𝑻𝒖𝒑𝒂, 𝑺𝒕𝒂𝒕𝒊𝒔𝒕𝒊𝒄𝒊𝒂𝒏 𝑰, 𝑴𝑷𝑫𝑶 guided the 13ᵗʰ 𝑺𝒂𝒏𝒈𝒈𝒖𝒏𝒊𝒂𝒏𝒈 𝑩𝒂𝒚𝒂𝒏 𝒐𝒇 𝑫𝒖𝒍𝒂𝒈 through performance evaluation, strategic agenda setting, and strengthening governance standards. From understanding the Local Legislative Award criteria, to formulating a responsive Local Legislative Agenda, the sessions emphasized best practices, stakeholder analysis, goal alignment, and meaningful citizen participation.

The workshop continued with hands-on group work, presentations, and open discussions allowing the team to translate insights into clear, actionable legislative priorities. We were also honored to be visited by 𝑨𝒕𝒕𝒚. 𝑴𝒊𝒍𝒅𝒓𝒆𝒅 𝑱𝒐𝒚 𝑷. 𝑸𝒖𝒆, 𝑪𝑷𝑨, 𝑩𝒐𝒂𝒓𝒅 𝑴𝒆𝒎𝒃𝒆𝒓 𝒐𝒇 𝒕𝒉𝒆 2𝒏𝒅 𝑫𝒊𝒔𝒕𝒓𝒊𝒄𝒕 𝒐𝒇 𝑳𝒆𝒚𝒕𝒆, who shared an inspiring solidarity message to motivate the team further.

A powerful start for the 13ᵗʰ 𝑺𝒂𝒏𝒈𝒈𝒖𝒏𝒊𝒂𝒏𝒈 𝑩𝒂𝒚𝒂𝒏 𝒐𝒇 𝑫𝒖𝒍𝒂𝒈, as the workshop opened with an inspiring message from our 𝑴𝒖𝒏𝒊𝒄𝒊𝒑𝒂𝒍 𝑽𝒊𝒄𝒆 𝑴𝒂𝒚𝒐𝒓, 𝑯𝒐𝒏. 𝑫𝒐𝒄. 𝑹𝒐𝒎𝒎𝒆𝒍 𝑫. 𝑪𝒂𝒑𝒖𝒏𝒈𝒄𝒐𝒍, setting a tone of unity and purpose for the sessions ahead. Our 𝑴𝒖𝒏𝒊𝒄𝒊𝒑𝒂𝒍 𝑴𝒂𝒚𝒐𝒓, 𝑱𝒂𝒅𝒆 𝑨. 𝑨𝒕𝒕𝒚. 𝑲𝒆𝒏𝒏𝒆𝒕𝒉 𝑺𝒑𝒊𝒄𝒆 𝑫𝒆 𝑽𝒆𝒚𝒓𝒂 delivered an insightful lecture on the fundamentals of local legislation. He strengthened our understanding of ordinances vs. resolutions, the requisites of valid measures, and the principles of clear, effective, and legally sound drafting.
