ZAMBOANAGA DEL NORTE – The Department of Labor and Employment (DOLE), in partnership with the National Irrigation Administration Zamboanga Del Norte Regional Sub-Office (NIA ZDNRSO), successfully conducted a TUPAD Orientation on May 19, 2026 for two Irrigators Associations (IAs) in the Municipality of Sibutad and Dapitan City, Zamboanga del Norte. A total of fifty (50) beneficiaries, all members of the participating Irrigators Associations, attended the orientation and are set to benefit from the Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers (TUPAD) Program. Of the total beneficiaries, thirty (30) are members of the Saygano Irrigators Association located in Magsaysay, Sibutad, Zamboanga del Norte, while twenty (20) beneficiaries are from Payan Irrigators Association in Ilaya, Dapitan City, Zamboanga del Norte.

The initiative is in line with the convergence efforts of NIA aimed at strengthening partnerships with various government agencies to provide additional support and livelihood opportunities to farmer-beneficiaries. The activity was conducted under the guidance and leadership of Regional Manager Engr. June Nathaniel S. Plaza.

Through the TUPAD Program, the beneficiaries will be provided temporary employment for twenty (20) working days. Their assigned work will focus on the clearing and maintenance of irrigation facilities within their respective service areas, contributing to the continuous and efficient delivery of irrigation services to farmers. The program highlights the commitment of both DOLE and NIA in uplifting the welfare of irrigators and farming communities by providing immediate employment assistance while promoting the proper maintenance of vital irrigation infrastructures.

SINDANGAN, ZAMBOANGA DEL NORTE — In line with its continuing commitment to improve irrigation services and ensure system readiness for the upcoming cropping season, the National Irrigation Administration (NIA) successfully completed the desilting and canal restoration works at the Lagag Communal Irrigation System (CIS) in Barangay Lagag, Sindangan, Zamboanga del Norte, together with the conduct of a General Pintakasi by members of the irrigators’ association. Implemented under the supervision of the NIA Regional Office IX, the activity aimed to restore efficient water delivery and prepare the irrigation system for continuous operation.

The canal had sustained damage due to a landslide, disrupting the normal flow of irrigation water to farmers within the service area. To complement the rehabilitation works, members of the Lagsidesi Irrigators’ Association conducted their regular General Pintakasi, a collective canal cleaning activity undertaken before every cropping season to ensure the smooth flow of irrigation water.

The successful implementation of the activities was made possible through the combined efforts of NIA, the Local Government Unit of Sindangan, the Barangay Local Government Unit of Lagag, and the members of the Lagsidesi Irrigators’ Association led by IA President Wilson Catubag. With the completion of the desilting works, Lagag CIS is now able to provide irrigation service to approximately 60 hectares of agricultural land, benefiting farmers in the area and supporting increased agricultural productivity.

POLANCO, ZAMBOANGA DEL NORTE — The Silalela Irrigators’ Association, Inc. (IA) held a community feeding program on April 27, 2026, at the Silalela IA Office in Lapayan Baja, in line with the celebration of the Patron Saint of Sibatang Chapel. The activity was led by IA President Cirilo S. Enot, with the support and guidance of the National Irrigation Administration Region IX through its Zamboanga del Norte Regional Sub-Office (NIA-ZDNRSO).

The feeding program provided free meals to community members, especially children, offering both nourishment and a space for connection. More than a simple outreach, the activity encouraged bayanihan, as IA members and volunteers worked hand in hand to prepare and serve food. With the guidance of NIA-ZDNRSO’s Institutional Development Unit head Alvin Christian Dequito, the initiative reflects how irrigators’ associations are being empowered to take on meaningful roles beyond irrigation, extending their service to the wider community.

Recognized as one of the association’s best practices, the initiative highlights the growing role of irrigators’ associations as active partners in community development. Through programs like this, the Silalela IA continues to strengthen unity, promote social responsibility, and support the well-being of the communities they serve.

POLANCO, ZAMBOANGA DEL NORTE — In line with its continuing commitment to improve irrigation services and strengthen collaboration with farmers’ organizations, the National Irrigation Administration Zamboanga del Norte Regional Sub-Office (NIA-ZDNRSO) conducted a Turn-out Service Area Group (TSAG) Meeting at the Silalela Irrigators Association (IA) Office in Lapayan Baja, Polanco on April 23, 2026, with the guidance from the NIA-IX Regional Office. The activity was led by NIA ZDNRSO Acting Manager Engr. Marie Therese T. Taladua together with the technical and institutional staff of NIA-ZDNRSO, with the active participation of officers and members of Silalela IA.

During the meeting, various issues and concerns regarding the irrigation service of Lapayan Baja Communal Irrigation System (CIS) were discussed. Concerns raised by the farmers were properly noted and identified for priority action to ensure the continuous and efficient delivery of irrigation water within the service area. Engr. Taladua also informed the association members about the two ongoing Solar Irrigation Projects that are expected to benefit areas within the service coverage of Lapayan Baja CIS. She further encouraged the IA members to submit resolutions to the NIA-ZDNRSO office for any potential areas suitable for solar irrigation development so these may be considered in future project proposals.

This initiative supports the agency’s continuing efforts to expand irrigation development in the province and help secure agricultural productivity. Updates were likewise provided regarding the ongoing solar irrigation project, as well as the upcoming medical mission of NIA-IX Regional Office, prioritizing the health of the farmers. The TSAG Meeting served as an avenue for open communication between NIA and the irrigators, reaffirming the agency’s dedication to responsive public service and sustainable irrigation development for the benefit of local farmers.

DIPOLOG CITY, ZAMBOANGA DEL NORTE — In line with its continuing commitment to strengthen participatory irrigation management and enhance collaboration among stakeholders, the National Irrigation Administration National Irrigation Administration Zamboanga del Norte Regional Sub-Office, with the support from the NIA IX Regional office, successfully conducted the 4th System Management Committee (SMC) Meeting of the Dipolog National Irrigation System (NIS) on April 20, 2026, at the PLGU Convention Center.

The meeting was presided by Engr. Marie Therese T. Taladua, Acting Manager of NIA Zamboanga del Norte Regional Sub-Office and Chairperson of the System Management Committee. Also present during the meeting was Alan A. Comar, IA Federation President and Vice Chairperson of the committee, together with representatives from the Department of Agriculture represented by APCO Head George B. Vallente, and the National Food Authority represented Supervising Grains Officer Mary Anavelle B. Castaño. It was participated by Irrigators’ Association (IA) presidents and officials from the five divisions of Dipolog NIS.

The activity served as an avenue to discuss key concerns, plans and programs from the different lined agencies for agricultural sector, operational updates, irrigation service delivery, and plans for the effective management of the system. The activity highlighted the importance of unity and shared responsibility among NIA personnel, partner agencies, and farmer-beneficiaries in sustaining irrigation services and improving agricultural productivity in the area. NIA continues to uphold participatory governance and responsive irrigation management, empowering farmers and strengthening the agricultural sector in Zamboanga del Norte.

KALAWIT, ZAMBOANGA DEL NORTE — The National Irrigation Administration Region IX (NIA-IX) formally signed the Memorandum of Agreement (MOA) and Deed of Donation (DOD) for the Rice Processing System II Project on April 15, 2026, at Hornbill Nest in Kalawit, Zamboanga del Norte. Led by Engr. Marie Therese T. Taladua, Acting Manager of the NIA Zamboanga del Norte Regional Sub-Office, the event brought together the Local Government Unit of Kalawit, represented by Mayor Arcel C. Antojado, and LABIAGCO, further strengthening their partnership in support of local farmers. The agreement formalizes the shared commitment of the participating agencies to provide better post-harvest facilities and services for farming communities in the municipality.

The project, implemented in collaboration with convergence partners, seeks to improve rice processing efficiency, minimize post-harvest losses, and increase the productivity and income of farmer-beneficiaries. As a key government agency in irrigation development, NIA continues to expand its interventions by integrating support services beyond irrigation. Through the Rice Processing System II Project, the agency reinforces its commitment to empowering irrigators’ associations and farming communities by providing sustainable and value-adding agricultural infrastructure.

Mayor Antojado expressed her appreciation to NIA and its partner agencies for their continued support to the municipality’s agricultural initiatives, emphasizing the positive impact of the project on local farmers. The successful conduct of the MOA and DOD signing underscores NIA’s continuing efforts to strengthen partnerships and deliver programs that directly uplift the lives of farmers, anchored on its commitment to advancing the agricultural sector.

ZAMBOANGA DEL NORTE – The National Irrigation Administration (NIA) Region IX, through the Regional Office, conducted a series of project inspections on April 8, 2025, led by Acting Manager of the Engineering and Operations Division, Engr. Rey M. Pinatacan. The inspection covered several ongoing irrigation projects in the region, including the New Sicayab Pump Irrigation Project (PIP), Lapayan Baja Communal Irrigation System (CIS), Silawe PIP, and El Paraiso PIP/Labrador Area.
The activity was conducted to evaluate the status of project implementation, identify on-ground challenges, and ensure that established timelines and quality standards are being strictly observed. In line with this, Regional Manager June Nathaniel S. Plaza carried out a separate site inspection at the Sindangan Communal Irrigation System (CIS) to personally assess its current condition and progress. In the afternoon, a coordination meeting was held at the NIA Zamboanga del Norte Regional Sub-Office Conference Room in Gulayon, Dipolog City, attended by Regional Manager Plaza, along with Field Office Managers and key personnel. During the meeting, updates on the status of irrigation projects across various provinces within Region IX were presented, reviewed, and thoroughly discussed to strengthen coordination and ensure the effective implementation of ongoing initiatives.
The activity provided a platform to address operational concerns, align strategies, and strengthen coordination between the Regional and Field Offices to ensure efficient project implementation. NIA Region IX remains committed to accelerating the delivery of irrigation services and supporting the agricultural development of the region through continuous monitoring and collaborative efforts.
