The City Youth Development Council of Dipolog City convened for its 1st Quarterly Meeting this year last March 19, 2026 at Top Pensionne Plaza Miputak, Dipolog City, Zamboanga del Norte.

It was attended by various youth and youth-serving organizations, youth welfare stakeholders and youth leaders representatives of this city.

Hon. Kristine Irish May M. Cuenca, SK Fed. President together with Hon. Reignheart Lord B. Hongoy, SK Fed. Vice-President presided the meeting. Key Agenda discussions were presented and deliberated by the youth council such as the Accomplishment Report of each Youth Organizations 2025 and SK Federation Accomplishment Report 2025.

LYDC Secretariat, Mr. Juniel A. Fideles also extended technical assistance in the Submission of YORP Annual Accomplishment Report 2025 of LYDC members through navigating the YORP portal and this year's MUGNA Awards for Brilliant and Outstanding Children, Youth and Community Initiatives.

Lastly, the youth council actively engaged in the discussion of the City's direction for Youth Programs and Activities this year in collaboration with the Local Youth Development Council (LYDC), Sangguniang Kabataan (SK) and Youth Stakeholders of this city.

The City Youth Development Unit of Dipolog joins the conduct of the 2026 Polanco Children and Youth Congress at Polanco Municipal Gym Zamboanga del Norte this January 28, 2026.

The unit rendered technical assistance in the Organization and Election of its Municipal Children's Association as part of its enabling mechanism for children's participation to local governance in a child-friendly municipality. It further equips the different school-based children organizations of its Functions, Expected Output and How to Strengthened it as a functional Children's Association in the Municipality.

The said annual activity is spearheded by the Municipal Social Welfare and Development Office of Polanco through its Local Youth Development Unit led by Ms. Bheng Arzadon.

The Dipolog City Youth Development Council extends its sincere gratitude to the National Youth Commission for being invited to this year's Youth Health Forum last December 5 to 7, 2025 at Southview Hotel, Dumaguete City, Negros Oriental.

The three-day event is designed to address key health issues currently affecting the youth nationwide. It brought together youth leaders, dedicated advocates and health experts for focused discussions on pressing concerns specifically; HIV/AIDS, teenage and adolescent pregnancy and youth mental health. The event also aims to foster significant dialogue and lead to actionable strategies to support the well-being of the youth sector.

Among the Dipolog Youth Delegates include Ms. Mandel Zoe B. Lugasan, Medical Technologist I, City Health Office, Mr. Marknin Jirald A. Arguelles, Mr. Yhoughe A. Reganion, Mr. Jeffrey Joy R. Correa of Red Cross Youth ZDN, Ms. Anna Grace Ongga and Ms. Alexe Luce of Dipolog City Eco Club, Mr. Keenyji L. Karbasi, Mr. Shimeih Klein C. Montefalcon, Ms. Janna Nicole B. Omnos of DMCCFI Supreme Student Government- HIED and Hon. Joey Dian F. Claret, SK Chairperson of Brgy. Estaka.

The valuable learning sessions and experiences gained by Dipolognon Youth leaders further strengthened the core advocacy of the youth council and created a sustained motivation to continue implementing the institutionalized youth health programs in its respective organizations and capacitate local youth-serving organizations through information dissemination program and knowledge sharing from the Forum.

The Department of Interior and Local Government (DILG) Region 9 through the City Government of Dipolog and the SK Federation of Dipolog conducted the 2-day Youth Empowerment Congress (YEC) and Orientation-Workshop on the Capacitating Urban Communities for Peace and Development (CUCPDs) Enhanced Guidelines and Forms last October 23-24, 2025 at Zamboanga del Norte Cultural Center and Missio dei Hotel.

The said Youth Congress was eagerly participated by all SK Officials, Local Youth Development Council (LYDC), School-Based Organizations and other Youth-Orientated Stakeholders in the city aiming to widen their knowledge and recalibrate plans for peace-building in the city.

Lastly, the event aims to contribute to the formulation and enhancement of local CUCPD initiatives and become a platform for Dipolognon youth to be empowered advocates for peace development and good governance.

Dipolog City Youth Development Unit joined the Provincial Celebration of Children's Congress last October 21, 2025 at Zamboanga del Norte Convention and Exhibition Center, Dipolog City.

The said event is in preparation for the upcoming Children's Month Celebration this November where the office was invited to be its Resource Person tackling the Organization of Provincial Children's Association through Election of its Officers, How to Strengthened it and the Expected Output from the Organization in consonance to the Indicators of a Child-Friendly Barangay or Organization.

The event was participated by Children's representatives from cities and municipalities all over Zamboanga del Norte who eagerly shared and articulated their brilliant insights concerning children's rights.

The Children's Congress aims to encourage children's participation in the discussions concerning their rights, development, protection and involvement in community affairs.

The Dipolog City Youth Development Council conducted its 3rd Quarterly Meeting last August 01, 2025 Friday at the Gallery 4 Museo Dipolog City.

The meeting was attended by 12 Youth and Youth-Serving Organizations from School-Based and Community-Based Organizations and the core members of the LYDC.

The 3rd Quarterly Meeting of the youth council centers on the discussion of the City's Celebration of the Linggo ng Kabataan this August 12,2025 and its exciting participating events for the Dipolognon Youth. Additionally, the City Youth Development Office gave an Updated Status of the YORP-registered organizations under its portal and their application to the YORP of the National Youth Commissison. Lastly, finalization of the Endorsed Representatives per Youth Organization was conducted by the secretariat as basis for the Reconstituted Members of the LYDC through an Executive Order issued by the new Local Chief Executive.

This continued convention of youth organizations in the city confirms its commitment to promote youth development and empowerment in the locality and uphold the partnerships and collaborations of all active youth organizations in the City of Dipolog.

The meeting ended with the distribution of the new LYDC Uniforms to all members.

With still the aftermath effect of the Tropical Storm Crising, the Alay Lakad scholars of Dipolog City Government conducted a Clean-Up Drive along the Boulevard Stretch last July 26,2025.

The scholars particularly cleaned-up the sands scattered along the Boulevard Stretch restoring the usual cleanliness of the walkways.

The City Youth Development Council of Dipolog City convened for its 2nd Quarterly Meeting today June 27, 2025, 9:00am to 12:00noon at Social Hall Museo, Dipolog City.

The meeting was presided by Hon. Kristine Irish May M. Cuenca, SK Federation President in coordination with the Dipolog City Youth Development Office.

The 2nd Quartely Meeting of the youth council tackled key discussions such as the;

1. Introduction of new members of the Local Youth Development Council
2. Updates of SK Federation Semi-Annual Accomplishment Report
3. Mugna Awards 2025 Post-Activity Report
4. Endorsement of New Representatives (Primary and Alternate) from each Youth and Youth-Serving Organizations to the LYDC and the highly anticipated
5. Linggo ng Kabataan Celebration or the International Youth Day this month of August.

The youth council members eagerly shared their inputs and ideas in planning the activities to be implemented on the Linggo ng Kabataan. Moreover, insightful suggestions and recommendations were also carried out from different youth organizations as to better and increase the number of youth participation on its Kick-off Celebration on its Opening Day.

The meeting concluded with the body agreeing to call for special meetings in the coming weeks as the Linggo ng Kabataan Celebration draws near to iron out its over-all preparations.

Dipolog City Youth Development Office together with the SK Federation of Dipolog joined the 3-day training on Sangguniang Kabataan (SK) Basic Budgeting Mastery (SK-BBM) and other related Updates last May 28-30, 2025 at the Grand Astoria Hotel, Zamboanga City.

The said training seminar was conducted by the League of Local Budget Officers Region IX, Inc. (LLBO IX, Inc.) in collaboration with the Department of Budget and Management, Regional Office IX with its aim to prescribe an updated guidelines on the appropriation and release of the SK Fund in view of the enactment of RA No. 11768. It also aims to provide detailed planning and budgeting process for the SK, ensure the formulation of the (CBYDP) and emphasize the concomitant posting requirements to enhance transparency and accountability of the SK. Additionally, it highlights the financial independence of the SK, outlines procedures for fund-raising activities and specifies the provision of honorarium, benefits and privileges to SK members.

Lastly, the training seminar was conducted in consonance to the Joint Memorandum Circular (JMC) No. 1, series of 2025 of the Department of Budget and Management (DBM), Department of Interior and Local Government (DILG), and the National Youth Commission (NYC) dated May 23, 2025.

The Local Youth Development Unit of Dipolog City joins the Training Manager's Assessment and Accreditation Process of all Local Youth Development Officers of Zamboanga del Norte last May 17,2024 at Gab's Hotel Liloy, ZDN.

The activity is aligned to mandate of the Office enshrined in RA 10742 and 11768 to become Training Managers in the conduct of the mandatory and continuing training program to all Sangguniang Kabataan (SK) Officials and Local Youth Development Council before assumption to office.
