JUST IN | COMMITTEE HEARING

The Committee on Health and Sanitation, presided over by Hon. Ernie John Salomes, and the Committee on Disaster Preparedness, presided over by Hon. Fedemar Dalipe, conducted their respective committee meetings today at the Session Hall, Municipality of Diplahan.

The hearings provided an opportunity to discuss and deliberate on matters referred to the respective committees, together with the concerned Department Heads and Resource Persons.

Another productive day of collaboration, consultation, and responsible governance in the service of the people of Diplahan. 🤝

The 13th Sangguniang Bayan of the Municipality of Diplahan convened with representatives from the Land Transportation Office (LTO)to deliberate on the proposed ordinance establishing a One Citation Ticket System for traffic and other applicable violations within the territorial jurisdiction of the Municipality of Diplahan.

The meeting likewise discussed the proposed initiative of the Sangguniang Bayan to facilitate the conduct of a free Theoretical Driving Course within the municipality for qualified residents intending to apply for a driver’s license.

The initiative is intended to promote compliance with existing traffic laws and regulations, enhance road safety and responsible driving practices, and provide residents with accessible opportunities to acquire the necessary knowledge and preparation prior to obtaining a driver’s license.

The 13th Sangguniang Bayan remains committed to strengthening local traffic governance, promoting public safety, and advancing programs that respond to the needs and welfare of the people of Diplahan.

Budget Forum on the Preparation of the CY 2027 Annual Budget and Supplemental Budget

The Sangguniang Bayan, together with all Department Heads, Civil Society Organizations (CSOs), and National Government Agencies, participated in the Budget Forum on the preparation of the CY 2027 Annual Budget and Supplemental Budget.

The forum covered the presentation and discussion of budget proposals, the Annual Procurement Plan (APP), Project Procurement Management Plan (PPMP), agency mandates, vision and mission, Major Final Outputs (MFOs), performance indicators and targets, as well as the schedule for the submission of budget proposals. All geared toward ensuring transparent, accountable, and effective fiscal planning.

48th Regular Session of the 13th Sangguniang Bayan of Diplahan

During the 48th Regular Session, the Sangguniang Bayan of Diplahan deliberated on and adopted a Resolution directing an inquiry into the non-issuance of electricity billing statements and the reported sudden increase in electricity bills experienced by consumers within the Municipality of Diplahan for the month of June.

In line with this Resolution, the Sangguniang Bayan invited the Branch Manager of ZAMSURECO II – Buug Branch to appear before the August Body to provide an official explanation and clarification regarding the matter and to respond to the concerns raised by the affected consumers.

Through this initiative, the Sangguniang Bayan reaffirms its commitment to promoting transparency, accountability, and responsive governance by ensuring that matters affecting the welfare and interests of the people of Diplahan are properly addressed.

13th Sangguniang Bayan of Diplahan Conducts 47th Regular Session

During the session, Mr. Jethro Abrea Municipal Local Disaster Risk Reduction and Management Officer (LDRRMO), presented the latest situational report on the effects of Typhoon Inday/Southwest Monsoon within the municipality. According to the official assessment of the Municipal LDRRMO, several barangays have been adversely affected by flooding and rising water levels, with approximately 18% of the municipality's population recorded as affected.

In view of the reported conditions, the Sangguniang Bayan gave urgent consideration to the proposed declaration of a State of Calamity in the Municipality of Diplahan. The declaration is intended to facilitate the immediate utilization of the municipality's Quick Response Fund (QRF), thereby ensuring the prompt delivery of relief and emergency assistance to affected individuals and communities.

The Sangguniang Bayan commended the Municipal Local Disaster Risk Reduction and Management Office (LDRRMO) for its prompt response, swift rescue operations, and commendable service in ensuring the safety and welfare of the affected residents during this incident.

Also in attendance were representatives from the Department of Environment and Natural Resources (DENR), led by Atty. Kym Oledan Villaruel, who presented the proposal for the declaration of Simbahan Cave 1, located in Barangay Balangao, Diplahan, Zamboanga Sibugay as a Conservation Area. The proposed declaration aims to safeguard and preserve the ecological, environmental, and geological significance of the site through appropriate conservation and sustainable management measures.

The 47th Regular Session concluded with productive deliberations, reflecting the Sangguniang Bayan's steadfast commitment to responsive governance, sound legislation, environmental protection, disaster resilience, and the promotion of the general welfare of the people of Diplahan.
