𝑫𝑶𝑺𝑻 𝑫𝒂𝒗𝒂𝒐 𝒅𝒆𝒍 𝑺𝒖𝒓 𝑰𝒏𝒕𝒓𝒐𝒅𝒖𝒄𝒆𝒔 𝑮𝑹𝑰𝑵𝑫 𝑷𝒓𝒐𝒈𝒓𝒂𝒎 𝒕𝒐 𝑳𝑮𝑼 𝑴𝒂𝒍𝒂𝒍𝒂𝒈

The Department of Science and Technology (DOST) Davao del Sur formally presented the Grassroots Innovation for Inclusive Development (GRIND) Program to the Local Government Unit (LGU) of Malalag during the Ceremonial Turnover and Kick-off Meeting for the implementation of the project, “S&T Interventions for Community Development and Sustained Project Monitoring” under the Community Empowerment through Science and Technology (CEST) Program.

As part of the enhanced S&T interventions, DOST Davao del Sur featured the GRIND program as a key initiative to further support innovation and development in the municipality. The presentation provided an overview of the program, including the Grassroots Innovation Categories and its 4L Framework (Learning, Leveraging, Linking, and Legitimizing), highlighting its focus on recognizing and supporting grassroots innovations within the community. Furthermore, the presentation emphasized the intent to conduct SalikLakbay Solutions Mapping and Immersion to systematically identify, map, and document grassroots innovations emerging from the Municipality of Malalag. The meeting was graced by Municipal Mayor Maria Zorrahayda T. Valentin, Ms. Lyssa Mae G Cabaobao, the Municipal Planning and Development Coordinator, and department heads.

Through this initiative, DOST underscores that innovation is not limited to formal institutions or large enterprises. Rather, it thrives within communities, where individuals and groups respond to local challenges with practical, inclusive, and sustainable solutions. These grassroots innovations serve as valuable drivers of development and empowerment at the local level.

Advancing its agenda for sustainable and innovation-driven local development, the Local Government Unit (LGU) of Bansalan, through its Municipal Environment and Natural Resources Office (MENRO), successfully conducted a Waste Management Forum for the Bonifacio Farmers Association (BFA) on March 26, 2025, at the Barangay Gymnasium in Bonifacio, Bansalan, Davao del Sur. Implemented under the Smart and Sustainable Communities (SSC) Davao del Sur Project, with close support from the Department of Science and Technology (DOST) Davao del Sur, the activity underscores a strengthened and collaborative approach to embedding Science, Technology, and Innovation (STI) in community-level environmental initiatives.

The forum served as a targeted capacity-building intervention aimed at enhancing the technical knowledge and practices of BFA members on waste management and compliance with environmental regulations. It also provided a platform for knowledge exchange and practical learning tailored to the operational context of the association. Ms. Leah M. Sumalinog, DOST Davao del Sur SSC Program Coordinator, delivered the rationale, emphasizing the critical role of efficient waste management systems in fostering sustainable communities within the framework of the Bio-Circular-Green Economy (BCG) and circular economy principles. Building on this, Ms. Marian D. Cardeño, ESWM Focal of MENRO Bansalan and resource speaker, facilitated the technical session, presenting key provisions of Republic Act 9003 (Ecological Solid Waste Management Act of 2000) alongside practical and sustainable waste management solutions, including value-adding approaches for processing residuals from Guyabano wine production—the primary product of the association.

The activity was attended by Barangay Captain Hon. Eutiquio Tormis of BLGU Bonifacio, who conveyed his strong support for the initiative, together with members of the Barangay Council. Also present was BFA President Mr. Ian Lopez, along with the association’s members as primary beneficiaries of the activity, and other participating members of the Barangay Bonifacio community. The successful conduct of the forum highlights LGU Bansalan’s continuing leadership in operationalizing sustainability frameworks at the grassroots level—empowering local stakeholders, promoting resource efficiency, and advancing a resilient, smart, and future-ready community.

DIGOS CITY, Davao del Sur — Coffee farming in the highlands of Davao del Sur is evolving from a traditional practice into a precise science.

Through a strategic grant, the Department of Science and Technology (DOST) has partnered with Davao del Sur State College (DSSC) to implement the GRIND-CEST project. This initiative, led by Dr. Regie D. Patagoc, merges the community-led focus of the Grassroots Innovation for Inclusive Development (GRIND) program with the funding and technical support of the Community Empowerment through Science and Technology (CEST) framework.

For years, marginalized farmers and Indigenous People (IP) communities struggled to break into high-value markets. Without specialized tools, they could not meet the rigorous sensory standards required for international specialty coffee. The GRIND-CEST project facilitates this transition by transforming the Regional Coffee Innovation Center (RCIC) and Museum at DSSC into a high-functioning laboratory.

New precision equipment – including an Agtron Scale Coffee Roast Color Analyzer and a Professional Espresso Machine – now complements the roaster and grinder previously provided by DOST. This creates a full-service technical suite where visual guesswork is replaced by scientific roast profiling and real-world extraction and sensory testing. Combined with tools that evaluate the moisture content of green coffee beans, these interventions ensure local products meet the strictest global quality requirements, acting as a vital bridge to the lucrative specialty coffee market.

The RCIC serves as a training ground where farmers, baristas, and local entrepreneurs engage with scientists to refine indigenous knowledge into export-grade products. It creates a permanent pathway for economic self-reliance by anchoring interventions in a provincial academic hub.

"This creates a collaborative ecosystem where coffee farmers and scientists work together, marking a significant shift toward genuine, science-based community empowerment," says Dr. Patagoc.
