The meeting gathered PESO Managers and staff from various municipalities across the province to discuss key updates and initiatives concerning employment services and labor programs.

Highlighted during the meeting were the presentation of the April 2026 Accomplishment Report, PESOMACV Results, updates on upcoming MYPA/PESOlympics activities, National Congress preparations, and updates on DOLE Programs aimed at strengthening employment facilitation and public service delivery in Quirino Province.

Members of the Secretariat included 𝗠𝗿. 𝗙𝗿𝗲𝗱𝗲𝗿𝗶𝗰𝗸 𝗖. 𝗕𝘂𝘀𝗮𝗻𝗶𝗮, PESO Diffun; 𝗠𝗮'𝗮𝗺 𝗗𝗮𝗻𝗶𝗽𝗵𝗶𝗻𝗲 𝗔. 𝗕𝗮𝗱𝘂𝗮, PESO PG (President, PESOMAQ); and 𝗠𝗮'𝗮𝗺 𝗛𝗲𝗿𝗺𝗶𝗻𝗶𝗴𝗶𝗹𝗱𝗮 𝗧. 𝗚𝗮𝗺𝗲𝘁, PESO Cabarroguis (Secretary, PESOMAQ), together with the DOLE QFO staff.

The activity was hosted by LGU Diffun, with heartfelt appreciation extended to 𝗛𝗼𝗻. 𝗠𝗮𝘆𝗼𝗿 𝗠𝗮𝘆 𝗚𝗮𝗿𝗻𝗮𝗰𝗲-𝗖𝗮𝗹𝗮𝘂𝗻𝗮𝗻 for the warm accommodation and continued support to PESO and employment-related initiatives in the province.

Diffun, Quirino – Former Overseas Filipino Workers (OFWs) in the municipality of Diffun received livelihood assistance on 𝗔𝗽𝗿𝗶𝗹 𝟭𝟲, 𝟮𝟬𝟮𝟲, at the 𝗕𝗮𝗹𝗮𝗶 𝘁𝗶 𝗨𝗺𝗶𝗹𝗶, 𝗕𝗿𝗴𝘆. 𝗔𝘂𝗿𝗼𝗿𝗮 𝗘𝗮𝘀𝘁, as part of the government’s continuing support for returning migrant workers.

The initiative was led by 𝗛𝗼𝗻. 𝗠𝗮𝘆𝗼𝗿 𝗠𝗮𝘆 𝗚𝗮𝗿𝗻𝗮𝗰𝗲-𝗖𝗮𝗹𝗮𝘂𝗻𝗮𝗻 and accomplished through the Public Employment Service Office (PESO) Diffun, under the leadership of PESO Manager 𝗠𝗿. 𝗙𝗿𝗲𝗱𝗲𝗿𝗶𝗰𝗸 𝗖. 𝗕𝘂𝘀𝗮𝗻𝗶𝗮, with the assistance of PESO staff 𝗠𝗿𝘀. 𝗕𝗲𝗻𝗷𝗶𝗲𝗹𝘆𝗻 𝗖. 𝗣𝗮𝗱𝗶𝗹𝗹𝗮-𝗩𝗮𝗹𝗱𝗲𝘇. The program aims to empower former OFWs by providing sustainable livelihood opportunities and supporting their reintegration into the local economy.

This program aligns with the provisions of 𝗥𝗲𝗽𝘂𝗯𝗹𝗶𝗰 𝗔𝗰𝘁 𝗡𝗼. 𝟭𝟬𝟬𝟮𝟮 (the 𝘔𝘪𝘨𝘳𝘢𝘯𝘵 𝘞𝘰𝘳𝘬𝘦𝘳𝘴 𝘢𝘯𝘥 𝘖𝘷𝘦𝘳𝘴𝘦𝘢𝘴 𝘍𝘪𝘭𝘪𝘱𝘪𝘯𝘰𝘴 𝘈𝘤𝘵 𝘰𝘧 1995, as amended), which strengthens the protection, welfare, and reintegration of OFWs. It also supports the efforts of the Department of Labor and Employment and the Overseas Workers Welfare Administration in helping returning OFWs rebuild their livelihoods.

The local government remains committed to uplifting the lives of its constituents by fostering inclusive programs that promote economic resilience and self-sufficiency.

Participants were fully briefed on the program’s objectives, procedures, and benefits, guided by Mr. Frederick C. Busania, PESO Manager of Diffun, TUPAD Coordinator Mrs. Hezelyn D. Nera, Provincial PESO Manager Mrs. Daniphine Badua, and PESO Staff Sir Lloyd Brian S. Salazar.

This accomplishment was made possible through the collaboration of the Local Government Unit (𝗟𝗚𝗨) of Diffun, under the leadership of Honorable Mayor May Garnace-Calaunan, and the Department of Labor and Employment (𝗗𝗢𝗟𝗘).

Diffun, Quirino – The Special Program for Employment of Students (𝗦𝗣𝗘𝗦) examination was successfully conducted over two days, gathering aspiring student-beneficiaries from across the municipality.

Day 1 welcomed a total of 166 Grade 12 applicants, followed by Day 2 with 355 college applicants, all eager to take part in the program.

The activity was conducted by the Public Employment Service Office (𝗣𝗘𝗦𝗢) Diffun, under the initiative of Honorable Mayor May Garnace-Calaunan, whose continued support empowers the youth through meaningful opportunities. The implementation of SPES is made possible through the strong collaboration between the Local Government Unit (𝗟𝗚𝗨) of Diffun and the Department of Labor and Employment (𝗗𝗢𝗟𝗘).

The successful conduct of the activity was led by PESO Manager Mr. Frederick C. Busania and SPES Facilitator Ms. Nelvie Faith D. Garnace, whose dedication ensured the smooth and organized flow of the two-day examination.

SPES is a youth employment-bridging program in the Philippines, mandated under Republic Act No. 9547, as amended by Republic Act No. 10917. It aims to assist poor but deserving students, out-of-school youth (𝗢𝗦𝗬), and dependents of displaced workers by providing temporary employment during summer or Christmas vacations.

With the successful completion of the examinations, we remain hopeful that the stars will align for all applicants. Congratulations in advance to those who will rise and excel in this journey.

Diffun, Quirino – March 28, 2026 marks the first day of the Special Program for Employment of Students (𝘚𝘗𝘌𝘚) Examination officially commenced at 2nd floor, Balai ti Umili, Aurora East, Diffun, Quirino spearheaded by the Public Employment Service Office (𝘗𝘌𝘚𝘖) Diffun.

Today, Grade 12 applicants served as the kickstarters of a two-day examination, arriving at their scheduled times with the required materials – yellow pad paper and black ballpen, as they took part in this important qualifying step.

The examination continues tomorrow, March 29, 2026, with College applicants taking the stage for the final day of testing.

This two-day activity highlights PESO’s commitment to empowering youth by bridging education and employment, ensuring opportunities for both senior high school and college students.
