MARCHING FORWARD: 713RD NCSSR HOLDS INAUGURAL MONTHLY FORMATION

​The 713RD Naval Combat Support Squadron Reserve (713RD NCSSR) marked a significant milestone on 23 August 2026, as it successfully conducted its first monthly formation at the Maritime Institute of Davao Oriental, City of Mati, Davao Oriental.

​Led by Commanding Officer LCDR JULIUS REY R CABALISA PN(RES), the assembly brought together fifteen (15) dedicated enlisted personnel. During the formation, LCDR CABALISA laid out essential command guidance and apprised the team on critical administrative and operational activities—setting a clear line of advance for both current missions and upcoming commitments.

​This gathering holds special significance as it marks the squadron's very first official formation following their graduation from the Basic Citizen Military Course (BCMC) in 2025.

​Stepping up from training to active reserve capability, the men and women of the 713RD NCSSR continue to demonstrate steadfast dedication to national defense, maritime security, and community service.

ONE FORCE, ONE MISSION

Officers and enlisted personnel of the 71st NGR successfully performed duty as Officers of the Day (OOD), Junior Officers of the Day (JOOD), and weekend sentinel watch alongside IMF-EM personnel. A Humanitarian Assistance and Disaster Relief (HADR) team was also placed on standby.

This operational support serves as a testament to the continuous effort toward seamless integration between the regular and reserve force—ensuring heightened security, efficient facility operations, and shared responsibility in mission accomplishment.

Graduation Ceremony | BCMC Class 03-2026

HONOR. DISCIPLINE. SERVICE.

The Naval Reserve Center Eastern Mindanao (NRCen-EM) successfully conducted the Graduation Ceremony of Basic Citizen Military Course (BCMC) Class 03-2026, celebrating the successful completion of 42 graduates who have demonstrated dedication, discipline, perseverance, and commitment throughout their military training.

The ceremony formally recognized the successful completion of the prescribed BCMC program conducted from 06 June to 09 August 2026 at the City Agriculture Office, Fisheries and Aquatic Resources Management Division Farm, Island Garden City of Samal.

The activity was graced by distinguished officers and guests led by CAPT ROBERTO E RUBIA PN (GSC) (RET) (RES), Commander, Naval Forces Reserve Eastern Mindanao (NFR-EM), together with CAPT LIBERTY C GAMUETA PN (GSC), Commander, Naval Reserve Center Eastern Mindanao (NRCen-EM), and other officers, instructors, guests, and members of the Naval Reserve Force.

The ceremony featured the presentation and declaration of graduates, awarding of Certificates of Completion and Certificates of Merit, class impression, turnover of BCMC Class 03-2026 to NFR-EM, acceptance and oath-taking ceremony, and an inspiring message from the Commander, NFR-EM.

Special recognition was given to the following outstanding trainees:

🏅 PO3 Katherine M Lagura PN (Res) – Highest Physical Fitness grade among the 14 female trainees

🏅 SN1 Jehoshaphat Bonares PN (Res) – Highest Physical Fitness Test grade among the 28 trainees

🏅 PO3 Alde C Plenos PN (Res) – Highest Marksmanship grade among the 41 trainees

🏅 PO2 Kenneth D. Varquez PN (RES) – Leadership Awardee for exemplary leadership and dedicated service

The successful completion of the course is not merely an achievement—it is the beginning of a greater responsibility. Through the acceptance and oath-taking ceremony, the graduates officially embraced their roles as members of the Naval Reserve Force, ready to answer the call of duty whenever and wherever they are needed.

TURN OVER CEREMONY | 71st Naval Group Reserve Welcomes New Leadership

The 71st Naval Group Reserve (71st NGR) under the Naval Forces Reserve Eastern Mindanao (NFR-EM) successfully conducted its Turn Over Ceremony on 01 August 2026 at NSFA Grandstand, NSFA, Panacan, Davao City, marking a significant milestone in the unit's continued pursuit of excellence, professionalism, and mission readiness.

The ceremony was presided over by CAPT LIBERTY C GAMUETA PN (GSC), Commander, Naval Reserve Center Eastern Mindanao (NRCen-EM), who served as the Presiding Officer. The event symbolized the formal transfer of command and leadership of the 71st Naval Group Reserve, reaffirming the Philippine Navy Reserve's commitment to continuity of command, operational effectiveness, and organizational growth.

The Relinquishment of Command was then formally rendered by LCDR TEODORO A LIMBO PN (RES), the Outgoing Commanding Officer of the 71st Naval Group Reserve, who expressed his gratitude to the officers, enlisted personnel, and stakeholders for their unwavering support throughout his tenure. His leadership strengthened the unit's operational capability, discipline, and readiness in carrying out various reserve force missions and community engagements.

Following this, the Assumption of Command Order was read, officially installing LCDR CHARLEMAGNE J ALVARADO PN (RES) as the new Commanding Officer of the 71st Naval Group Reserve. The ceremonial turnover rites, presided over by CAPT Gamueta, signified the official transfer of authority, responsibility, and accountability to the incoming commander.

In his remarks, LCDR CHARLEMAGNE J ALVARADO PN (RES) expressed his appreciation for the trust and confidence bestowed upon him and emphasized his commitment to leading the unit with integrity, professionalism, and dedication. He encouraged every reservist to continue exemplifying discipline, teamwork, and unwavering service in support of the Philippine Navy's mission and the nation's security.

In his keynote message, CAPT LIBERTY C GAMUETA PN (GSC) underscored that leadership is not merely a position but a responsibility founded on honor, service, and accountability. He commended the outgoing commander for his exemplary leadership and challenged the incoming commander and all personnel to continue enhancing the unit's operational readiness, strengthen camaraderie, and remain steadfast in serving the country whenever called upon.

The successful conduct of the Turn Over Ceremony reflects the 71st Naval Group Reserve's enduring tradition of disciplined leadership, seamless continuity of command, and unwavering dedication to serving the nation with honor, courage, and commitment.

ASSEMBLY TEST of 71st Naval Group Reserve

On 01 August 2026, the 71st Naval Group Reserve (71ST NGR) successfully conducted its Assembly Test under the leadership of CAPT ROBERTO E RUBIA PN (GSC)(RET)(RES), Commander, Naval Forces Reserve Eastern Mindanao (NFR-EM).

The activity highlighted the unit's readiness, discipline, and commitment to maintaining operational preparedness. A total of 17 snappy Officers and 158 Enlisted Personnel participated in the assembly. Personnel from the 711ST Naval Squadron Reserve and the 712ND Naval Squadron Reserve also joined the activity virtually via Zoom.

The program commenced with the Presentation of Colors, followed by a Holy Mass officiated by MAJ SMITH MARFORI CHS . During the assembly, personnel attended a series of informative lectures conducted by LCDR JEROME BRYAN S MAURING PN, Assistant Chief of Staff for Civil Military Operations of Naval Forces Eastern Mindanao and LT SHARON JOY P ALVES PN(RES) and LTJG RAPH PEHID PN(RES) of 71ST NGR, covering topics essential to enhancing the operational readiness, professionalism, and competence of the reserve force.

The successful conduct of the Assembly Test reflects the unwavering dedication, unity, and commitment of the reservists of the 71ST NGR to remain mission-ready and responsive in support of the Philippine Navy's mandate.

Naval Reserve Forces Eastern Mindanao Joins 2nd VeteRun 2026

On 27 July 2026, personnel of the Naval Reserve Forces Eastern Mindanao (NFR-EM) proudly participated in 2nd VeteRun 2026 at Freedom Park, Roxas Boulevard, Davao City.

More than just a run, the event was a powerful tribute to the courage, sacrifice, and unwavering dedication of our nation's veterans. Every step taken symbolized our deep respect for those who came before us and our steadfast commitment to uphold the values they fought to protect.

As reservists, we stand ready to serve not only in times of crisis but also in activities that strengthen patriotism, unity, and community engagement. Through our participation in 2nd VeteRun 2026, NFR-EM reaffirms its pledge to honour the legacy of our veterans and inspire future generations to embrace the spirit of selfless service.

Talk to Men

Headed by CAPT ROBERTO E RUBIA PN (GSC) (RET)(RES), Commander, Naval Forces Reserve Eastern Mindanao, a "Talk to Men" session was conducted with Philippine Navy Reservists from Digos, Malalag, Sta. Maria, and Davao. The discussion emphasized the importance of attending follow-on trainings such as DEART, ICT, and Search and Rescue (SAR), regular participation in monthly formations and community activities, and compliance with administrative requirements, including AADT and Reserve IDs.

The personnel were also informed that the LGU has provided an office for Philippine Navy Reservists to support unit operations and coordination. The activity likewise included the announcement of key personnel assignments to strengthen unit administration and operations.

A total of 23 personnel attended the activity, comprising 2 from Davao, 3 from Digos, 3 from Sta. Maria, and 15 from Malalag.

Answering the call to serve beyond the uniform, members of the 71st Naval Group Reserve, under the Naval Forces Reserve Eastern Mindanao, participated in a blood donation drive held at Southern Philippines Medical Center (SPMC) and CDRRMO.

Through this simple act of compassion, our reservists continue to embody the spirit of selfless service, proving that saving lives does not only happen during emergencies—it also begins with the willingness to donate blood.
