๐ง๐๐๐จ๐๐ ๐๐๐ง๐ฌ- The Bangsamoro Normalization Trust Fund (BNTF) Steering Committee welcomed two major initiatives designed to deepen the gains of peace and expand development opportunities for communities across the Bangsamoro.
In his message during the 10th Steering Committee Meeting of the Bangsamoro Normalization Trust Fund held on 20 November 2025 , GPH Co-Chair PA David Diciano emphasized the significance of these new milestones. He noted that Phase 2 of the Bangsamoro Camps Transformation Project (BCTP2) and the Unifying Pathways, Linkages, and Inclusive Facilitation of Transformative Services for Decommissioned Combatants (UPLIFT-DC) Project represent โvital efforts that sustain the transformation of communities transitioning from conflict toward peace and stability.โ He highlighted that these initiatives are intended to ensure that โthe dividends of the peace agreement reach the families and communities who rely on this process.โ
He also underscored that the introduction of these projects reflects the shared commitment of all partners to transparency, inclusivity, and accountability as they move forward with implementation. PA Diciano added that a formal launch of these new programs will โprovide stakeholders with a deeper understanding of how the BNTF complements the broader normalization processโ and strengthen coordination across mechanisms.
GPH Representative Mr. Ariel Hernandez likewise expressed strong support for both initiatives. He emphasized that launching BCTP2 and UPLIFT-DC at this stage is โappropriate and strategic,โ noting that public visibility and stakeholder engagement will โstrengthen understanding among BARMM stakeholdersโ and demonstrate continued momentum under the normalization program.
Both projects are positioned to uplift lives and expand opportunities. BCTP2 will continue improving access to health, education, livelihoods, and climate-resilient community services in the Six Acknowledged M**F Camps. UPLIFT-DC, meanwhile, will enhance reintegration support for decommissioned combatants through improved case management systems, socio-economic assistance, and stronger institutional coordination.
The BNTF Steering Committee expressed optimism as these initiatives advance toward implementation. Partners reaffirmed their unity in promoting peace, development, and lasting transformation in the Bangsamoro.
