The Land Transportation Franchising and Regulatory Board - LTFRB will start accepting applications for special permits for the All Saints’ and All Souls’ Days on September 21 in a bid to provide sufficient public transportation for millions of Filipinos for the annual observation of “Undas”.

The early processing of application is in compliance with the instruction of DOTr Secretary Giovanni “Banoy” Z. Lopez to ensure a reliable and comfortable passenger buses Land Transportation Franchising and Regulatory Board - LTFRB to honor their departed loved ones.

Acting LTFRB Chairman Atty. Greg G. Pua, Jr. said the date of filing will be from September 21 to October 2 in order to give the agency personnel enough time to review all the documents of the units, particularly on the aspect of road worthiness.

“This is an annual travel for a large number of our kababayan and on the part of the LTFRB, our early preparations are intended to ensure their safe and comfortable travel to and from their home provinces,” said Acting Chairman Pua.

“The goal is to ensure that there will be no stranded passengers by making sure that there will be sufficient passenger buses and other appropriate public transportation,” he added.

The duration of the special permit, according to Acting Chairman Pua, is from October 28 to November 6.

Last year, more than 800 passenger buses were given special permits for the All Saints’ and All Souls’ Days.

The LTFRB said among the requirements for applications were Official Receipt/Certificate of Registration (OR/CR) of the unit; Valid Personal Passenger Accident Insurance (PPAI); and for Juridical Entity, Board Resolution and/or Secretary's Certificate authorizing the application for Special Permit and designating the authorized representative/s to file the petition.

The LTFRB, on the other hand, set the following conditions for the application and approval:

1. Only 50% of the total authorized units per operator per authorized route is allowed;
2. Units applied should not be more than 14 years old from the date of manufacture; and,
3. Indicate the specific address of the terminals at both ends of the applied route.

Acting Chairman Pua assured the applicants of fair processing of the applications as he stressed that no less than Secretary Banoy ordered that there must be no palakasan system.

He also urged applicants to immediately report any individual or group that may take advantage of the application process through the LTFRB Hotline 1342 and social media accounts.

The LTFRB XI, under the leadership of Regional Director Nonito A. Llanos III, welcomes the appointment of new personnel marking another milestone in the agency’s continuing efforts to strengthen its workforce and recognize the dedication and competence of its employees.

Following the appointment of Tessa Krisna Jewel A. Piansay as Administrative Officer V, three more employees took on greater responsibilities as permanent personnel in various sections of LTFRB XI. Ms. Melody C. Arellano is the new Administrative Officer I (Records Officer I), while Mr. Mohammad Yusrie A. Casim and Ms. Chelo V. Canares were appointed as Administrative Aide VI and Administrative Assistant III, respectively.

In line with the directives of President Ferdinand R. Marcos Jr., through Department of Transportation (DOTr) Secretary Atty. Giovanni Z. Lopez and LTFRB Acting Chairman Atty. Greg G. Pua Jr., the appointments are expected to further strengthen LTFRB XI’s operations and enhance the agency’s capacity to effectively deliver quality and responsive services to the riding public.

“These appointments are a recognition of the hard work, dedication, and competence demonstrated by our personnel. As they take on their new positions, I encourage them to embrace their responsibilities with professionalism, integrity, and a strong commitment to public service. May they continue to contribute their knowledge and skills toward strengthening LTFRB XI and delivering sincere and quality service to our commuters,” said Regional Director Nonito A. Llanos III.

The Land Transportation Franchising and Regulatory Board - LTFRB, under the guidance of DOTr Secretary Giovanni “Banoy” Z. Lopez, has sent a strong message about road safety and discipline following the issuance of a show cause order (SCO) against the operator of a passenger bus in a viral counterflow video.

Acting LTFRB Chairman Atty. Greg G. Pua, Jr. said the SCO was already sent to the Victory Liner which was mandated to explain in writing why its Certificate of Public Convenience (CPC) should not be suspended or cancelled over the dangerous driving behavior of one of its drivers.

“Roads are not the place of bullying of big motor vehicles to smaller ones, we will not allow that and those who would dare do that in the public transportation sector will suffer consequences,” said Acting Chairman Pua.

In the viral video which happened along the national highway in the province, the passenger bus was seen forcing its way to the opposite side of the road while overtaking vehicles.

What made it dangerous is that the overtaking and counterflowing happened on the blind or curved side of the road, which forced a rider to pull over alongside the road.

Fortunately, the incident was captured on the video which served as the basis for the SCO issuance when the LTFRB monitored it on social media.

In the SCO, it stated that the passenger bus endangered road users and the act committed by the driver falls under failure to provide safe and convenient public transportation service.

The bus firm is also facing an administrative case of employing a reckless driver, according to Acting Chairman Pua.

The hearing of the case is on September 10.

Acting Chairman Pua reminded PUV drivers to behave and always observe road courtesy and discipline in the interest of the safety of all road users.

“Road crashes are preventable and one of the key factors is discipline and respect to all fellow road users. On the part of the LTFRB, we will pursue accountability against those who would defy that,” he said.

Ngayong National Heroes Day, buong-pusong nagbibigay-pugay ang Land Transportation Franchising and Regulatory Board (LTFRB) sa lahat ng bayaning nag-alay ng kanilang buhay, tapang, at paglilingkod para sa kalayaan at kinabukasan ng ating bayan.

Patuloy nating isabuhay ang kanilang pagmamahal sa Pilipinas sa pamamagitan ng pagiging responsable, makabayan, at malasakit sa kapwa.
