𝗕𝗙𝗔𝗥 𝗫𝗜 𝗣𝗿𝗼𝗺𝗼𝘁𝗲𝘀 𝗚𝗲𝗻𝗱𝗲𝗿-𝗙𝗮𝗶𝗿 𝗟𝗮𝗻𝗴𝘂𝗮𝗴𝗲, 𝗚𝗲𝗻𝗱𝗲𝗿-𝗥𝗲𝘀𝗽𝗼𝗻𝘀𝗶𝘃𝗲 𝗪𝗼𝗿𝗸𝗽𝗹𝗮𝗰𝗲

The Bureau of Fisheries and Aquatic Resources XI (BFAR XI) strengthened its commitment to promoting an inclusive and gender-responsive workplace through a learning activity on gender-fair language held August 26, 2026, at the BFAR XI Regional Office in Davao City.

Dubbed “Enhancing Gender Responsiveness Through Gender-Fair Language,” the activity was organized by the BFAR XI Gender and Development Focal Point System (GFPS) and participated in by personnel from the Regional, City, and Provincial Fisheries Offices.

The activity aimed to enhance participants’ understanding and application of gender-fair and inclusive language in workplace communication, official correspondence, information materials, and interactions with clients and stakeholders.

It also sought to increase awareness of laws and policies that protect women and individuals from discrimination, violence, and other forms of gender-based inequality.

Resource speakers from the Local Government Unit of Davao City Integrated Gender and Development Division discussed gender-fair language and the City’s Anti-Discrimination Ordinance, highlighting the importance of respectful and inclusive communication in an equitable workplace and improving the delivery of public services.

The participants were also oriented on Republic Act No. 9710, or the Magna Carta of Women, which provides a comprehensive framework for eliminating discrimination against women and promoting, protecting, and fulfilling their rights.

Republic Act No. 9262, or the Anti-Violence Against Women and Their Children Act of 2004, was likewise discussed to strengthen awareness of the different forms of violence against women and children and the legal mechanisms available for their protection.

Through the activity, BFAR XI emphasized the role of government personnel in ensuring that gender sensitivity and inclusivity are reflected not only in programs and policies but also in everyday communication and public service.

The initiative forms part of BFAR XI’s continuing Gender and Development efforts to mainstream gender perspectives across its programs, projects, activities, and institutional practices toward a more inclusive, respectful, and gender-responsive fisheries sector.

𝗕𝗙𝗔𝗥 𝗫𝗜, 𝗣𝗵𝗶𝗹𝗶𝗽𝗽𝗶𝗻𝗲 𝗖𝗼𝗮𝘀𝘁 𝗚𝘂𝗮𝗿𝗱 𝗔𝗽𝗽𝗿𝗲𝗵𝗲𝗻𝗱 𝗥𝗶𝗻𝗴 𝗡𝗲𝘁 𝗙𝗶𝘀𝗵𝗶𝗻𝗴 𝗩𝗲𝘀𝘀𝗲𝗹 𝗼𝗳𝗳 𝗗𝗮𝘃𝗮𝗼 𝗢𝗿𝗶𝗲𝗻𝘁𝗮𝗹

The Bureau of Fisheries and Aquatic Resources XI (BFAR XI) and Philippine Coast Guard (PCG), apprehended a commercial fishing vessel engaged in actual fishing operations inside Municipal waters of Lupon, Davao Oriental, on September 1, 2026.

The joint seaborne operation was conducted by personnel of the BFAR XI Enforcement and Regional Monitoring, Control and Surveillance Operations Center (ERMCSOC) and Philippine Coast Guard (PCG) aboard a DA-BFAR MCS-3007 monitoring, control and surveillance vessel.

The fishing vessel, reportedly using a ring net, was apprehended at around 0558H, approximately 9 kilometers from the nearest shoreline of Barangay Bundas, Lupon Davao Oriental.

Based on the initial apprehension report, the vessel has a gross tonnage of 17.48 and is classified as a small-scale commercial fishing vessel.

Authorities cited the vessel for the violations of Sections 86 (a2) and Section 95 of Republic Act No. 10654.

Section 86 (a2) penalizes unauthorized fishing, including commercial fishing within municipal waters, while Section 95 prohibits the use of active fishing gear in municipal waters and other areas where such gear is prohibited.

During the operation, authorities confiscated approximately 30 kilograms of bigeye scad, locally known as matambaka, with an estimated value of PHP 6,000.

In accordance with procedures on the proper disposition of seized or confiscated fishery products, the confiscated catch was turned over for distribution through the Quick Response Team Command Center (QRTCC) and the City Social Welfare and Development Office (CSWDO) in Davao City.

BFAR XI, together with its law enforcement partners, continues to strengthen monitoring, control and surveillance operations to curb illegal, unreported and unregulated fishing and protect municipal waters and fishery resources in the region.

𝗥𝗲𝗴𝗶𝘀𝘁𝗲𝗿𝗲𝗱 𝗕𝗮𝗴 𝗡𝗲𝘁, 𝗥𝗶𝗻𝗴 𝗡𝗲𝘁 𝗙𝗶𝘀𝗵𝗶𝗻𝗴 𝗥𝗲𝘀𝘂𝗺𝗲𝘀 𝗶𝗻 𝗗𝗮𝘃𝗮𝗼 𝗚𝘂𝗹𝗳 𝗮𝘀 𝟯-𝗠𝗼𝗻𝘁𝗵 𝗖𝗹𝗼𝘀𝗲𝗱 𝗦𝗲𝗮𝘀𝗼𝗻 𝗘𝗻𝗱𝘀

The Bureau of Fisheries and Aquatic Resources XI (BFAR XI) announced the lifting of the three-month closed season in the Davao Gulf effective Sept. 1, 2026, allowing duly registered and licensed bag net and ring net fishing operations to resume.

Implemented from June 1 to Aug. 31, the conservation measure temporarily prohibited the use of bag nets, locally known as basnig or tapay-tapay, and ring nets, locally known as kubkuban or likom, regardless of tonnage. Modified fishing gear employing similar fishing operations was also covered by the prohibition.

The annual closed season aims to conserve and protect small pelagic fish species during their spawning period, including bigeye scad (𝘚𝘦𝘭𝘢𝘳 𝘤𝘳𝘶𝘮𝘦𝘯𝘰𝘱𝘩𝘵𝘩𝘢𝘭𝘮𝘶𝘴), locally known as matambaka or matangbaka; mackerel (𝘙𝘢𝘴𝘵𝘳𝘦𝘭𝘭𝘪𝘨𝘦𝘳 𝘴𝘱𝘱.), locally known as karabalyas or alumahan; and round scad (𝘋𝘦𝘤𝘢𝘱𝘵𝘦𝘳𝘶𝘴 𝘴𝘱𝘱.), commonly known as galunggong.

With the lifting of the closed season, duly registered and licensed fishing vessels may resume operations within their authorized fishing areas in the Davao Gulf, subject to existing fisheries laws and regulations.

“The lifting of the closed season marks the resumption of fishing operations, but our responsibility to protect the Davao Gulf continues. We urge all fishing vessel operators to comply with fisheries laws and practice responsible fishing. Through our collective efforts, we can sustain our fishery resources, protect the livelihoods of our fisherfolk, and help ensure food security for future generations,” BFAR XI Regional Director Relly B. Garcia said.

During the closed season, government assistance was extended to affected fisherfolk and their families through the joint efforts of BFAR XI, the Department of Social Welfare and Development, Department of Labor and Employment, Technical Education and Skills Development Authority, and concerned local government units.

Fisheries law enforcement teams also conducted regular seaborne patrol operations throughout the three-month period, with no apprehensions recorded for violations of the conservation measure.

Meanwhile, BFAR XI, through its Fisheries Management, Regulatory and Enforcement Division (FMRED), continued its assessment of the closed-season policy by convening technical experts, researchers, representatives of concerned government agencies, and key stakeholders to review its scientific basis and policy provisions.

The technical review examined the latest available scientific and socioeconomic information on the Davao Gulf, including results of the M/V DA-BFAR oceanographic survey, the status of small pelagic fish stocks based on National Stock Assessment Program data, fish-price trends and market-monitoring information, and findings from related research studies.

FMRED Chief Elaine Vera M. Belvis said the findings and recommendations from the technical review would help guide the continuing assessment and improvement of the conservation measure.

“We remain committed to ensuring that the policy is guided by science and remains responsive to the ecological condition of the Davao Gulf and the socioeconomic needs of our fishing communities,” Belvis said.

As fishing operations resume, BFAR XI reminds commercial fishing vessel operators to maintain valid licenses and comply with vessel-monitoring, catch-reporting, and other regulatory requirements.

BFAR XI also calls on fisherfolk, fishing vessel operators, local government units, and other stakeholders to continue supporting responsible fishing practices and fisheries conservation measures to sustain the productivity of the Davao Gulf for present and future generations.

Nelson Mandela once said, "Courage [is] not the absence of fear, but the triumph over it. The brave man is not he who does not feel afraid, but he who conquers that fear." Mandela's profound statement encapsulates an invaluable principle for a man and a woman of courage—one who neither negates the presence of fear nor denies its attempts to intimidate. However, one who has the grace to govern and the power to prevail, such that doubt is silenced. It loses its grip, and the man and woman of courage take charge to uphold moral standards and ethical principles even in the midst of adversity and opposition.

In a society where moral decay and decline seem to be the norm and are aggravated by apathy and passivity, we need men and women of courage, those who do not conform but instead are the voice and catalyst of change in rebuilding the moral infrastructure of our society by transforming the nation through exemplary values. These are the men and women of courage who are willing to die to their self-interests for the sake of the common good and the nation. They speak the values, model the values, and live the values in their homes, their respective agencies or institutions, and their communities, until we see the Philippines rise and become a value-laden society whose hallmark of public service is characterized by righteousness, transparency, and accountability.

This is a real test of courage—to stand for righteousness, for values, and for moral principles when circumstances speak otherwise. During the time of Daniel, he was compelled to bow before the idol of Nebuchadnezzar. It was against his principles, so despite the order that those who would not bow down would be punished severely, he took courage not to lay aside his principles. He stood his ground on what is right before the sight of God. The idol of Nebuchadnezzar speaks about unrighteousness and illegal and immoral acts. Many times, we are forced by circumstances to bow and go with the flow of corruption, greed, and irregularity. Like Daniel, we must stand on our ground and not give in to these wiles of the enemy. Have the courage to stand for what is right. Have the courage to do what is right before God, country, and fellowmen. "Faced with what is right, to leave it undone shows a lack of courage."
