The Department of Agriculture - Bureau of Fisheries and Aquatic Resources Regional Fisheries Office XI (DA-BFAR RFO XI) strongly warns the public, particularly hatchery owners, suppliers, contractors, service providers, and other stakeholders engaged in procurement and other transactions with the agency, to remain highly vigilant against unscrupulous individuals and groups who are fraudulently using the name of the Office and misrepresenting its officials.
The Office of the Regional Director has received reports that a certain individual has been directly contacting a hatchery owner and falsely claiming to be Regional Director Relly B. Garcia. This individual allegedly requests money in exchange for supposed favors, assistance, or preferential action in relation to agency transactions and programs.
The public is hereby informed that these acts constitute fraudulent misrepresentation, impersonation of a public official, and attempted extortion, all of which are punishable under Philippine laws, including, but not limited to, the Revised Penal Code and Republic Act No. 3019, otherwise known as the Anti-Graft and Corrupt Practices Act.
DA-BFAR RFO XI reiterates that the Office does not, under any circumstances, solicit money, favors, or any form of financial contribution from hatchery owners, suppliers, contractors, fisherfolk organizations, local government units, or private individuals in connection with procurement activities, technical assistance, or any official transaction. Any such act is entirely unauthorized and does not represent the official policies, actions, or interests of the Office.
Furthermore, no official or employee of this Office is authorized to request or collect payments through telephone calls, text messages, emails, or any form of private communication. All procurement-related processes strictly comply with Republic Act No. 9184, as amended by Republic Act No. 12009, and its Implementing Rules and Regulations, ensuring transparency, accountability, and integrity in all government operations.
Any such unauthorized requests must be considered fraudulent and should be immediately ignored.
All stakeholders are strongly advised not to entertain, engage with, or comply with any suspicious communications allegedly made on behalf of Regional Director Relly B. Garcia or any official or personnel of DA-BFAR RFO XI.
