National Nutrition Council Davao Region NNC XI as mandated by law is the highest policy-making and coordinating body on nutrition regionwide

NNC Core Functions

-Formulate national food and nutrition policies and strategies and serve as the policy, coordinating and advisory body of food, nutrition and health concerns;
-Coordinate planning, monitoring, and evaluation of the national nutrition program;
-Coordinate the hunger mitigation and malnutrition prevention program to achieve relevant Millennium Development Goals;
-Strengthen competencies and capabilities of stakeholders through public education, capacity building and skills development;
-Coordinate the release of funds, loans, and grants from government organizations (GOs) and nongovernment organizations (NGOs); and
-Call on any department, bureau, office, agency and other instrumentalities of the government for assistance in the form of personnel, facilities and resources as the need arises.

DAVAO CITY โ€” To strengthen the generation of accurate, consistent, complete, and reliable nutrition data across the region, the National Nutrition Council (NNC) XI conducted a Data Quality Check (DQC) Orientation on August 28, 2026, at The Ritz Hotel at Garden Oases, Bo. Obrero, Davao City. The activity brought together 47 Local Nutrition Focal Points (LNFPs) from 33 local government units (LGUs) across the Davao Region to enhance their capacity to ensure the quality of nutrition data generated at the local level.

As a cornerstone of the Philippine Plan of Action for Nutrition (PPAN) monitoring and evaluation system, the DQC serves as a quantitative safeguard for validating the annual Operation Timbang (OPT) Plus child growth assessment data for children aged 0โ€“59 months and ensuring that data generation and processing meet established standards.

The orientation enhanced the capacity of LNFPs to manage and validate nutrition data, ensuring that these are accurate, complete, reliable, timely, and useful. These dimensions are essential in generating evidence-based nutrition information to guide decision-making, target-setting, nutrition planning, progress tracking, investment prioritization, and program development, as well as facilitate the delivery of responsive nutrition interventions.

The activity was spearheaded by NO III Alona E. Teo, RND, together with NO II Kathleen Joy A. Gauran, RND, PDO I Vivia Nikka J. Miguel, and CMU-BSND interns. As part of strengthening local capacity, participants engaged in a simulation on inputting data using the eOPT+ Tool, followed by discussions on common mistakes and errors in data generation.

Through the DQC Orientation, the NNC Davao Region continues to empower LNFPs and LGUs to uphold data quality and strengthen evidence-based decision-making. By ensuring that nutrition data are accurate, consistent, and reliable, local governments are better equipped to plan, invest, monitor progress, and implement nutrition interventions that are responsive to the needs of their communities.

PANGLAO, BOHOL โ€” To keep national and regional nutrition efforts aligned and moving forward, the National Nutrition Council (NNC) convened its 3rd Quarterly Management Conference (ManCon) for CY 2026 on August 17โ€“18, 2026, at Bluewater Resort in Panglao, Bohol. The conference brought together Regional Nutrition Program Coordinators (RNPCs) and Division Chiefs to review performance, address operational concerns, and set clear directions for the succeeding months.

The conference was presided over by Atty. Rosalina U. Bascao and later joined online by Undersecretary Albert Francis E. Domingo, MD, MSc, Concurrent Executive Director IV of NNC. NNC Region VII hosted the conference under the leadership of RNPC Dr. Archie Niรฑo Labordo.

One of the key agenda items focused on budget tracking and expenditures at the national and regional levels. Updates reflected stable budget utilization, with program implementation generally on track. The conference also tackled the NNC Optimization Plan, particularly measures to strengthen the Councilโ€™s human resource structure and organizational capacity at all levels.

Program updates were also discussed, covering LGU Mobilization, Social and Behavior Change Communication (SBCC), Local Health and Nutrition Learning Hubs (LHEARN), the Shepherding Project, and other ongoing initiatives.

Updates and concerns from the NNC Employees Association (NNCEA) and the Association of Nutrition Prime Movers of the Philippines, Inc. (ANPPI) were likewise discussed. ANPPI President Reginaldo Guillen presented matters concerning the RNPC association and its members.

NNC XI RNPC Retsebeth Laquihon actively participated in the discussions, sharing regional experiences and concerns and contributing to agreements and action points that will guide program implementation at the regional level.

With issues openly discussed and action points agreed upon, the quarterly ManCon continues to provide an important platform for NNC leaders to keep national and regional priorities aligned and turn discussions into concrete actions toward better nutrition outcomes.

DILG XI in partnership with the Union of Local Authorities of the Philippines (ULAP) and other key stakeholders facilitates Regional Consultation to generate evidence-based policy recommendations for the review and amendment of the Local Government Code of 1991 in line with the implementation of the Local Governance Reform: Review and Amendment Prorgram (LGC RevAmP) held at the Ritz Hotel, Davao City.

NNC XI RNPC Retsebeth Laquihon and Nutrition Officer III Alona Teo actively participate in the consultative workshop and discussion along with other NGA representative covering Sector on Social Services Delivery (Health, Nutrition, Social Welfare) and Sector on Barangay Governance providing technical inputs and insights within NNCs mandate validating the proposed reforms that further strengthen nutrition governance and nutrition structure with human resource, aligning nutrition priorities at the local level that are evidence-based and responsive to the needs of the local government units with nutrition financing.

Provincial leaders across the Visayas and Mindanao regions are currently gathered at the Bayfront Hotel Capitol Site, Cebu City, for Batch 2 of the Nutrition Leadership and Governance โ€“ Nutrition Program Management (NLG-NPM) Training for Provinces (August 24โ€“28, 2026).

Supported by the Child Nutrition Fund, UNICEF Philippines, and Human Capital Asia, this 5-day capacity-building initiative aims to enhance nutrition program management, boost local financing, and reinforce governance to accelerate the Philippine Plan of Action for Nutrition (PPAN 2023โ€“2028).

Dr. Domingo shared his deep respect for NNCโ€™s institutional memory, recognizing the experience, lessons, and expertise built through years of nutrition work as a strong foundation for the Councilโ€™s next chapter.

๐Ÿ“… 24 August 2026 โ€” The Regional Nutrition Evaluation Team (RNET) convened for its 3rd Meeting at the Royal Mandaya Hotel, Davao City, to finalize the remaining agenda for the upcoming Regional Nutrition Awarding Ceremony and receive technical updates on the newly consolidated Operation Timbang Plus (OPT) 2026 results and RPAN targets.

The RNET, headed by Chair Jalyn Dejos of National Commission for Muslim FIlipinos (NCMF), selected the awardees for the Special Awards Category for the Grand Regional Nutrition Awarding Ceremony, with the guidance of NO III Alona Teo and PDO I Vivia Nikka Miguel.

Furthermore, NO III Teo presented the initial results of Operation Timbang Plus (OPT) 2026 and an overview of the RPAN Results Matrix, providing an opportunity to assess regional nutrition performance, recognize accomplishments, identify areas for improvement, and strengthen the collective implementation of nutrition programs across the Davao Region.

Representatives from key regional agencies and partner organizations are taking part in the deliberations, including the DSWD, DOH, NCSC, DOST, Team Humanity, DENR, NCIP, NCMF, NYC, and CPD reflecting the multisectoral commitment essential to advancing nutrition outcomes.

Nanawagan ang NNC sa lahat ng sektor ng lipunan na kilalanin na ang pagpapasuso ay isang shared responsibility o pananagutan ng lahat. Sa unang anim na buwan ng buhay, ang gatas ng ina ang kumpletong sustansya para sa sanggol; nagbibigay ito ng lahat ng sustansyang kailangan ng bata habang natural na pinoprotektahan sila laban sa mga impeksyon at tinutulungan ang tamang paglaki ng utak (brain development). Ang panahong ito ay mahalagang bahagi ng "critical window" ng unang 1,000 araw, kung saan ang tamang nutrisyon ay kailangan upang maiwasan ang permanenteng epekto sa paglaki at pag-unlad ng bata.
Base sa Datos ng DOST-FNRI 2025 National Nutrition Survey, mas maraming pamilyang Pilipino ang gumagawa ng mga tamang hakbang sa nutrisyon:
1) Exclusive Breastfeeding: Higit sa 5 sa bawat 10 sanggol (54.8%) ang tanging gatas ng ina lamang ang iniinom sa kanilang unang anim na buwan, isang bahagyang pagbangon mula sa mga nakaraang taon.
2) Patuloy na Pagpapasuso: Halos 1 sa bawat 2 bata (48.5%) ang patuloy na pinapasuso hanggang sa edad na dalawang taon.

3) Ligtas at Malinis: Siguraduhing malinis ang kamay at mga gamit sa paghahanda ng pagkain upang maiwasan ang sakit.
4) Matiyaga at Responsive: Pakainin ang bata base sa kanilang gutom at huwag silang pilitin o busugin nang labis.
โ€œAng pagpapasuso ay hindi lamang responsibilidad ng mga ina, kailangan ang buong pamilya at komunidad sa pagpapalaki ng bata,โ€ ani NNC Executive Director Albert E. Domingo. Patuloy na isinusulong ng NNC ang mga batas gaya ng Milk Code, na nagbabantay sa maling marketing ng mga gatas na hindi mula sa ina, at ang Expanded Breastfeeding Promotion Act, na nag-uutos sa mga opisina na magkaroon ng lactation stations at nursing breaks para sa mga empleyado. Binibigyang-diin ng NNC ang kahalagahan ng patuloy na paggamit ng mga pasilidad at oras na ito upang matiyak na ang mga ina ay matagumpay na makakapagpasuso sa isang suportadong kapaligiran. Sa pagsuporta sa mga breastfeeding-friendly na komunidad, namumuhunan ang Pilipinas sa mas matatag na kinabukasan ng ating bansa.

TAGUIG, Philippines โ€“ Ngayong Agosto, ipinagdiriwang ng National Nutrition Council (NNC) ang National Breastfeeding Awareness Month 2026 na may temang: โ€œOne Breastfeeding Philippines: Yakap Hakab. Breastfeeding for a Sustainable Start in Life: Strengthen What Works.โ€.

Nanawagan ang NNC sa lahat ng sektor ng lipunan na kilalanin na ang pagpapasuso ay isang shared responsibility o pananagutan ng lahat. Sa unang anim na buwan ng buhay, ang gatas ng ina ang kumpletong sustansya para sa sanggol; nagbibigay ito ng lahat ng sustansyang kailangan ng bata habang natural na pinoprotektahan sila laban sa mga impeksyon at tinutulungan ang tamang paglaki ng utak (brain development). Ang panahong ito ay mahalagang bahagi ng "critical window" ng unang 1,000 araw, kung saan ang tamang nutrisyon ay kailangan upang maiwasan ang permanenteng epekto sa paglaki at pag-unlad ng bata.

Base sa Datos ng DOST-FNRI 2025 National Nutrition Survey, mas maraming pamilyang Pilipino ang gumagawa ng mga tamang hakbang sa nutrisyon:

1) Exclusive Breastfeeding: Higit sa 5 sa bawat 10 sanggol (54.8%) ang tanging gatas ng ina lamang ang iniinom sa kanilang unang anim na buwan, isang bahagyang pagbangon mula sa mga nakaraang taon.

2) Patuloy na Pagpapasuso: Halos 1 sa bawat 2 bata (48.5%) ang patuloy na pinapasuso hanggang sa edad na dalawang taon.

The National Nutrition Council (NNC) Davao Region conducted its Monthly Staff Meeting on 17 August 2026, bringing together its team to strengthen coordination, accountability, and organizational action toward the effective implementation of nutrition programs, projects, and activities across the region.

Spearheaded by Nutrition Officer III Ms. Alona E. Teo, RND, MM, key agenda items included the initial planning for the Regional Nutrition Awarding Ceremony (RNAC), a run-through and assessment of recently attended activities, updating of the Statement of Accounts (SOA) for September, and other important administrative and operational concerns.

The meeting process was duly observed by CMU BS ND Interns to gain exposure to regional-level planning in the field of public health nutrition, as well as practice their documentation skills.

Through regular staff meetings and collective planning, the NNC Davao Region continues to foster a culture of teamwork, accountability, and purposeful actionโ€”ensuring that every program, project, and activity contributes to the shared goal of advancing nutrition and building healthier communities throughout the Davao Region.
