The National Commission of Senior Citizens (NCSC) convened the National Senior Citizens' Summit 2026 from July 22-24 at Aberdeen Court, The Great Eastern Hotel, Quezon City, bringing together representatives from more than 180 senior citizen organizations, federations, national and local government representatives, policymakers, and other stakeholders to strengthen collaboration toward building an age-friendly Philippines.

Anchored on the theme "Age-Friendly Pilipinas: Bansang Handa para sa Nakatatanda," the three-day summit served as a platform for dialogue, knowledge-sharing, and collaboration on policies, programs, services, and innovations that respond to the needs of the country's more than 11 million older Filipinos, based on the 2020 PSA Census.

In her opening remarks, NCSC Chairperson and Chief Executive Officer Atty. Ma. Merceditas N. Gutierrez emphasized that the country's demographic transition calls for a rights-based, inclusive, and forward-looking approach to aging.

ICYMI | NCSC Region XI Joins Regional Migration Network XI, Honors OFW Senior Citizens During National Migrant Workers Week

DAVAO CITY โ€” In celebration of the 31st National Migrant Workers Week, the National Commission of Senior Citizens (NCSC) Region XI joined the observance of OFW Senior Citizens Appreciation Day themed โ€œGolden Years, Global Heroes: Saluting OFW Senior Citizens,โ€ reaffirming its commitment to recognizing the invaluable contributions of Overseas Filipino Workers (OFWs) who have dedicated their lives to supporting their families and the nation's development.

The celebration also marked a significant milestone as NCSC Region XI formally joined the Regional Migration Network XI (RMN XI) through a Memorandum of Commitment (MOC) Signing Ceremony spearheaded by the Department of Migrant Workers (DMW) Regional Office XI on June 17, 2026, at the 3rd Floor of NCCC Mall Buhangin, Davao City.

NCSC Regional Office XI became one of the newest partner agencies of the Regional Migration Network XI, strengthening a multi-sectoral commitment to provide responsive and sustainable reintegration services for Overseas Filipino Workers and their families across the Davao Region.

In his inspirational message, Regional Director Adegue underscored the importance of recognizing OFW senior citizens as individuals whose sacrifices and lifelong contributions have helped shape their families, communities, and the nation. He emphasized that reintegration should not end upon an OFW's return home but should continue through programs that uphold their dignity, promote active aging, and ensure access to opportunities, social protection, and meaningful community participation during their senior years.

Anchored on the full-cycle National Reintegration Program under Republic Act No. 11641, the Memorandum of Commitment establishes a collaborative framework among government agencies, academic institutions, healthcare providers, faith-based organizations, and civil society groups to deliver coordinated interventions on employment, entrepreneurship, continuing education, healthcare, psychosocial support, and community-based reintegration.

As a partner agency, NCSC Region XI will contribute its mandate in advancing the welfare and protection of senior citizen OFWs and older persons with migration-related concerns, while strengthening referral mechanisms and inter-agency collaboration to ensure that returning migrant workers receive comprehensive and inclusive support throughout their reintegration journey.

Regional Director Dr. Cesar A. Adegue IV, PhD, CESE led the NCSC Region XI delegation during the Memorandum of Commitment Signing Ceremony, accompanied by Julius R. Duterte, PDO III; Guinea May Edlord U. Perus, PDO I; and Francis Lorenz T. Munar, PDO I. Their participation underscored the Commission's commitment to strengthening inter-agency collaboration and advancing responsive, inclusive, and sustainable reintegration programs for Overseas Filipino Workers and their families.

HIGHLIGHT | NEWLY APPOINTED NCSC COMMISSIONER GUDMALIN MEETS CLUSTERED REGIONAL OFFICES AT REGIONAL OFFICE CARAGA

BUTUAN CITY โ€” The National Commission of Senior Citizens (NCSC) Region XIII warmly welcomed newly appointed Commissioner Engr. Camilo Gudmalin during his official visit on June 10, 2026, at the NCSC Caraga Regional Office in Butuan City.

Regional Director Cesar A. Adegue IV, together with the officers and staff of NCSC RO XIII, led the briefing to update the Commissioner on the regionโ€™s key programs, operational performance, and recent accomplishments.

A seasoned public servant and developmental expert, Commissioner Gudmalin brings decades of executive leadership to the agency. He previously served as Undersecretary of the Department of Social Welfare and Development (DSWD), where he spearheaded major social protection and poverty-alleviation programs. Beyond his government service, he has worked as a senior consultant for major international institutions, including the World Bank and the Asian Development Bank (ADB), and served as a national coordinator for large-scale subsidy and livelihood initiatives under the Department of Agriculture (DA).

In his address to the regional staff, Commissioner Gudmalin emphasized the urgency of developing responsive, evidence-based, and sustainable programs to address the evolving needs of the countryโ€™s growing senior citizen population. He stressed that the NCSC must continuously elevate its service delivery through stronger inter-agency collaboration, data-driven planning, and innovative, community-based interventions that foster active aging, social inclusion, and an improved quality of life for older Filipinos.

To underline his point, the Commissioner presented key findings from the Longitudinal Study on Ageing and Health in the Philippines (LSAHP) Wave 2, which provides crucial empirical data on the demographic shifts, health conditions, and socioeconomic realities of elderly citizens.

Both Commissioner Gudmalin and Regional Director Adegue reiterated that solid research must form the backbone of policy-making, resource allocation, and program implementation across all regions.

With the Philippines projected to become an aging society by 2030, the Commission, through its regional offices, reaffirmed its steadfast commitment to championing the rights, welfare, and dignity of older Filipinos.

ICYMI | NCSC Region XI and Island Garden City of Samal Launched Senior Citizens Center to Enhance Community-Based Services

ISLAND GARDEN CITY OF SAMAL โ€” Advancing community-based programs and accessible government services for older persons, the National Commission of Senior Citizens (NCSC) Region XI, in partnership with the City Government of the Island Garden City of Samal (IGaCoS), successfully conducted the Senior Citizens Center Kick-Off Activity on June 18, 2026, at the Senior Citizens Center, Island Garden City of Samal.

Guided by the leadership of Regional Director Cesar A. Adegue IV, PhD, CESE, the activity marked the official launch of the Senior Citizens Center, envisioned as a convergence hub where government agencies and partner institutions can deliver integrated programs and essential services tailored to the needs of senior citizens.

The program gathered local government officials, partner agencies, and senior citizens in reaffirming their shared commitment to promoting the welfare, dignity, and active participation of older persons within the community. Messages of support were delivered by City Vice Mayor Hon. Richard A. Guindolman, Regional Director Dr. Cesar A. Adegue IV, PhD, CESE, and Committee on Senior Citizens Chairperson Hon. Clavel Ann David, highlighting the importance of strengthening partnerships to bring government services closer to senior citizens.

In his inspirational message, Regional Director Adegue emphasized that Senior Citizens Centers serve as more than just physical facilitiesโ€”they are community spaces where older persons can access essential government services, participate in meaningful activities, and continue to actively contribute to society.

"A Senior Citizens Center is a symbol of our shared commitment to ensuring that every older person has access to programs, services, and opportunities that promote healthy, active, and dignified aging. Through collaboration, we bring government closer to our senior citizens and empower them to remain active partners in community development," Dr. Adegue said.

Following the program, participating government agencies simultaneously conducted orientations and service delivery activities, providing senior citizens with direct access to various programs and assistance. Participating agencies included the National Commission of Senior Citizens (NCSC), PhilHealth, National Nutrition Council (NNC), Department of Health (DOH), Department of Labor and Employment (DOLE), Technical Education and Skills Development Authority (TESDA), Department of Information and Communications Technology (DICT), Philippine Statistics Authority (PSA), Department of Social Welfare and Development (DSWD), and Endonela.

The activity also featured the Murang Bigas Program, implemented in partnership with the Department of Agriculture (DA), National Food Authority (NFA), and the Food Terminal, further supporting senior citizens through access to affordable essential commodities.

The establishment of the Senior Citizens Center reflects NCSC Region XI's continuing commitment to expanding age-friendly communities through strengthened partnerships with local government units and national agencies. By creating accessible venues for integrated services, the Commission continues to advance responsive, inclusive, and community-centered programs that uphold the rights, welfare, and well-being of senior citizens throughout the region.
