The Project DocTrack team recently gathered on 𝐌𝐚𝐫𝐜𝐡 𝟏𝟗, 𝟐𝟎𝟐𝟔, at 𝐓𝐡𝐞 𝐀𝐩𝐨 𝐕𝐢𝐞𝐰 𝐇𝐨𝐭𝐞𝐥 for a meaningful and productive session: the 𝐂𝐨𝐦𝐦𝐮𝐧𝐢𝐜𝐚𝐭𝐢𝐨𝐧 𝐚𝐧𝐝 𝐔𝐬𝐞𝐫 𝐄𝐧𝐠𝐚𝐠𝐞𝐦𝐞𝐧𝐭 𝐓𝐫𝐚𝐢𝐧𝐢𝐧𝐠.

The team were honored to have 𝐌𝐫. 𝐉𝐚𝐲 𝐃. 𝐎𝐧𝐭𝐚𝐥, an instructor from the Holy Cross College of Calinan, as the resource speaker. He expertly structured the session into two key topics, each followed by an interactive group activity designed to put learning into practice.

The first activity, "𝐁𝐮𝐢𝐥𝐝 𝐢𝐭 𝐖𝐢𝐭𝐡𝐨𝐮𝐭 𝐒𝐞𝐞𝐢𝐧𝐠”, challenged the team's ability to communicate procedures clearly and tested active listening skills, highlighting how precise instructions and careful attention are vital when working together to achieve a common goal.

The second activity, "𝐔𝐬𝐞𝐫 𝐉𝐨𝐮𝐫𝐧𝐞𝐲 𝐌𝐚𝐩𝐩𝐢𝐧𝐠”, allowed the team to explore how every interaction shapes the user's experience, helping them understand how effective communication directly influences engagement and satisfaction, ensuring that systems are designed and updated with the user's perspective in mind.

The training was more than just a learning experience; it was a much-needed break from the relentless pace of developing new systems and rolling out updates, offering a time to recharge, reflect, and refocus on the human side of the work.

To close the event, the Project Manager and Assistant Project Manager presented a Certificate of Appreciation to Mr. Ontal as a small way of expressing deep gratitude for sharing his expertise, insights, and time with the team.

"𝙀𝙫𝙚𝙧𝙮 𝙜𝙧𝙚𝙖𝙩 𝙟𝙤𝙪𝙧𝙣𝙚𝙮 𝙗𝙚𝙜𝙞𝙣𝙨 𝙬𝙞𝙩𝙝 𝙖 𝙨𝙩𝙧𝙤𝙣𝙜 𝙩𝙚𝙖𝙢." This is the mantra of the 𝐁𝐢𝐝𝐬 𝐚𝐧𝐝 𝐀𝐰𝐚𝐫𝐝𝐬 𝐂𝐨𝐦𝐦𝐢𝐭𝐭𝐞𝐞 (𝐁𝐀𝐂) for their 𝐒𝐭𝐫𝐚𝐭𝐞𝐠𝐢𝐜 𝐂𝐨𝐨𝐫𝐝𝐢𝐧𝐚𝐭𝐢𝐨𝐧 𝐌𝐞𝐞𝐭𝐢𝐧𝐠, which brought together the 𝐁𝐀𝐂 𝐒𝐞𝐜𝐫𝐞𝐭𝐚𝐫𝐢𝐚𝐭 𝐚𝐧𝐝 𝐁𝐀𝐂 𝐓𝐞𝐜𝐡𝐧𝐢𝐜𝐚𝐥 𝐖𝐨𝐫𝐤𝐢𝐧𝐠 𝐆𝐫𝐨𝐮𝐩 (𝐓𝐖𝐆). The two-day meeting was held on 𝐌𝐚𝐫𝐜𝐡 𝟓–𝟔, 𝟐𝟎𝟐𝟔, at the 𝐁𝐚𝐦𝐛𝐨𝐨 𝐒𝐚𝐧𝐜𝐭𝐮𝐚𝐫𝐲 𝐢𝐧 𝐌𝐚𝐥𝐚𝐠𝐨𝐬, 𝐂𝐚𝐥𝐢𝐧𝐚𝐧, 𝐃𝐚𝐯𝐚𝐨 𝐂𝐢𝐭𝐲, with 𝟑𝟓 𝐩𝐚𝐫𝐭𝐢𝐜𝐢𝐩𝐚𝐧𝐭𝐬 in total, including the 𝐏𝐫𝐨𝐣𝐞𝐜𝐭 𝐃𝐨𝐜𝐓𝐫𝐚𝐜𝐤 team.

This marks the second Strategic Coordination Meeting that Project DocTrack has been invited to. The team expressed gratitude for being part of BAC's initiatives, particularly in the implementation of 𝐑𝐞𝐩𝐮𝐛𝐥𝐢𝐜 𝐀𝐜𝐭 (𝐑𝐀) 𝟏𝟐𝟎𝟎𝟗.

The meeting aimed to establish a seamless, transparent, and effective procurement process.

It opened with remarks from 𝐀𝐭𝐭𝐲. 𝐀𝐮𝐫𝐞𝐥𝐢𝐨 𝐑. 𝐂𝐨𝐫𝐭𝐚𝐝𝐨 𝐈𝐈𝐈, 𝐀𝐬𝐬𝐢𝐬𝐭𝐚𝐧𝐭 𝐇𝐞𝐚𝐝 𝐨𝐟 𝐭𝐡𝐞 𝐁𝐀𝐂 𝐒𝐞𝐜𝐫𝐞𝐭𝐚𝐫𝐢𝐚𝐭. He provided an overview of the first workshop held at Eden Nature and Resort in Toril and assessed its implementation, before presenting the topics for the two-day session. He concluded by saying, "𝙄 𝙝𝙤𝙥𝙚 𝙬𝙚 𝙡𝙚𝙖𝙧𝙣 𝙨𝙤𝙢𝙚𝙩𝙝𝙞𝙣𝙜 𝙩𝙤𝙙𝙖𝙮. 𝙎𝙝𝙖𝙧𝙚 𝙮𝙤𝙪𝙧 𝙞𝙣𝙨𝙞𝙜𝙝𝙩𝙨, 𝙤𝙥𝙞𝙣𝙞𝙤𝙣𝙨, 𝙖𝙣𝙙 𝙨𝙪𝙜𝙜𝙚𝙨𝙩𝙞𝙤𝙣𝙨. 𝙏𝙝𝙖𝙣𝙠 𝙮𝙤𝙪 𝙛𝙤𝙧 𝙖𝙩𝙩𝙚𝙣𝙙𝙞𝙣𝙜 𝙩𝙝𝙞𝙨 𝙘𝙤𝙤𝙧𝙙𝙞𝙣𝙖𝙩𝙞𝙤𝙣 𝙢𝙚𝙚𝙩𝙞𝙣𝙜."

The first presentation was delivered by 𝐀𝐭𝐭𝐲. 𝐄𝐧𝐫𝐢𝐪𝐮𝐞 𝐉𝐮𝐧𝐢𝐨𝐫 𝐀. 𝐁𝐨𝐧𝐨𝐜𝐚𝐧, 𝐇𝐞𝐚𝐝 𝐨𝐟 𝐭𝐡𝐞 𝐁𝐀𝐂 𝐒𝐞𝐜𝐫𝐞𝐭𝐚𝐫𝐢𝐚𝐭, who discussed the accountabilities of both the BAC Secretariat and BAC TWG, emphasizing that all actions are subject to consequences.

𝐌𝐬. 𝐋𝐨𝐫𝐞𝐥𝐞𝐢 𝐒𝐮𝐧𝐠𝐚𝐡𝐢𝐝, 𝐁𝐀𝐂-𝐓𝐖𝐆 𝐌𝐞𝐦𝐛𝐞𝐫, presented the differences between RA 9184 and RA 12009, along with the Draft Criteria of Award.

The Project DocTrack team presented the 𝐧𝐞𝐰 𝐏𝐫𝐨𝐣𝐞𝐜𝐭 𝐏𝐫𝐨𝐜𝐮𝐫𝐞𝐦𝐞𝐧𝐭 𝐌𝐚𝐧𝐚𝐠𝐞𝐦𝐞𝐧𝐭 𝐏𝐥𝐚𝐧 (𝐏𝐏𝐌𝐏) form under RA 12009, clarifying each item and column, as well as the responsible personnel for review. It was agreed that this matter would be discussed in a separate meeting with the BAC-TWG.

On the 𝐬𝐞𝐜𝐨𝐧𝐝 𝐝𝐚𝐲, pending discussions from the first day were addressed. The Project DocTrack team remained present to address BAC's requests, including modifications to the Supplier Randomizer, additional features or descriptions for vehicle types, and the separation of spare parts for two-wheeled and four-wheeled vehicles. The BAC Secretariat will forward lists of items (both with and without venue allocations) to the team for updating.

A follow-up meeting with the City Budget Office, Inventory Division, and Project DocTrack is being scheduled, with Mr. Albert Amarillo and Atty. Elmer B. Rañon in attendance, to further discuss and resolve issues raised during the coordination meeting.

Indeed, every great journey begins with a strong team. The journey towards a more streamlined and transparent procurement system is well underway, driven by the dedication and synergy of these incredible teams. Onwards and upwards!

𝐅𝐄𝐁𝐑𝐔𝐀𝐑𝐘 𝐖𝐑𝐀𝐏-𝐔𝐏: 𝐀 𝐌𝐎𝐍𝐓𝐇 𝐎𝐅 𝐂𝐀𝐏𝐀𝐂𝐈𝐓𝐘 𝐁𝐔𝐈𝐋𝐃𝐈𝐍𝐆 & 𝐂𝐎𝐋𝐋𝐀𝐁𝐎𝐑𝐀𝐓𝐈𝐎𝐍!

This February, the Project DocTrack team was fully committed to advancing capabilities across multiple areas of city governance. The month set in motion with a comprehensive BAC Orientation focused on Republic Act 12009, where participants delved into the intricacies of modern procurement regulations, ensuring full compliance with national standards while streamlining processes to better serve the people of Davao. Complementing this, we conducted two specialized office trainings, one with the Davao City Local Disaster Risk Reduction and Management Office, and another with the Sangguniang Panlungsod Administrative Office and Council Staff, that covered administrative workflows, record management, and effective inter-departmental communication to boost overall operational efficiency.

In line with our commitment to public safety, we also rolled out personalized one-on-one training sessions with our security sector partners, including the Davao City Philippine Drug Enforcement Agency (PDEA), 27th Infantry Battalion, Davao City Police Office (DCPO) Plans and Programs Unit, and Task Force Davao. These tailored sessions were designed to familiarize partners with newly structured budget preparation processes, our digital systems, and purchase request protocols, and to establish clear channels for information sharing to ensure seamless collaboration.

Project DocTrack remained at the forefront of process improvement initiatives, starting with active participation in a cluster meeting headed by City Administrator Atty. Layog, where key city programs were aligned to support integrated service delivery. Immediately following this, the team held a detailed consultation meeting with Ms. Maria Teresa M. Colina from the Human Resource Management Office (HRMO), working together to finalize calibrated performance standards that will serve as the foundation for guidelines including mandatory sanctions for users of the City Integrated Operations System (CINOPS), ensuring accountability and optimal system utilization.

To further strengthen the procurement frameworks, Project Doctrack convened a strategic collaboration meeting with the City Information and Communications Technology Office (CITC) to discuss pricing models and terms of reference for upcoming digital initiatives. They also engaged with the General Services Office (GSO) to clarify category classifications for asset management, and with the Bids and Awards Committee (BAC) to address supplier submission concerns, standardizing requirements to promote transparency and fair competition among vendors.

Over time, the 𝐒𝐚𝐧𝐠𝐠𝐮𝐧𝐢𝐚𝐧𝐠 𝐏𝐚𝐧𝐥𝐮𝐧𝐠𝐬𝐨𝐝 (𝐒𝐏) Administrative Office consolidated all procurement requests and disbursement transactions of the SP Councils. Through a joint agreement among the Office of the Vice Mayor, all City Councilor offices, the SP Administrative Office, and the Project DocTrack team, a request letter dated September 18, 2025, was submitted to the 𝐀𝐬𝐬𝐢𝐬𝐭𝐚𝐧𝐭 𝐂𝐢𝐭𝐲 𝐀𝐝𝐦𝐢𝐧𝐢𝐬𝐭𝐫𝐚𝐭𝐨𝐫 𝐟𝐨𝐫 𝐀𝐝𝐦𝐢𝐧𝐢𝐬𝐭𝐫𝐚𝐭𝐢𝐨𝐧 𝐚𝐧𝐝 𝐭𝐡𝐞 𝐇𝐞𝐚𝐝 𝐨𝐟 𝐭𝐡𝐞 𝐏𝐫𝐨𝐜𝐮𝐫𝐞𝐦𝐞𝐧𝐭 𝐄𝐧𝐭𝐢𝐭𝐲 (𝐇𝐨𝐏𝐄), 𝐀𝐭𝐭𝐲. 𝐓𝐫𝐢𝐬𝐭𝐚𝐧 𝐃𝐰𝐢𝐠𝐡𝐭 𝐏. 𝐃𝐨𝐦𝐢𝐧𝐠𝐨. The letter sought the delegation of processing authority to the SP Councils, allowing them to initiate and encode their own procurement requests (PRs) and disbursements.

To further familiarize SP Council staff with the City Internal Operations System, 𝐌𝐬. 𝐆𝐢𝐧𝐚 𝐀𝐜𝐥𝐨𝐧, 𝐒𝐏 𝐀𝐝𝐦𝐢𝐧𝐢𝐬𝐭𝐫𝐚𝐭𝐢𝐯𝐞 𝐒𝐭𝐚𝐟𝐟, requested additional system training and updates on 𝐅𝐞𝐛𝐫𝐮𝐚𝐫𝐲 𝟏𝟗, 𝟐𝟎𝟐𝟔, at the 𝐒𝐞𝐫𝐞𝐧𝐚𝐝𝐞 𝐁𝐚𝐥𝐥𝐫𝐨𝐨𝐦, 𝐆𝐫𝐚𝐧𝐝 𝐌𝐞𝐧 𝐒𝐞𝐧𝐠 𝐇𝐨𝐭𝐞𝐥. Over 50 participants from the SP Administrative Office and SP Council staff attended the session.

Ms. Aclon delivered the opening remarks. She noted that Project DocTrack had rolled out numerous system updates, and the team had a heavy workload, especially as SP Council staff sought guidance on everything from PPMP adjustments to PR preparation. She encouraged participants to ask questions, saying: “𝙈𝙖𝙣𝙜𝙪𝙩𝙖𝙣𝙖 𝙟𝙪𝙙 𝙢𝙤. 𝙀𝙨𝙥𝙚𝙘𝙞𝙖𝙡𝙡𝙮 𝙞𝙣 𝙥𝙧𝙚𝙥𝙖𝙧𝙖𝙩𝙞𝙤𝙣 𝙣𝙚𝙭𝙩 𝙮𝙚𝙖𝙧 𝙨𝙖 𝙋𝙋𝙈𝙋 𝙥𝙖𝙧𝙖 𝙢𝙖𝙝𝙖𝙥𝙨𝙖𝙮. 𝘿𝙞𝙡𝙞 𝙢𝙖𝙪𝙡𝙖𝙬 𝙢𝙖𝙣𝙜𝙪𝙩𝙖𝙣𝙖." Ms. Aclon also expressed gratitude to the Project DocTrack team for making time despite the short notice.

The Project DocTrack team emphasized that the meeting's primary focus was on internal operations, with system training and updates as a secondary objective. The session aimed to gather feedback, particularly on challenges encountered from budget preparation to the creation of purchase requests (PRs). The team also reminded participants to be mindful of budget preparation, as it sets the tone for the entire office's operations.

The training also covered city mobile applications. Participants watched a video on navigating the City Employee Mobile Application (CEMA), and the Project DocTrack team explained how it differs from another mobile app, DocMobile.

The afternoon session began with an interactive exercise, which the participants enjoyed the most. This was followed by a walkthrough of the Davao City Portal 2026. The Project DocTrack team highlighted the ACCESS menu of the Document Tracking System, which allows Administrative Officers or Chiefs of Staff to determine which systems their assigned staff can access, helping to clarify roles, responsibilities, and accountabilities.

An interactive forum was held after the walkthrough, where almost all participants asked questions and shared feedback.

The event was productive, and the Project DocTrack team thanked the attendees for their time and cooperation. The session concluded with a group photo opportunity.

On 𝐅𝐞𝐛𝐫𝐮𝐚𝐫𝐲 𝟏𝟏, 𝟐𝟎𝟐𝟔, the Project Doctrack Team conducted a 𝐒𝐲𝐬𝐭𝐞𝐦 𝐔𝐩𝐝𝐚𝐭𝐞𝐬 𝐚𝐧𝐝 𝐑𝐞𝐨𝐫𝐢𝐞𝐧𝐭𝐚𝐭𝐢𝐨𝐧 𝐓𝐫𝐚𝐢𝐧𝐢𝐧𝐠 for the 𝐃𝐚𝐯𝐚𝐨 𝐂𝐢𝐭𝐲 𝐋𝐨𝐜𝐚𝐥 𝐃𝐢𝐬𝐚𝐬𝐭𝐞𝐫 𝐑𝐢𝐬𝐤 𝐑𝐞𝐝𝐮𝐜𝐭𝐢𝐨𝐧 𝐚𝐧𝐝 𝐌𝐚𝐧𝐚𝐠𝐞𝐦𝐞𝐧𝐭 𝐎𝐟𝐟𝐢𝐜𝐞 (𝐃𝐂𝐋𝐃𝐑𝐑𝐌𝐎) at the 𝐌𝐮𝐥𝐭𝐢-𝐏𝐮𝐫𝐩𝐨𝐬𝐞 𝐇𝐚𝐥𝐥, following a request from CDRRMO 𝐀𝐝𝐦𝐢𝐧𝐢𝐬𝐭𝐫𝐚𝐭𝐢𝐯𝐞 𝐎𝐟𝐟𝐢𝐜𝐞𝐫 𝐌𝐫. 𝐑𝐨𝐝𝐨𝐥𝐟𝐨 𝐄𝐧𝐜𝐚𝐛𝐨.

The training aimed to enhance the knowledge and competency of CDRRMO personnel in utilizing key digital systems essential to daily operations. Among the topics discussed were the 𝐃𝐨𝐜𝐮𝐦𝐞𝐧𝐭 𝐓𝐫𝐚𝐜𝐤𝐢𝐧𝐠 𝐒𝐲𝐬𝐭𝐞𝐦 (𝐃𝐓𝐒), and 𝐈𝐧𝐯𝐞𝐧𝐭𝐨𝐫𝐲 𝐌𝐚𝐧𝐚𝐠𝐞𝐦𝐞𝐧𝐭 𝐒𝐲𝐬𝐭𝐞𝐦 (𝐈𝐌𝐒), 𝐂𝐢𝐭𝐲 𝐄𝐦𝐩𝐥𝐨𝐲𝐞𝐞 𝐌𝐨𝐛𝐢𝐥𝐞 𝐀𝐩𝐩𝐥𝐢𝐜𝐚𝐭𝐢𝐨𝐧 (𝐂𝐄𝐌𝐀), 𝐃𝐨𝐜𝐦𝐨𝐛𝐢𝐥𝐞, 𝐂𝐢𝐭𝐲 𝐀𝐬𝐬𝐞𝐭 𝐓𝐫𝐚𝐜𝐤𝐢𝐧𝐠 𝐒𝐲𝐬𝐭𝐞𝐦 (𝐂𝐀𝐓𝐒), and 𝐁𝐮𝐝𝐠𝐞𝐭 𝐌𝐚𝐧𝐚𝐠𝐞𝐦𝐞𝐧𝐭 𝐄𝐧𝐯𝐢𝐫𝐨𝐧𝐦𝐞𝐧𝐭 (𝐁𝐌𝐄) —platforms designed to improve efficiency, accountability, and streamlined workflow within the office.

During the session, the Project Doctrack Team provided comprehensive discussions on system updates, demonstrated core features, and addressed participants’ questions to ensure proper implementation and effective usage. The reorientation also allowed employees to refresh their understanding of system processes and align with updated procedures.

A key highlight of the training was the discussion on the updated process for requesting BAC attachments. It was clarified that offices are no longer required to submit hard copies to the 𝐁𝐢𝐝𝐬 𝐚𝐧𝐝 𝐀𝐰𝐚𝐫𝐝𝐬 𝐂𝐨𝐦𝐦𝐢𝐭𝐭𝐞𝐞 (𝐁𝐀𝐂) when requesting attachments. Instead, approved documents can now be uploaded directly into the system, significantly reducing paperwork, minimizing delays, and promoting a more efficient transaction process.

Participants were also guided by the Project Doctrack Team on preparing 𝐃𝐫𝐚𝐟𝐭 𝐚𝐧𝐝 𝐅𝐢𝐧𝐚𝐥 𝐀𝐛𝐬𝐭𝐫𝐚𝐜𝐭𝐬 using the system. The training covered how to encode the necessary information, review entries for accuracy, and properly submit documents to ensure they comply with standard procedures.

Another discussion focused on the 𝐂𝐢𝐭𝐲 𝐀𝐬𝐬𝐞𝐭 𝐓𝐫𝐚𝐜𝐤𝐢𝐧𝐠 𝐒𝐲𝐬𝐭𝐞𝐦 (𝐂𝐀𝐓𝐒), where Purchase Supply Officers were encouraged to update inventory details to ensure transparency and accountability in managing city assets. In addition, participants discussed the 𝐁𝐮𝐝𝐠𝐞𝐭 𝐌𝐚𝐧𝐚𝐠𝐞𝐦𝐞𝐧𝐭 𝐄𝐧𝐯𝐢𝐫𝐨𝐧𝐦𝐞𝐧𝐭 (𝐁𝐌𝐄) and printable forms, focusing on how standardized forms can streamline budget tracking, reporting, and review processes.

Through this initiative held CDRRMO continues to strengthen its digital capabilities and operational efficiency, reinforcing its commitment to delivering responsive and reliable disaster risk reduction and management services to the people of Davao City.

𝐀𝐭𝐭𝐲. 𝐓𝐫𝐢𝐬𝐭𝐚𝐧 𝐃𝐰𝐢𝐠𝐡𝐭 𝐏. 𝐃𝐨𝐦𝐢𝐧𝐠𝐨, 𝐀𝐬𝐬𝐢𝐬𝐭𝐚𝐧𝐭 𝐂𝐢𝐭𝐲 𝐀𝐝𝐦𝐢𝐧𝐢𝐬𝐭𝐫𝐚𝐭𝐨𝐫 𝐟𝐨𝐫 𝐀𝐝𝐦𝐢𝐧𝐢𝐬𝐭𝐫𝐚𝐭𝐢𝐨𝐧, 𝐏𝐫𝐨𝐣𝐞𝐜𝐭 𝐃𝐨𝐜𝐓𝐫𝐚𝐜𝐤 𝐇𝐞𝐚𝐝, 𝐚𝐧𝐝 𝐇𝐞𝐚𝐝 𝐨𝐟 𝐏𝐫𝐨𝐜𝐮𝐫𝐢𝐧𝐠 𝐄𝐧𝐭𝐢𝐭𝐲 (𝐇𝐨𝐏𝐄) for the City Government of Davao, kicked off the session, welcoming attendees to the transition. He also took time to introduce each member of the Bids and Awards Committee-Technical Working Group (BAC-TWG).

In his opening remarks, Atty. Domingo praised the BAC for putting the event together, noting it gave end-users a dedicated space to raise questions and concerns about procurement processes. He also announced that the DocMobile is available to address challenges, emphasizing that this internal transition period is all about identifying which areas need fine-tuning.

He also discussed key systems including the Supplier Randomizer, where end-users can no longer select suppliers, clarified category assignments for the General Services Office, and stressed full utilization of budgets through the Budget Management Environment (BME).

Furthermore, Atty. Domingo reminded the participants to communicate effectively. He encouraged everyone to cooperate and share any problems so they could be addressed by the BAC-TWG present at the session. He also suggested embracing the system, explaining that this is how to learn the process, since the city now has a new law and updated procedures that make the procurement process more efficient.

𝐌𝐫. 𝐑𝐢𝐜𝐚𝐫𝐝𝐨 𝐏𝐞𝐫𝐞𝐳 took the floor next to introduce 𝐑𝐞𝐩𝐮𝐛𝐥𝐢𝐜 𝐀𝐜𝐭 𝐍𝐨. 𝟏𝟐𝟎𝟎𝟗, also known as the 𝐍𝐞𝐰 𝐆𝐨𝐯𝐞𝐫𝐧𝐦𝐞𝐧𝐭 𝐏𝐫𝐨𝐜𝐮𝐫𝐞𝐦𝐞𝐧𝐭 𝐀𝐜𝐭 (𝐍𝐆𝐏𝐀). The session covered a wide range of topics:

The meeting concluded with closing remarks from the 𝐇𝐞𝐚𝐝 𝐨𝐟 𝐁𝐀𝐂-𝐓𝐖𝐆, 𝐌𝐬. 𝐉𝐚𝐧𝐢𝐜𝐞 𝐀𝐧𝐭𝐨𝐢𝐧𝐞𝐭𝐭𝐞 𝐆. 𝐂𝐚𝐥𝐬𝐚, 𝐂𝐏𝐀, 𝐌𝐏𝐀. Ms. Calsa thanked everyone for attending despite their busy schedules. She added that the BAC is there to help and guide everyone through the new processes, as both the BAC and end-users are learning together and facing the challenges that arise along the way. As the City kicked off its new year of operations, the Project DocTrack team hit the ground running in January.

The journey began when the 𝐂𝐢𝐭𝐲 𝐒𝐨𝐜𝐢𝐚𝐥 𝐖𝐞𝐥𝐟𝐚𝐫𝐞 𝐚𝐧𝐝 𝐃𝐞𝐯𝐞𝐥𝐨𝐩𝐦𝐞𝐧𝐭 𝐎𝐟𝐟𝐢𝐜𝐞 (𝐂𝐒𝐖𝐃𝐎) reached out for system training and updates, a clear sign that offices were eager to embrace better ways of working. This was followed by engagements with the 𝐂𝐢𝐭𝐲 𝐈𝐧𝐟𝐨𝐫𝐦𝐚𝐭𝐢𝐨𝐧 𝐓𝐞𝐜𝐡𝐧𝐨𝐥𝐨𝐠𝐲 𝐂𝐞𝐧𝐭𝐞𝐫 (𝐂𝐈𝐓𝐂), and the month’s initial phase was wrapped up with combined training and collaboration meetings alongside 𝐭𝐡𝐞 𝐆𝐒𝐎-𝐈𝐧𝐬𝐩𝐞𝐜𝐭𝐢𝐨𝐧 𝐃𝐢𝐯𝐢𝐬𝐢𝐨𝐧.

On the coordination front, the Project DocTrack team extends its sincere gratitude to the 𝐏𝐫𝐨𝐣𝐞𝐜𝐭 𝐂𝐥𝐞𝐚𝐧𝐬𝐢𝐧𝐠 𝐓𝐞𝐚𝐦 and 𝐆𝐒𝐎-𝐈𝐧𝐬𝐩𝐞𝐜𝐭𝐢𝐨𝐧 𝐃𝐢𝐯𝐢𝐬𝐢𝐨𝐧 for their visit this month. Working in tandem, these partners are ensuring all City Government of Davao properties are systematically documented, accurately tagged to their rightful custodians, and processed for appropriate disposal where needed. Pre-2023 assets are already fully recorded in the 𝐂𝐢𝐭𝐲 𝐀𝐬𝐬𝐞𝐭 𝐓𝐫𝐚𝐜𝐤𝐢𝐧𝐠 𝐒𝐲𝐬𝐭𝐞𝐦 (𝐂𝐀𝐓𝐒) under the Project Cleansing Team's leadership, while discussions with the GSO-Inventory Division are advancing plans to unify records from pre-2023, 2024, and 2025 into a single, comprehensive city-wide asset database.

The 𝐁𝐢𝐝𝐬 𝐚𝐧𝐝 𝐀𝐰𝐚𝐫𝐝𝐬 𝐂𝐨𝐦𝐦𝐢𝐭𝐭𝐞𝐞 (𝐁𝐀𝐂) 𝐒𝐞𝐜𝐫𝐞𝐭𝐚𝐫𝐢𝐚𝐭 also engaged with the team twice in January: first to outline preparations for the inaugural BAC General Assembly, which will roll out mandatory orientation on the 𝐑𝐞𝐩𝐮𝐛𝐥𝐢𝐜 𝐀𝐜𝐭 𝟏𝟐𝟎𝟎𝟗, 𝐭𝐡𝐞 𝐍𝐞𝐰 𝐆𝐨𝐯𝐞𝐫𝐧𝐦𝐞𝐧𝐭 𝐏𝐫𝐨𝐜𝐮𝐫𝐞𝐦𝐞𝐧𝐭 𝐀𝐜𝐭 (𝐍𝐆𝐏𝐀) to all city offices. Their return visit focused on enhancing procurement efficiency through updates to the online Request for Quotation (RFQ) platform via Bizpage.

Encouragingly, user adoption of the new systems is accelerating, though the pilot implementation of the 2026 Budget Management Environment (BME) has brought its share of focused challenges. These include aligning with mother office budget monitoring protocols, managing PPMP adjustments, and addressing first-quarter budget utilization gaps related to Purchase Request deadlines. Together, the team believes that every challenge teaches something, and they are already putting those lessons to work to build an even better budget plan for 2027.

This was their second training and also served as a 𝐜𝐨𝐥𝐥𝐚𝐛𝐨𝐫𝐚𝐭𝐢𝐨𝐧 𝐦𝐞𝐞𝐭𝐢𝐧𝐠. In attendance were the 𝐇𝐞𝐚𝐝 𝐨𝐟 𝐭𝐡𝐞 𝐈𝐧𝐬𝐩𝐞𝐜𝐭𝐢𝐨𝐧 𝐃𝐢𝐯𝐢𝐬𝐢𝐨𝐧, 𝐄𝐧𝐠𝐫. 𝐀𝐥𝐯𝐢𝐧 𝐒. 𝐓𝐚𝐩𝐢𝐜, along with inspectors and administrative staff.

Prior to the session, the Project DocTrack team clarified the discussion topics, and both parties agreed to prioritize the 𝐃𝐨𝐜𝐌𝐨𝐛𝐢𝐥𝐞 𝐀𝐩𝐩 and address common challenges associated with its use.

Inspectors have been using the DocMobile App since 2024 to check inspection schedules, upload photos, and update statuses. The Project DocTrack team expressed gratitude for the high level of participation, as attendees provided valuable feedback and suggestions to enhance the application based on their needs.

Proposed enhancements include:
1. Live schedule updates
2. Automatic assignment of a single inspector to multiple transactions (meals and selected groceries)
3. Offline photo uploading capability
4. Provision of mobile phones for inspectors
5. Access to a list of items to inspect within the DocMobile app
6. For special transactions, allow preparation of vouchers once the purchase order status is set to "Supplier Conforme," then allowing users to click "Request for Inspection" 7. Reminder for users to coordinate with suppliers

9. Implementation of inspection request notifications

All issues and concerns were duly noted, and feedback and suggestions will be taken into consideration. The Project DocTrack team also presented the DocMobile app updates to guide inspectors in fulfilling their respective responsibilities.

The session was brief but productive: GSO personnel gained new knowledge about the updates, while the Project DocTrack team obtained insights to help streamline the city's internal operations.

The meeting concluded with a group photo and interviews with participants about their learnings and thoughts on the training.

On 𝐉𝐚𝐧𝐮𝐚𝐫𝐲 𝟗, 𝟐𝟎𝟐𝟔, 𝐌𝐬. 𝐌𝐲𝐥𝐚 𝐒𝐚𝐧𝐝𝐢𝐜𝐨, 𝐀𝐝𝐦𝐢𝐧𝐢𝐬𝐭𝐫𝐚𝐭𝐢𝐯𝐞 𝐎𝐟𝐟𝐢𝐜𝐞𝐫 of the 𝐂𝐢𝐭𝐲 𝐈𝐧𝐟𝐨𝐫𝐦𝐚𝐭𝐢𝐨𝐧 𝐓𝐞𝐜𝐡𝐧𝐨𝐥𝐨𝐠𝐲 𝐂𝐞𝐧𝐭𝐞𝐫 (𝐂𝐈𝐓𝐂), along with three personnel from the Administrative Office, attended their 3rd request for 𝐒𝐲𝐬𝐭𝐞𝐦 𝐓𝐫𝐚𝐢𝐧𝐢𝐧𝐠 𝐚𝐧𝐝 𝐔𝐩𝐝𝐚𝐭𝐞𝐬 session at the 𝐏𝐫𝐨𝐣𝐞𝐜𝐭 𝐃𝐨𝐜𝐓𝐫𝐚𝐜𝐤 𝐎𝐟𝐟𝐢𝐜𝐞.

The session featured hands-on training, including real-time registration and approval for the 𝐂𝐢𝐭𝐲 𝐄𝐦𝐩𝐥𝐨𝐲𝐞𝐞 𝐌𝐨𝐛𝐢𝐥𝐞 𝐀𝐩𝐩𝐥𝐢𝐜𝐚𝐭𝐢𝐨𝐧 (𝐂𝐄𝐌𝐀). This was designed to equip the participants to guide their colleagues through the downloading, registration, and navigation processes.

During the training, the Project DocTrack team emphasized that all non-DocTrack users must now use CEMA for salary inquiries and tracking accountabilities. They also informed participants that the public search feature has been deactivated for data privacy reasons.
Furthermore, it was noted that Administrative Officers play a crucial role in verification; they must ensure that personnel provide correct information and follow protocols regarding hand gestures and appropriate clothing during registration to confirm their identity and office assignment.

The participants actively engaged with the app, exploring features such as the "𝐌𝐨𝐨𝐝 𝐓𝐫𝐚𝐜𝐤𝐞𝐫" and the "𝐀𝐧𝐧𝐨𝐮𝐧𝐜𝐞𝐦𝐞𝐧𝐭𝐬" section on the main dashboard.

In addition to CEMA, the group discussed other concerns, including the current status of Acknowledgement Receipts for Equipment (ARE), the transfer of accountabilities, and the management of waste items. The Project DocTrack team advised that all accountability records can be updated via the 𝐈𝐧𝐯𝐞𝐧𝐭𝐨𝐫𝐲 𝐌𝐚𝐧𝐚𝐠𝐞𝐦𝐞𝐧𝐭 𝐒𝐲𝐬𝐭𝐞𝐦 (𝐈𝐌𝐒) module within the 𝐂𝐢𝐭𝐲 𝐈𝐧𝐭𝐞𝐫𝐧𝐚𝐥 𝐎𝐩𝐞𝐫𝐚𝐭𝐢𝐨𝐧𝐬 𝐒𝐲𝐬𝐭𝐞𝐦 (𝐂𝐈𝐍𝐎𝐏𝐒).

To conclude the session, the Project DocTrack Team expressed their gratitude to the participants for their unwavering support and continued use of the system. They encouraged the group to provide recommendations and suggestions to further improve the system based on user preferences.

The training, held at the 𝐂𝐒𝐖𝐃𝐎 𝐂𝐨𝐧𝐟𝐞𝐫𝐞𝐧𝐜𝐞 𝐑𝐨𝐨𝐦, aimed to enhance the knowledge of the 37 participants, which included Administrative Assistants, District Heads, and Division Heads.

The session opened with the question, “𝙆𝙞𝙣𝙨𝙖 𝙣𝙖𝙜𝙖𝙜𝙖𝙢𝙞𝙩 𝙨𝙖 𝘿𝙤𝙘𝙩𝙧𝙖𝙘𝙠 𝙨𝙖 𝙙𝙖𝙞𝙡𝙮 𝙩𝙧𝙖𝙣𝙨𝙖𝙘𝙩𝙞𝙤𝙣𝙨?”, most participants noted they previously used the Document Tracking System (DTS) exclusively for salary inquiries. The team clarified that public search functions were disabled to comply with data privacy standards, as these needs are now addressed through the 𝐂𝐢𝐭𝐲 𝐄𝐦𝐩𝐥𝐨𝐲𝐞𝐞 𝐌𝐨𝐛𝐢𝐥𝐞 𝐀𝐩𝐩𝐥𝐢𝐜𝐚𝐭𝐢𝐨𝐧 (𝐂𝐄𝐌𝐀).

Designed to be as intuitive as familiar social media platforms like Facebook, the application serves as a centralized, official communication channel exclusive to the City Government of Davao employees. It streamlines interactions across departments, allowing users to track accountabilities, raise concerns, and receive real-time office-level and city-wide announcements to ensure the dissemination of accurate information.

Feedback from the CSWDO staff was positive, with comments such as:
