60 YEARS OF NAPOLCOM: A LEGACY OF PUBLIC SERVICE

For six decades, the National Police Commission (NAPOLCOM) has stood as a vital institution in the pursuit of a professional, efficient, and accountable police service.

Its journey began on September 8, 1966, with the enactment of Republic Act No. 4864, or the Police Act of 1966, which created the Police Commission (POLCOM) under the Office of the President. Born out of the need to strengthen local police agencies and restore public confidence in law enforcement, POLCOM carried the mandate to promote efficiency in police organization, administration, and operations, and to elevate the local police to a professional level.

Through the years, the Commission evolved alongside the nation’s police system. From its reorganization as the National Police Commission (NAPOLCOM) in 1972, to its role in the establishment and development of the Philippine National Police under Republic Act No. 6975, and its strengthened administration and control over the PNP through Republic Act No. 8551, NAPOLCOM has remained steadfast in fulfilling its constitutional mandate.

Today, 60 years later, the mission continues.

As NAPOLCOM celebrates its 60th Anniversary, we honor the generations of leaders and personnel who have carried the Commission’s mandate forward, and reaffirm our commitment to a police service that is professional, effective, accountable, and worthy of the public’s trust.

NH | NAPOLCOM XI Conducts On-Site Processing of Exam Applications in Mati City

Mati City, Davao Oriental – As of the moment, the National Police Commission Regional Office XI, under the leadership of Dir. Ma. Teresa Tuburan-Pacudan, CESO IV, Regional Director, is conducting on-site processing of applications for the PNP Entrance and Promotional Examinations today, September 5, 2026, in the City of Mati. The said endeavor is done in collaboration with the City Government of Mati.

The activity aims to bring NAPOLCOM services closer to aspiring police officers and uniformed personnel from Davao Oriental and nearby municipalities who intend to take the upcoming examinations this October 18, 2026.

Personnel from NAPOLCOM XI facilitated the evaluation of documentary requirements, issuance of notices, and assistance to applicants regarding examination procedures.

The NAPOLCOM Regional Office XI expresses its appreciation to the City Government of Mati for its support and cooperation in the successful conduct of the activity, emphasizing the importance of inter-agency collaboration in making frontline services more accessible to the public.

The NAPOLCOM XI continues to conduct similar outreach activities across Davao Region to accommodate more applicants ahead of the deadline for filing of applications.

RTCCPCJ holds First Meeting to Strengthen Regional Coordination on Crime Prevention

On September 3, 2026, the Regional Technical Coordinating Committee on Crime Prevention and Justice (RTCCPCJ) held its first meeting on September 3, 2026, at the Department of Health Regional Office XI (DOH XI) Conference Hall, Davao City, marking a significant step toward strengthened regional coordination and collective action in advancing crime prevention.

The meeting followed the formal constitution of the RTCCPCJ on August 28, 2026, which brought together representatives from various government agencies, local government units, law enforcement agencies, and other partner organizations committed to supporting crime prevention and justice initiatives in the Davao Region.

Initially, the members of the RTCCPCJ are composed of the members of the National Crime Prevention Week Technical Working Group (NCPW-TWG), whose collaborative efforts for the past four years during the observance of the 32nd National Crime Prevention Week paved the way for a more sustained and coordinated regional mechanism for crime prevention.

The first meeting served as an avenue for members to discuss the committee’s roles and responsibilities, programs and activities, and identify mechanisms for inter-agency coordination. It also provided an opportunity for the member-agencies to align their respective initiatives and identify areas where collective action can be strengthened through the Regional Crime Prevention and Implementation Plan (RCPIP).

The establishment of the RTCCPCJ underscores the importance of a whole-of-community approach in addressing crime and promoting peace and security. Through strengthened partnerships, information-sharing, coordinated interventions, and responsive governance, the committee seeks to contribute to safer, more peaceful, and secure communities across the region.

The constitution of the RTCCPCJ and the conduct of its first meeting demonstrate the continuing commitment of its member-agencies to institutionalize collaboration and sustain the momentum generated during the 32nd National Crime Prevention Week, with the theme, “Strengthening Civilian Oversight and Collective Action for Safer Communities.”

32nd National Crime Prevention Week Kicks Off in Tagum City

On September 1, 2026, the National Police Commission Regional Office XI (NAPOLCOM XI), in partnership with the City Government of Tagum and the National Crime Prevention Week Technical Working Group (NCPW-TWG), officially kicked off the 32nd National Crime Prevention Week (NCPW) today at the Tagum City Hall, Davao del Norte carrying the theme, “Strengthening Civilian Oversight and Collective Action for Safer Communities.”

The activity commenced with the arrival of participants, guests, and heads of offices or representatives of the Regional Technical Coordinating Committee for Crime Prevention and Justice (RTCCPCJ), followed by the Flag Raising Ceremony, which highlighted the collective commitment of government agencies and partner organizations toward crime prevention and public safety.

Representing Tagum City Mayor Rey T. Uy, City Administrator Edgar C. De Guzman delivered the Welcome Message and expressed the City Government’s gratitude and honor in being chosen as the host and in being part of this significant national event.

Moreover, a message of support was likewise delivered by PCOL Renante C. Cabico, Chief of Regional Staff, Police Regional Office XI, who represented PBGEN Leon Victor Z. Rosete, Regional Director of the Police Regional Office XI.

A key highlight of the program was the “Pagtataya ng Mamamayan sa Paghadlang ng Krimen” and Ceremonial Blowing of the Whistle, led by NAPOLCOM XI Regional Director Ma. Teresa Tuburan-Pacudan, CESO IV. The activity symbolized the active participation of citizens in crime prevention and underscored the vital role of civilian involvement in promoting safer communities.

The activity culminated with a Bomb Threat Drill conducted by the Davao del Norte Police Provincial Office, which was presented on the big screen at the Tagum City Atrium for the participants and guests to witness. The drill demonstrated the appropriate procedures and response mechanisms in addressing a potential bomb threat, highlighting the importance of preparedness, vigilance, inter-agency coordination, and proper response during emergencies.

The kickoff activity served as a strong reminder that crime prevention is not merely a week-long celebration but a continuing responsibility that requires the sustained commitment of government institutions, law enforcement agencies, partner organizations, and the community.

NAPOLCOM XI joins DCDR 87.5 FM Live Radio Guesting for 32nd NCPW Celebration

In line with the celebration of the 32nd National Crime Prevention Week (NCPW), representatives from the National Police Commission Regional Office XI (NAPOLCOM XI) participated in a live radio guesting over Davao City Disaster Radio (DCDR) 87.5 FM on August 27, 2026.

Representing NAPOLCOM XI were Atty. Christian Bryan S. Arias, Chief, Technical Services Division (TSD), and Ms. Rosaly May P. Sarcena, Chief, Planning Section. The discussion, anchored by Mr. James Galay highlighted the various activities lined up for the 32nd NCPW celebration, as well as relevant crime prevention issues and NAPOLCOM's perspectives on strengthening civilian oversight and collective action for safer communities.

During the discussion, NAPOLCOM XI emphasized that crime prevention is a shared and continuing responsibility that goes beyond the annual observance of NCPW. While it provides an opportunity to raise awareness and strengthen collaboration among stakeholders, the commitment to preventing crime and building safer communities must be upheld and practiced every day throughout the year.

Moreover, the radio guesting also provided an avenue to promote the upcoming PNP Entrance and Promotional Examinations, encouraging qualified individuals to participate and consider a career in public service.

NAPOLCOM REGIONAL HIGHLIGHTS | ONGOING PROCESSING OF APPLICATIONS FOR THE OCTOBER 2026 PNP ENTRANCE AND PROMOTIONAL EXAMINATIONS

NAPOLCOM XI, through the leadership of Director Ma. Teresa Tuburan-Pacudan CESO IV, has commenced the processing of applications for the October 2026 PNP Entrance and Promotional examinations in Davao Region last August 18, 2026. Applicants who have scheduled their appointments via the NAPOLCOM Online Scheduling System (NOSS) personally submitted their documents at the NAPOLCOM Regional Office XI in Davao City, from 08:00AM to 05:00PM Mondays to Fridays, except non-working holidays. The application period will end on September 17, 2026.

As of this writing, NAPOLCOM XI continues to process and evaluate the applications in accordance with existing rules, regulations, and established procedures by the Commission. To ensure that the applications are orderly and efficient, NAPOLCOM XI advised all applicants to personally submit the following requirements:

FOR PNP ENTRANCE EXAMINATION:

1. Printed or Electronic Copy of the Notice generated after registering online (For Applicants with Scheduled Appointments Only);

2. One (1) recent, colored Passport size photos (in white shirt and white background) with name tag (first, middle, last names);

3. One valid government-issued ID with applicant’s date of birth (National*, Passport, Postal, Driver’s License, etc.);
*Note: In view of the absence of a signature on the PSA-issued National ID (physical card or digital copy in a printed paper format), the applicant must also present either a non-government-issued ID with signature or, alternatively, a NBI/Police/Barangay Clearance bearing a signature for specimen signature verification.

4. Photocopy (present the original) or Certified Machine Copy of ANY of the following:
Transcript of Records; or Diploma; or Certificate of Graduation

5. One (1) legal-size window envelope with
Twenty-One Pesos (Php 21.00) worth of
Mailing Stamp (from ANY Philippine Post Office)
