The Development Academy of the Philippines (DAP), through its regional operations center, DAP sa Mindanao (DsM), welcomed representatives of the University of Northwestern Mindanao(UNM) led by Dr. Reynaldo E. Manuel Jr. to the DAP sa Mindanao Office in Davao City on 13 August 2026 for discussions with the DsM team led by Vice President Jaypee O. Abesamis.

As a newly established state university, UNM occupies an important space in helping expand access to higher education and supporting development in Northwestern Mindanao. The meeting provided an opportunity to exchange insights on the University's plans, opportunities, and institutional development needs.

Both parties explored possible areas of collaboration aligned with DAP's mandate of fostering institutions as forces for development—supporting organizations as they strengthen their systems, capabilities, and capacity to create public value.

Through DAP sa Mindanao, the Academy continues to engage institutions across the region that are navigating growth, change, and increasing responsibilities in the service of their communities.

As the Development Academy of the Philippines (DAP) continued to expand its role in public sector development, it established the Regional Office for Region XI on August 12, 1976 — marking the beginning of DAP’s enduring presence in Mindanao.

For five decades, DAP’s presence in Mindanao has been guided by a commitment to dangal at galing — upholding integrity in public service and advancing excellence in governance through knowledge, innovation, and capacity development. Through partnerships with local governments, national government agencies, academic institutions, civil society organizations, and development partners, DAP has contributed to building stronger institutions and more capable public servants across the region.

Today, DAP sa Mindanao carries forward this legacy as the Academy’s regional operations center, working alongside stakeholders to strengthen governance systems, foster future-ready leadership, and create meaningful public value for Mindanao and its people.

As DAP celebrates its 53rd Anniversary under the theme “Dangal at Galing para sa Bagong Pilipinas,” we also commemorate 50 years of service in Mindanao —a milestone that reflects the Academy’s enduring commitment to excellence, integrity, and transformative public service in support of a more capable, responsive, and future-ready Philippines.

𝗔𝗰𝗰𝗼𝘂𝗻𝘁𝗮𝗯𝗶𝗹𝗶𝘁𝘆 𝗮𝗻𝗱 𝘁𝗿𝗮𝗻𝘀𝗽𝗮𝗿𝗲𝗻𝗰𝘆 — 𝗮𝘁 𝘁𝗵𝗲 𝗵𝗲𝗮𝗿𝘁 𝗼𝗳 𝗽𝘂𝗯𝗹𝗶𝗰 𝘀𝗲𝗿𝘃𝗶𝗰𝗲.

DAP sa Mindanao welcomed the Commission on Audit – Regional Office XI for the CY 2026 Entrance Conference held on 17 July 2026 at the DAP sa Mindanao office in Davao City, formally opening the annual audit process for the center’s operations and financial accounts.

The conference was led by COA-XI Regional Supervising Auditor Luzvimind C. Ponce and DAP sa Mindanao Vice President Jaypee O. Abesamis, together with members of both the audit team and the DsM staff.

The entrance conference reflects the commitment of the Development Academy of the Philippines to the responsible stewardship of public resources across all its operations. As DAP’s regional operations center in Mindanao, DsM’s accountability is integral to the Academy’s institutional standards — and the annual audit affirms that the same discipline and transparency the Academy upholds at the national level is practiced on the ground, where DsM’s work with partners and communities takes shape.

The Development Academy of the Philippines (DAP), through its regional operations center – DAP sa Mindanao (DsM), and the City Government of Butuan (CGB) have successfully concluded the Technical Assistance for the Pilot Development and Implementation of the Butuan Local Planning Academy (BLPA), marking the culmination of more than a year of close collaboration from April 2025 to June 2026.

The partnership formally concluded during the Virtual Project Closure Meeting held on 24 June 2026, where DAP and the City Government of Butuan celebrated the successful completion and turnover of the project’s key institutional outputs—reflecting their shared commitment to building a more capable, future-ready, and learning-oriented local government.

Throughout the engagement, DAP provided technical assistance in establishing the BLPA through strategic foresight and roadmapping workshops, focus group discussions and key informant interviews, the development of the BLPA Roadmap 2025–2040, a Training Needs Assessment, and a competency-based Learning and Development Program. The project also delivered six major capacity development interventions covering planning, data analytics, research, systems and strategic thinking, policy and stakeholder engagement, and resource development, training management, and monitoring and evaluation.

As Butuan City’s learning and innovation hub, the BLPA is envisioned to strengthen the capabilities of local leaders, planners, and public servants to anticipate emerging challenges, make evidence-informed decisions, and deliver more responsive, inclusive, and resilient public services.

DAP, through DAP sa Mindanao, expresses its sincere appreciation to the City Government of Butuan, the BLPA Core Team, partner offices, resource persons, and all stakeholders whose trust, collaboration, and shared commitment made this milestone possible. Sa pagdiriwang ng Araw ng Kalayaan, nakikiisa ang DAP sa Mindanao sa pagpupugay sa mga Pilipinong patuloy na naglilingkod sa bayan at nagsusulong ng pag-unlad sa kani-kanilang mga komunidad.

Nawa’y magsilbing paalala ang araw na ito na ang kalayaan ay hindi lamang isang pamana ng ating kasaysayan, kundi isang pananagutang isinasabuhay sa pamamagitan ng pagkakaisa, malasakit, at paglilingkod sa kapwa.

As part of the Development Academy of the Philippines’ continuing engagement with key institutions in Mindanao, Vice President Jaypee O. Abesamis conducted courtesy visits with Caraga State University President Dr. Rolyn C. Daguil, PPA Rehiyon Trese leaders Regional Officer-in-Charge Lovella Libertad, CESE, and Officer-in-Charge Assistant Regional Director Cenen Castellano, and DEPDev Caraga Region Director Gemima A. Olam, CESO IV. From research and education to public sector learning and regional development, each engagement underscored the importance of strengthening institutions and investing in people.

Through these partnerships, the Development Academy of the Philippines, through DAP sa Mindanao, continues to bring its learning, research, and development expertise closer to communities—supporting local initiatives and helping build a more capable, resilient, and future-ready public sector in the Southern Philippines.

DAP sa Mindanao was honored to welcome Vice President Jaypee O. Abesamis during a management briefing that brought together members of the Academy’s leadership and the DsM team. The engagement provided an opportunity to exchange insights, discuss priorities, and strengthen alignment as DAP continues to advance its mission across Mindanao.

DsM likewise extends its appreciation to DAP Senior Vice President for Programs and Acting Executive Vice President Magdalena L. Mendoza, Finance Department Manager Anatalia Barawidan, and our colleague from the Central Office for their presence and continued guidance. Their participation underscored the spirit of collaboration and shared purpose that drives the Academy’s work.
