1ST CMFC │ PROLECCCS (Prosecution, Law Enforcement, Courts, and Community Coordinating Services) Seminar
A Capacity-Building Seminar on Arrest, Search, and Seizure, with emphasis on Warrantless Search Procedures and other pertinent laws, was successfully conducted for the field personnel of the 1st and 2nd City Mobile Force Company (CMFC) and Task Force Davao (TFD). The activity was graced and supervised by PCOL PETER B. MADRIA, City Director of DCPO; COL RODRIGO A. MARAÑAS JR., Force Commander of TFD; HON. ROWENA M. APAO-ADLAWAN, Executive Judge of RTC XI; PLTCOL DAISY G TORRES, Acting Force Commander, 1st CMFC; along with distinguished lecturers and resource speakers from the Public Attorney’s Office (PAO), the Prosecution and Law Enforcement Coordinating Committee Secretariat (PROLECCS), and Task Force Davao.
The activity was driven by the need to further enhance the legal knowledge and operational competence of personnel assigned to the three major border control points and tri-boundary areas of Davao City. It aimed to ensure that checkpoint operations, inspections, searches, and apprehensions are carried out in accordance with existing laws, established procedures, and the principles of human rights protection.
Participants included frontline personnel from the Philippine National Police assigned to the 1st and 2nd CMFC, as well as members of the Armed Forces of the Philippines under Task Force Davao deployed at the Sirawan, Lasang, and Lacson border control points. To reinforce the lessons discussed, the seminar incorporated practical workshops and simulation exercises. One of the key scenarios involved the interception of a vehicle transporting concealed contraband while simultaneously committing violations observable under the plain-view doctrine, allowing participants to apply legal principles in a realistic operational setting.
The seminar and workshop successfully strengthened the participants’ understanding of lawful arrest, search, and seizure procedures, effectively bridging the gap between legal concepts and actual field operations. Through the collaborative efforts of DCPO, Task Force Davao, the Judiciary, and the Prosecution Service, participating personnel are now better equipped to perform their duties effectively while upholding the rule of law, respecting human rights, and maintaining public safety in the city's border control areas.
