The Department of Labor and Employment Cavite Provincial Office joined the conduct of the Grand Ease of Doing Business Fair 2026 organized by the Anti-Red Tape Authority (ARTA) Southern Luzon in coordination with the City Government of Tagaytay, Cavite, held at Sigtuna Hall, Tagaytay City, Cavite.

Various government agencies such as PRC, PhilHealth, SSS, GSIS, Pag-IBIG, BIR, OWWA, DICT, PSA, and others participated in the said activity which aims to bring government services and transactions closer and more accessible to stakeholders and the public.

JUST IN: Building Stronger Labor-Management Relations: WODP Capacity Building Seminar Kicks Off

CAVITE, PHILIPPINES — To foster a more harmonious and collaborative labor environment, the Department of Labor and Employment (DOLE) Cavite Provincial Office officially commenced its WODP Training Level 1A & Level 2A: Building Strong Workers' Organizations, Training on Development and Program Management. Currently underway, the intensive program brings together management representatives and formal workers' organizations to equip them with essential leadership, legal, and operational tools.

A key highlight of this run is the introduction of a ladderized training framework under the Workers’ Organization Development Program (WODP) Plus. This progressive approach ensures unions systematically advance from foundational knowledge to complex project management. By pairing these structured learning levels with WODP Plus livelihood assistance, DOLE aims to empower unions to establish and manage their own profitable business undertakings, successfully transforming traditional labor unions into self-reliant, entrepreneurial organizations.

Crucial to this development is a comprehensive discussion on union rights and obligations. The session outlines the fundamental rights of workers to organize, collectively bargain, and seek institutional growth, while equally emphasizing their obligations to maintain democratic governance, financial transparency, and accountability to their members.

By defining these parameters alongside the responsibilities of employers, the seminar underscores that genuine industrial peace is achieved through mutual respect. Training side-by-side allows management and labor delegates to actively break down workplace silos, co-creating initiatives that boost productivity while safeguarding labor rights for a more resilient Cavite workforce.

In coordination with the Public Employment Service Office (PESO), the Department of Labor and Employment (DOLE) Cavite Provincial Office (CPO) conducted an orientation for beneficiaries of the Special Program for Employment of Students (SPES).

A total of 210 students and out-of-school youth beneficiaries participated in the orientation under the Provincial Government of Cavite and the City Government of General Trias.

The orientation aimed to provide beneficiaries with a clear understanding of SPES guidelines, including their duties and responsibilities, workplace ethics, and the benefits they will receive. It also emphasized the importance of professionalism and maximizing the opportunity to gain meaningful work experience.

Through the SPES program, students and OSY from low-income families with summer employment opportunities to help finance their education while gaining work experience. Under the program, private and public sector employers hire students as temporary employees, paying 60% of their salaries, while DOLE covers the remaining 40%.

The 2nd Quarter Cavite PESO Managers Meeting was successfully held last May 13, 2026 at Farm Hills Café Garden and Restaurant in Silang, Cavite

The meeting was attended by PESO Managers and staff from various cities and municipalities across Cavite to discuss key updates on programs and employment facilitation, labor market services, and livelihood programs. It also served as a venue to assess the collective achievements accomplished in the first quarter of the year.

Cavite Provincial Director Marivic B. Martinez delivered her opening message and emphasized the important role of PESO Managers in strengthening employment services, expanding opportunities, and ensuring that government programs effectively reach every Caviteño.

The primary objective of the meeting was to further strengthen coordination and collaboration among PESO offices to ensure a more efficient delivery of services and wider access to employment opportunities. Participants also actively engaged in the sharing of best practices to further improve PESO services in their respective localities. 💼✨

DOLE Cavite recently rolled out the TUPAD TULOY PASADA PROGRAM in Cavite City and Dasmariñas City to provide assistance to public utility drivers, helping them sustain their livelihood while ensuring the continued operation of public transportation services amid ongoing fuel crisis.

The initiative is being implemented under the Department of Labor and Employment’s Tulong Panghanapbuhay sa Ating Disadvantaged Workers (TUPAD) Program and serves as part of the government’s response to the energy emergency pursuant to Executive Order No. 110, which institutionalized the Unified Package for Livelihoods, Industry, Food, and Transport (UPLIFT) Program through a whole-of-government approach.

Beneficiaries for the initial implementation were identified by the Land Transportation Franchising and Regulatory Board (LTFRB), highlighting the collaborative efforts of government agencies in extending immediate support to transport workers and maintaining accessible transportation services for the public.

The Department of Labor and Employment (DOLE) successfully conducted the Technical and Advisory Visit Orientation at the Municipality of Maragondon, Cavite and Municipality of Mendez, Cavite, with the participation of around 200 business owners and staff from various establishments.

The activity aimed to strengthen awareness and compliance with labor laws and workplace standards. Discussions focused on General Labor Standards, Occupational Safety and Health Standards, and the DOLE Integrated Livelihood Program (DILP). Representatives from the Department of Trade and Industry (DTI) were also invited to discuss the Barangay Micro-Business Enterprise (BMBE) program and its benefits to micro and small businesses.

Through this initiative, DOLE and its partner agencies continue to empower local businesses by promoting safe workplaces, workers’ welfare, and sustainable livelihood opportunities.

HAPPENING NOW | The Department of Labor and Employment (DOLE) is currently convening a convergence meeting with partner government agencies in relation to the implementation and strengthening of its DOLE Integrated Livelihood Program and DOLE Adjustment Measures Program (DOLE-AMP).

Representatives from the Department of Agrarian Reform (DAR), Technical Education and Skills Development Authority (TESDA), Department of Science and Technology (DOST), Department of Social Welfare and Development (DSWD), Department of Trade and Industry (DTI), and Department of Environment and Natural Resources (DENR) are taking part in the discussion to identify possible areas of collaboration, harmonize interventions, and further improve the delivery of programs and services for workers, associations, and communities.

The activity highlights the continuing commitment of government agencies to strengthen inter-agency cooperation in promoting sustainable livelihood opportunities and responsive assistance for beneficiaries across sectors.
