FAKE VEHICLE PLATE MANUFACTURING OPERATIONS CRACKED IN METRO MANILA, DAVAO; 11 ARRESTED

The Philippine National Police, under the command of PNP Chief PGEN Jose Melencio C. Nartatez Jr., arrested eleven suspects in three separate operations targeting alleged illegal vehicle license plate manufacturing activities in Malabon City, Manila, and Davao City on September 2 and 3, 2026.

The first operation was conducted on September 2 in Barangay Tugatog, Malabon City, where the CIDG Anti-Organized Crime Unit (AOCU), together with the Land Transportation Office (LTO) Intelligence and Investigation Division and Malabon City Police Station, arrested two female suspects during an entrapment operation. Seized from the operation were four pairs of counterfeit motor vehicle license plates, pressing machines, assorted vehicle plates in bundles and scrap, and other materials allegedly used in producing unauthorized plates.

On September 3, the CIDG AOCU and LTO Intelligence and Investigation Division conducted a follow-up operation in Barangay 649, Baseco, Port Area, Manila City, resulting in the arrest of three more suspects. Authorities confiscated fake license plates, improvised assorted acrylic plates, a computer monitor, keyboard, Central Processing Unit (CPU), Automatic Voltage Regulator (AVR), and other materials allegedly intended for the manufacture of fake plates.

Also on September 3, the CIDG Davao City Field Unit, together with representatives of LTO Region XI and territorial police units, conducted a simultaneous operation along Quezon Boulevard, Davao City. Six suspects were arrested, while 66 pieces of improvised vehicle and motorcycle license plates and various tools and materials allegedly used in the illegal manufacturing activity were seized.

The operations underscore the PNP’s firm action against activities that undermine the integrity of the country’s vehicle registration and identification system. Under Republic Act No. 4136, or the Land Transportation and Traffic Code, the manufacture, use, attempted manufacture or use, or sale or disposal of a driver’s license, certificate of registration, number plate, tag, or permit that imitates or resembles those legally issued is prohibited.

“These operations demonstrate that the PNP will act decisively against individuals who exploit the vehicle registration system for unlawful purposes. We will work closely with our partner agencies to protect the integrity of legitimate vehicle documents and hold violators accountable under the law,” PGEN Nartatez said.

“Hindi natin hahayaang gamitin ang mga pekeng plaka para linlangin ang mga awtoridad o itago ang pagkakakilanlan ng mga sasakyan. Pananagutin natin ang mga lumalabag sa batas,” he added.

The sustained enforcement effort also reflects the PNP Focused Agenda, its strategic direction for strengthening police service, particularly through Enhanced Managing Police Operations by sharpening law enforcement efforts against organized and illicit activities.

As the PNP strengthens its campaign against illegal vehicle plate manufacturing under the directive of President Ferdinand R. Marcos Jr., it assures the public of “Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat, at Nararamdaman.”

TEN WANTED PERSONS ARRESTED AS PNP SUSTAINS NATIONWIDE OPERATIONS

The Philippine National Police, under the command of PNP Chief PGEN Jose Melencio C. Nartatez Jr., arrested ten wanted persons in separate operations conducted across the country on September 9, 2026, as the PNP continues its efforts to locate individuals with standing warrants and bring them before the proper judicial authorities.

In Pangasinan, police arrested a 38-year-old Filipino male in San Carlos City. He was ranked seventh among the area’s most wanted persons and was facing a carnapping charge. The operation involved the CIDG, San Carlos City Police Station, and Highway Patrol Group.

In Bacnotan, La Union, a 50-year-old Filipino male, ranked eighth among the area’s most wanted, was arrested at about 9:40 a.m. for two counts of statutory r**e. The warrant was served by the Bacnotan MPS, La Union PPO, Regional Intelligence Division, and other supporting units.

Negros Occidental recorded two arrests. In La Castellana, a 33-year-old Filipino male, ranked ninth among the area’s most wanted, was arrested for three counts of r**e by the CIDG, La Castellana MPS, Sipalay CPS, and intelligence units. In Sipalay City, a 27-year-old Filipino male, ranked eighth, was arrested for statutory r**e and statutory acts of lasciviousness by the CIDG, Sipalay CPS, and intelligence personnel.

In Romblon, a 51-year-old Filipino male was arrested in Odiongan for five counts of statutory r**e. He was ranked eighth among the area’s most wanted. The operation involved the CIDG Romblon, Odiongan MPS, Romblon PPO, intelligence personnel, and the local maritime law enforcement team.

Two separate arrests were also made in Urdaneta City, Pangasinan. At about 2:00 p.m., a 28-year-old Filipino male, ranked fourth among the area’s most wanted, was arrested for violation of Republic Act No. 10883, or the New Anti-Carnapping Act of 2016. Ten minutes later, police arrested a 26-year-old Filipino male, ranked fifth, for two counts of sexual assault. The operations involved local police, CIDG, Regional Mobile Force Battalion, and intelligence units.

In General Santos City, a 48-year-old Filipino male was arrested for acts of lasciviousness through the service of a warrant by Police Station 8 personnel. In Bongabon, Nueva Ecija, a 32-year-old Filipino male wanted for r**e was arrested by personnel of the Tagoloan MPS of Lanao del Norte and Bongabon MPS of Nueva Ecija.

The final arrest was recorded in Cabuyao City, Laguna, where police apprehended a 21-year-old Filipino male, ranked fourth among the most wanted persons of the Police Regional Office 6, for r**e. The operation was carried out by the San Jose MPS of Antique and Cabuyao CPS of Laguna.

PNP Chief Police General Jose Melencio C. Nartatez Jr. said the operations reflect the importance of sustained coordination in locating wanted persons, particularly those who may be outside their areas of residence.

“Kapag may warrant, hindi natin hinahayaan na mawala sa ating radar ang taong dapat humarap sa korte. We locate them, make the arrest properly, and turn them over for the next step in the legal process. Simple, lawful, and consistent,” PGen Nartatez said.

The operations are part of the PNP’s continuing implementation of its Focused Agenda through Enhanced Managing Police Operations, strengthening coordination and timely police action across units. This supports President Ferdinand R. Marcos Jr.’s call for responsive public service and safer communities.

The PNP reiterated that all arrested persons remain entitled to their constitutional rights and the presumption of innocence. The public is encouraged to provide credible information on wanted persons through proper police channels and to leave enforcement to authorities.

Through sustained and lawful police operations, the PNP remains committed to delivering the Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat at Nararamdaman.
