On May 29, 2026, the Bureau of Fire Protection (BFP) - Zamboanga del Norte and DepEd Dapitan City officially signed a Memorandum of Agreement at the SDO Conference Hall to strengthen disaster risk reduction in local schools. The agreement was forged between BFP Acting Fire Marshall PSUPT Richard C. Timosa, FSC, and DepEd Schools Division Superintendent Jay S. Montealto, CESO V, who was represented by SGOD Chief Sherlito E. Sagapsapan. To launch the long-term partnership, the BFP distributed life-saving fire extinguishers and essential school supplies to its priority recipient, Selinog Integrated School, aiming to embed fire safety and emergency readiness into the educational system.

This initiative is crucial for Geographically Isolated and Disadvantaged Areas (GIDA) like Selinog Island, which is far from mainland urban centers and lacks rapid access to standard emergency services. Remote schools are often exposed to unique environmental hazards, making them highly vulnerable to disasters. By equipping local learners and educators with hands-on safety tools, material support, and formal training, this partnership bridges a critical resource gap and shifts the community from passive vulnerability to active, well-prepared resilience.

DAPITAN CITY, Philippines โ€” In a solid step toward community development, the Department of Education (DepEd) Dapitan and the Rizal Shrine Masonic Lodge No. 434 officially forged a Memorandum of Agreement (MOA) today, May 28, 2026, to launch the outreach program โ€œTsinelas ni Pepe.โ€ Staged at Tag-ulo Elementary School in the remote area of Barangay Tag-ulo, the joint humanitarian project immediate benefited local schoolchildren by providing them with free slippers, school supplies, and nutritious hot meals. The initial distribution turned into a vibrant celebration of community cooperation, bringing smiles to young learners and reinforcing grassroots support for public education.

The primary purpose for this collaborative outreach extends beyond basic charitable giving; it aims to eliminate the daily socioeconomic barriers that hinder rural children from pursuing their education. Inspired by the legacy of Dr. Jose Rizal (affectionately called "Pepe"), who championed youth education during his exile in Dapitan, the project seeks to safeguard the dignity, health, and morale of the students by ensuring they do not have to walk to school barefoot or study on empty stomachs. By equipping Tag-ulo's youth with proper footwear and essential learning tools, DepEd Dapitan and the Rizal Shrine Freemasons hope to foster a more inclusive learning environment, reduce student absenteeism, and inspire a culture of civic responsibility and mutual aid within the city.

In reference to DepEd Order No. 23, s. 2022 and Regional Memorandum No. 6. s. 2025 re: Child Find Policy with Disabilities Toward Inclusive Education, the Dapitan City Alternative Learning System (ALS) successfully conducted its 2026 Advocacy and Social Mobilization Cum Literacy Mapping in Barangay Liyang, May 25.
Conduct of the said advocacy and mapping activities in the community was to help them understand the importance of Child Find Policy, list out-of-school youth, adults and children with disabilities and ensure partnership with barangay officials as DepEd widens its curriculum instructions to far-flung areas in the city.
The initiative was carried out through a house-to-house visitation with Team Leaders Otto von Borbon, Noli Paguigui, Edwin Acojedo, and Joecy Chua Sanggumay closely coordinated with the Barangay Council led by Barangay Captain Jonathan Redillas.

The team covered 20 households and identified 18 prospective learners for both elementary and secondary levels, consisting of ten males and eight females.

The activity's success was possible because of the hardworking and committed ALS teachers and the strong support of Schools Division Superintendent (SDS) Jay Montealto and Division ALS Focal Person Ma. Perga Acaylar Cadiente

The ongoing mapping and social mobilization program will span from May 25-29, 2026 across five districts of Dapitan City to ensure that no learner is left behind.
