The Provincial Land Use Committee of Zamboanga del norte endorsed the 2023-2032 Comprehensive Land Use Plan of the City Government of Dapitan after several months of review by the provincial body and the Regional Line Agencies of Government.

Officer-in-Charge of the Provincial Planning and Development Office, Augee Lopez, approved the endorsement after the deliberations between members of the PLUC. The event was attended by representatives from the different line agencies of government including DAR, DA, DENR, DENR EMB, DHSUD, DILG, OCD, DOST PHIVOLCS, DOST, DOT, as well as members of PLUC itself including PICPA, Dipolog Chamber of Commerce and other sectoral representatives.

The City Planning and Development Coordinator Office led by Mr. Raul G. Abejero presented the 2023-2032 CLUP inlcuding relevant maps to the body for additional comments and suggestions. Among the personnel from the City Government of Dapitan who attended the event include Mr. Jervie Q. Padrones, Ms. Ailyn S. Catipay, Engr. Inocencio P. Viadnes Jr., and Mr. Jan Lester L. Adrias.

OIC-PPDO Lopez noted that the LGU must furnish PLUC a copy of the final CLUP with the integrated comments and suggestions raised during the PLUC meeting.

The CLUP and Zonging Ordinance will pass through the final reading at the Sangguniang Panlungsod before its final endorsement to PLUC for approval by the Sangguniang Panlalawigan.

A new research project from Jose Rizal Memorial University's which aims to retrace and validate Dr. Jose Rizal's contribution to the construciton of Dapitan City's old Linao Water System is now ready for implementation as it inks its partnership with the City Government of Dapitan for logistical and data gathering support.

Mayor Seth Frederick Jalosjos warmly greeted JRMSU's delegation headed by Dr. Maria Rio Abdon Naguit, University President, Dr. Rizza B. Bagalanon, Vice President for Research, Development, and Extension, Vice President for External Affairs, Linkages and Resource Generation, Dr. Joseph Salvel R. Campiseño, and Professor Leah S. Paladen, Project Team Leader and Faculty of the College of Arts and Sciences.

JRMSU's research project seeks to boost efforts for the recognition of the Linao Water System as an important tangible cultural property or historic site by the National Historical Commission through the exploration of historical documents to understand Rizal's contribution as a Perito Agrimensor including the engineering aspects of the construction project. Part of its significant contribution is the design and utilization of educational materials to promote the Linao Water System and Rizal's contribution as a testament to the examples the National Hero has set for the current and future generations.

The research is crucial project among JRMSU's pipeline of future projects that aim to revive interest on the actual works of Rizal in Dapitan City. Dr. Naguit shared with Mayor Seth Frederick Jalojsos an upcoming conference in July 2024 among the series of activities set by the university in collaboration with experts and academics from renowed universities in the country to help provide a wider appreciation of the historical Dapitan and Rizal as one of its most notable figures.

2023 CBMS Data Turnover

The City Government of Dapitan under the leadership of Hon. Seth Frederick P. Jalosjos and City Administrator, Atty. Amalou R. Tumapon-Monroyo recognizes the crucial role of data for efficient and effective implementation of Projects, Programs and Activities intended for the welfare of the Dapitanons. On April 17, 2024, the Philippine Statistics Authority – Zamboanga del Norte Field Office formally turned-over the 2023 Dapitan City CBMS through a ceremony to the City Government of Dapitan. The event was attended by the CBMS Coordinating Board, LGU Department Heads and representatives, and key stakeholders of the community. The activity marks the successful conclusion of the 2023 CBMS operation within Dapitan City.

Following the training of CBMS enumerators, Dapitan CBMS began its data collection on May 22, 2023 until August 1, 2023. Data processing was initiated right away; however, it was impeded during the months of October and November of 2023 due to reported system issues within PSA. The Philippine Statistics Authority resumed CBMS operations on November 28, 2023. Amidst the delay, the data processing of the 2023 Dapitan City CBMS successfully ended on February 29, 2024. The CBMS data review was conducted last April 5, 2024 and was attended by the CBMS Coordinating Board, City Government Department Heads, and stakeholders joined to validate the preliminary results of the 2023 CBMS.

During the Data Turnover Ceremony, Hon. Mayor Bullet Jalosjos and Atty. Monroyo expressed their gratitude to the Philippine Statistics Authority –Zamboanga del Norte for their technical assistance to the LGU-funded CBMS operations. The City Mayor also noted that such milestone is crucial given that data-based planning and project implementation will result in effective public services for the Dapitanons. The City is currently on track in its desire to become the 1st SMART Heritage City of the Philippines, the Community Based Monitoring System data plays a crucial component in realizing that goal.

The CBMS offer communities the ability to take part in the planning, development, and monitoring process; improvement of the socioeconomic profile, development, and investment plans; enrichment of the LGU databases currently in use; assistance in identifying eligible beneficiaries and resources; and diagnosis of poverty at the local level, he added.

The city mayor vows for targeted government programs across all sectors with the administration’s Data-Driven governance. Through the CBMS, the LGU takes a new set of lenses that focuses on the areas for development across all sectors. This will enable and promote improved planning and decision-making within the City. In recent years, Dapitan City has continously sought to advance the use of data, technology, and innovation for development and the general welfare of the Dapitanons.

MinDA Coordination Meeting
April 12, 2024

Representatives of the Mindanao Development Authority (MinDA) were warmly welcomed by Atty. Amalou R. Tumapon-Monroyo to Dapitan City on behalf of Hon. Mayor Seth Frederick P. Jalosjos, City Mayor of Dapitan. The delegation from MinDA was headed by Mr. Rogelio R. Visitacion, Development Management Officer IV and OIC Chief, Area Management Office – Western Mindanao (AMO-WM). Together with him is Ms. Yasmin Luz Y. Dendiego, Development Management Officer III.

The Mindanao Development Authority (MinDA), a government agency, is entrusted with promoting, organizing, and enabling the widespread and active participation of all sectors. The purpose of the second round of coordination meeting is to set the areas where MinDA can help identify potential cooperative agreements and partnerships with the Local Government Unit and other national agencies based on the development goals set by Mayor Seth Frederick P. Jalosjos.

MinDA’s visit centered on areas where the LGU and MinDA have common interests. City Administrator, Atty. Monroyo arranged for the next round of coordination meeting in May, the following month.

Mr. Raul G. Abejero Jr., City Planning and Development Coordinator was represented by Mr. Jervie Q. Padrones, Project Development Officer III and Mr. Louie Van Dalmacio, both from the Office of the City Planning and Development Coordinator.

Mr. Rogelio R. Visitacion of MinDA thanked the City Government of Dapitan and expressed their optimisim to the future partnerships with the LGU upon hearing the City's commitment for development.

City Development Council 2024 First General Assembly

Hon. Mayor Seth Frederick P. Jalosjos led the First General Assembly for 2024 of the City Development Council. The event was attended by representatives of various Civil Society Organizations across the City including Local Chief Executives from the different Barangays of Dapitan.

Among the agenda discussed were the additional projects discussed by Mayor Jolosjos were various infrastructure projects including roads, solar light projects, construction of several Barangay LGU government centers as well as Disaster Risk Reduction-related projects.

Atty. Amalou R. Tumapon-Monroyo also facilitated discussions on the concerns raised by several Barangay Local Chief Executives. City Mayor Jalosjos approved the inclusion of the projects proposed by the BLGU LCEs to the supplemental budget of the City of Dapitan for 2024.

In response to the rapidly developing energy sector of the country, the CDC-GenAss also approved the creation and activation of the Local Energy Committee to be headed by the Dapitan City Planning and Development Coordinator, Mr. Raul G. Abejero Jr. It will be co-chaired by the Sangguniang Panlungsod - Committee on Land Use and Management Chairperson.
