NBI STATEMENT: CHICAGO FAMILY KTV OPERATION

The NBI wishes to clarify certain matters surrounding the Chicago Family KTV operation in the interest of accurate public discourse.

NBI operations are governed by the evidentiary standards our justice system demands. This raid was conducted in full compliance with established legal procedures and in close inter agency coordination.

Individuals found on the premises who initially appear to have no part in the criminal operation were released after proper identification and processing, without prejudice to filing of appropriate charges if evidence so warrant. This is consistent with the constitutional right against warrantless detention absent probable cause. Our evidentiary focus, pursuant to DOJ Department Circular 20, was directed at establishing culpability against operators and traffickers, and at protecting the victims.

The Chicago case is far from closed. In a few days, the NBI will be filing additional charges against other individuals and entities in coordination with the DOJ Inter-Agency Council Against Trafficking (DOJ-IACAT). We exercise prudence because we adhere to the standard of certainty of conviction — ensuring that cases filed in court are airtight and will not be dismissed on technical grounds that would ultimately prejudice the victims.

PRESS RELEASE | ALICE GUO AND HER COHORTS INDICTED ANEW FOR ANTI-DUMMY LAW

Pasay City, Philippines – On March 3, 2026, the Department of Justice – National Prosecution Service (DOJ-NPS) issued a Resolution granting the Motion for Reconsideration and recommending that GUO HUA PING a.k.a. ‘ALICE GUO' and her cohorts be charged with simulation of minimum capital stock, penalized under Section 2 of Commonwealth Act No. 108 (Anti-Dummy Law)

The Resolution was based on the Motion for Reconsideration filed by NBI-Dagupan District Office (NBI-DADO) before the DOJ-NPS, seeking the inclusion of charges under the Anti-Dummy Law. The motion stemmed from previous charges filed against Guo and her cohorts for Falsification of Public documents and violations of the Anti-Dummy Law in connection with the incorporation and operations of 3LIN Q-Farm Inc., in Pangasinan. The case highlights findings that certain incorporators misrepresented their identities and nationalities, allegedly to circumvent a statutory restriction on foreign land ownership. In response to the NBI-DADO's charges against the subjects, the DOJ-NPS issued a resolution indicting the respondents for seven (7) counts of falsification of public documents. However, it dismissed the complaints alleging violations of the Anti-Dummy Law.

In its motion, the NBI-DADO argues that the respondents' circumvention of the law, through falsification of documents and simulation of stocks, was undertaken for the ultimate goal of making 3LIN legitimate and enjoying the rights and privileges accorded to domestic corporations in the country. NBI-DADO added that the dismissal of the case on the ground that the purchase of the parcels of land was made before the issuance of the Articles of Incorporation (AOI) would set a dangerous precedent, as violators could simply purchase parcels of land before incorporation and thereby be immune from any suit for violation of the Anti-Dummy Law.

NBI Director Atty. Melvin A. Matibag commended the unwavering dedication and meticulous efforts of the NBI-DADO agents in their extensive investigation and case-building procedures. These concerted efforts culminated in the appropriate and solid charges being filed against Guo and her associates, ensuring accountability. He emphasized that the NBI is diligently and thoroughly managing each case with the utmost professionalism to guarantee that all individuals arrested by the bureau are successfully prosecuted, thereby reinforcing public trust in the justice system.

PRESS RELEASE: | NBI ASSURES PUBLIC: TEMPORARY DISRUPTION OF ONLINE SERVICES DUE TO SYSTEM TRANSITION

Pasay City , Philippines-- The National Bureau of Investigation (NBI) informs the public that its official website and several online services are currently experiencing temporary downtime due to an ongoing transition between internet service providers.

Earlier today, access to the NBI website (nbi.gov.ph), including the Online Clearance Application Portal and official email services, was disrupted.

According to the NBI Technology and Infrastructure Division (TIND), the interruption occurred during the agency’s migration to a new internet provider. In simple terms, the issue involves the system that directs users to the correct NBI servers online. During the transition, the connection from the previous provider was unexpectedly cut before the new system was fully activated, causing the services to go offline.

The affected services include:
• NBI Official Website
• Online Clearance Application Portal
• Internal and External Email Systems

At present, NBI technical teams are working continuously to restore full service. The agency is also closely coordinating with the Department of Information and Communications Technology (DICT) to ensure proper system configuration and prevent further disruptions.

NBI Director Atty. Melvin D. Matibag assured the public that the disruption is purely technical in nature and not the result of any security breach, emphasizing that the agency’s systems remain secure. He added that teams are working around the clock to restore all services as soon as possible and appealed for the public’s patience and understanding as the NBI completes the transition toward a more stable and improved digital infrastructure.

The NBI will provide updates as soon as services are fully restored.

Fraudulent Spoofing Schemes Involving NGO Sponsorship and Charity Solicitations

The National Bureau of Investigation (NBI) warns the public against the proliferation of fraudulent schemes perpetrated by criminal syndicates who impersonate government officials and prominent personalities to solicit sponsorships and charitable donations under the guise of legitimate non-government organizations (NGOs).

Reports indicate that victims are being contacted through phone calls, text messages, emails, and social media platforms, wherein perpetrators falsely claim affiliation with recognized NGOs and exploit the trust and credibility associated with the individuals they impersonate.

The public is particularly cautioned against the use of caller ID spoofing technology, a method that enables perpetrators to manipulate phone numbers and make calls or messages appear as though they originate from legitimate and registered contact numbers of known officials or personalities. In certain instances, even return calls may connect to seemingly legitimate lines, further complicating verification and increasing the risk of deception.

Common indicators of this fraudulent activity include:
•Unsolicited communication indicating that the recipient has been “selected” as a sponsor or donor;
•Imposition of urgency or pressure to remit funds immediately;
•Requests for payments to be transferred to pe
rsonal or unofficial accounts; and
•Absence of formal written requests or documentation on official letterhead.

In this regard, the NBI strongly advises the public to exercise heightened vigilance and to refrain from transferring money based solely on phone calls, messages, or online communications, regardless of how authentic the source may appear.

All solicitations must be independently verified through official and trusted channels. The public is encouraged to directly contact the concerned official or organization using verified contact details not provided by the soliciting party, and to require formal documentation, including proof of registration with the Securities and Exchange Commission (SEC) or the Department of Social Welfare and Development (DSWD), where applicable.

“These syndicates are deliberately exploiting the public’s trust in government officials and respected personalities. We remind everyone that in today’s digital environment, even legitimate-looking numbers and identities can be manipulated. Vigilance is our first line of defense—verify first before you give. The NBI will relentlessly pursue and hold accountable those who prey on the goodwill of our people,” said NBI Director Atty. Melvin D. Matibag.
