The Department of Social Welfare and Development Field Office V – Bicol Region, through the Pantawid Pamilyang Pilipino Program (4Ps), successfully concluded the implementation of the Youth Development Session (YDS) Volume III for School Year 2025–2026, with a total of 3,748 youth participants composed of 2,023 Pantawid youth beneficiaries and 1,725 non-Pantawid participants who completed the 10-month developmental learning sessions conducted across the region.

With the theme “Talk It Out, Heal It Up, Glow On!”, the YDS Volume III was conducted from August 2025 to March 2026 in partnership with 114 secondary schools across the six provinces of the Bicol Region. The initiative aimed to equip Pantawid Youth with life skills and positive values necessary to navigate challenges related to mental health, emotional well-being, communication, relationships, and responsible decision-making.

The Department of Social Welfare and Development (DSWD) in Daet, Camarines Norte, has highlighted the importance of education for families enrolled in the Pantawid Pamilyang Pilipino Program (4Ps). During the recent Family Development Sessions (FDS) held in Daet, the Municipal Operations Office emphasized the use of the “𝐒𝐮𝐬𝐭𝐚𝐢𝐧𝐢𝐧𝐠 𝐭𝐡𝐞 𝐈𝐧𝐭𝐞𝐫𝐞𝐬𝐭 𝐨𝐟 𝐂𝐡𝐢𝐥𝐝𝐫𝐞𝐧 𝐚𝐧𝐝 𝐘𝐨𝐮𝐭𝐡 𝐢𝐧 𝐒𝐜𝐡𝐨𝐨𝐥” (𝐒𝐈𝐂𝐘𝐒) manual as a vital tool to encourage school attendance among children.

The proactive efforts aim to ensure that children who are not yet enrolled for the current school year will be registered for the next, while also supporting those already enrolled to prevent dropouts. As part of these initiatives, the SICYS sessions in May and June 2026 addressed pressing issues such as teenage pregnancy, early parenthood, and fostering positive family communication in May, while June’s sessions will focus on Child Labor and Bullying—topics about the challenges faced by children and youth not attending school, the rights and responsibilities of children and parents, and methods for dealing with family and parental conflicts contributing to dropout rates. These topics are timely since the enrollment period for school year 2026-2027 is nearing.

In addition to family development discussions, the DSWD is conducting information campaigns and orientations to motivate youth to return to formal education or pursue the Department of Education’s Alternative Learning System (ALS). Through these efforts, parents and children are provided with platforms to share challenges and collaborate on solutions, ultimately aiming to eliminate the “Not Attending School” (NAS) category among 4Ps beneficiaries.

By strengthening family support and community engagement, DSWD Bicol is committed to maximizing the program’s benefits and ensuring every child’s right to education is upheld.

Patuloy na pinapalakas ng Department of Social Welfare and Development Field Office V – Bicol Region, sa pamamagitan ng Pantawid Pamilyang Pilipino Program (4Ps), ang kaalaman at kakayahan ng mga benepisyaryo sa Daet, Camarines Norte sa isinagawang Family Development Session (FDS) nitong Abril 2026 na nakatuon sa Social Welfare and Development Indicator (SWDI).

Sa pamamagitan ng SWDI, mas nauunawaan ng mga sambahayan ang kanilang kasalukuyang kalagayan, pangangailangan, at mga hakbang na maaari nilang gawin tungo sa mas maayos na pamumuhay. Naging daan din ang session upang matukoy ang mga suportang maaaring makuha mula sa iba’t ibang ahensya at organisasyon para sa patuloy na pag-unlad ng bawat pamilya.

Sa pangunguna ng DSWD Bicol-4Ps, patuloy na isinusulong ang mga programang hindi lamang nagbibigay ayuda kundi nagtataguyod din ng pangmatagalang pagbabago at pag-angat ng buhay ng bawat pamilyang Pilipino.

DAET, CAMARINES NORTE | May 9, 2026 — The Department of Social Welfare and Development (DSWD) Field Office V - Bicol Region has concluded its two-batch distribution of Family Food Packs (FFPs) and essential items to thousands of families affected by the heavy smoke and haze resulting from a rubbish fire at the Bibirao Dumpsite.

The relief operation was organized following the incident that began on April 22, 2026, which prompted the Municipal Disaster Risk Reduction and Management Council (MDRRMC) of Daet to initiate evacuation procedures due to health risks.

The DSWD Bicol, in coordination with the Municipal Social Welfare and Development Office (MSWDO), facilitated the delivery of aid in two strategic batches to ensure all affected residents in the prioritized barangays were reached:

Batch 1 (April 26–27):
• Magang: 2,289 FFPs
• Bibirao: 736 FFPs and 5 hygiene kits
• Camambugan: 478 FFPs

Batch 2 (May 8–9):
• Camambugan: 2,828 FFPs
• Bibirao: 409 FFPs
• Magang: 163 FFPs

Regional Director Norman S. Laurio emphasized that the swift delivery of these goods is a priority to ensure the well-being of the 3,503 families identified in initial assessments.

"Tinitiyak po namin na maipararating ang tulong sa bawat pamilyang apektado dito sa Daet. Gaya ng bilin ng ating Pangulong Ferdinand Marcos Jr., dapat ay mabilis at ramdam ang serbisyo ng DSWD sa ganitong mga sitwasyon," RD Laurio said.

DSWD Chief, Rex Gatchalian further noted that the department remains in close coordination with the LGU of Daet to monitor any further needs, especially as health monitoring has already been conducted for at least 167 families by the Rural Health Unit (RHU) due to the persistent haze.

The agency’s Disaster Response Management Division continues to work with the Daet Emergency Operations Center (EOC), which was raised to Blue Alert status during the height of the fire incident. Field validation by the MSWDO confirmed that while most families remained in their homes, five families from Barangay Bibirao required pre-emptive evacuation to relatives in Barangay Camambugan due to the smoke.

The Department assures the public that it has sufficient standby funds and stockpiles of non-food items (NFIs) ready for release should the local government require additional support.
