The National Council on Disability Affairs (NCDA) reaffirms its commitment to protecting children with disabilities from all forms of abuse, bullying, exploitation, and discrimination, and calls on all sectors to join in upholding their inherent dignity and rights.
NCDA continues to strengthen policy monitoring and field-level coordination to prevent harm that can permanently undermine a childโs sense of self-worth, development, and sense of belonging. Central to this effort is its sustained partnership with the Council for the Welfare of Children (CWC), focused on building inclusive, stigma-free, and nurturing environments in homes, schools, communities, and digital spaces.
Working together, both agencies ensure that existing protection mechanisms are consistently implemented, so no child with a disability remains exposed to marginalization, indignity, or violence. Safeguarding their rights remains the top priority, to enable every child to grow safely and participate fully in community life.
The Council reminds the public that using disability as a punchline, label, or object of mockery fuels harmful stereotypes that often escalate into bullying and abuse. Public ridicule, harassment, and discriminatory acts against persons with disabilities are punishable under Republic Act No. 7277, or the Magna Carta for Persons with Disabilities, as amended, alongside child-protection laws, including Republic Act No. 7610, or the Special Protection of Children Against Abuse, Exploitation and Discrimination Act.
โChildren with disabilities have the same right to safety, respect, and holistic development as all other children,โ NCDA emphasized. โStigma is often the first barrier; we must stop it before it turns into harm.โ
NCDA and CWC urge families, teachers, peers, online communities, and local government units to be vigilant and proactive. Anyone who witnesses or learns of abuse, bullying, or discrimination against a child with a disability is encouraged to report immediately through the NCDA office, the MAKABATA Helpline 1383, the local Persons with Disability Affairs Office (PDAO), or the City/Municipal Social Welfare and Development Office (C/MSWDO) for appropriate intervention and accountability.
