DAVAO CITY | September 9–11, 2026 — The Ministry of the Interior and Local Government–Maguindanao del Sur (MILG-MDS), in partnership with the Provincial Government of Maguindanao del Sur (PLGU-MDS), conducted the Cluster Strategic Planning and LDIP Alignment aimed at harmonizing development plans, priorities, and goals from the provincial level down to the component LGUs.

The three-day activity emphasized the clustered planning of the five districts, as well as vertical and horizontal planning processes, ensuring that the Province and its component LGUs move toward a common and coordinated development direction.

Provincial Governor Datu Ali Midtimbang, through Provincial Administrator Datu Nur Ali Midtimbang, delivered a message of support, emphasizing the importance of collective action and a shared direction in advancing the development of Maguindanao del Sur. He expressed the Provincial Government’s commitment to supporting the component LGUs and strengthening collaboration among local governments to ensure that the outcomes of the planning process contribute to the Province’s broader development aspirations.

On September 9, the Office of the Provincial Planning and Development Coordinator (PPDC) led the concentrated consultation and Clustered Strategic Planning with MPDCs through a Multi-Nodal Approach, focusing on the priority development functions of each node. On September 10–11, MILG-MDS facilitated the succeeding clustered planning workshops on harmonizing and aligning the strategic directions, plans, and goals from the Province to the municipalities.

MILG-MDS Provincial Director Engr. Amina T. Dalandag, PhD., emphasized that the alignment of plans is not simply about putting documents together, but about ensuring that priorities, strategies, and investments are connected, responsive to the development needs of communities, and effectively translated into action, with MILG-MDS continuing to provide the necessary technical assistance to LGUs through their respective field officers.

The activity was actively participated in by the Municipal Planning and Development Coordinators (MPDCs) and Municipal Local Government Operations Officers (MLGOOs), reinforcing collaborative planning and strengthening the link between provincial strategic directions and local development priorities.

The Ministry of the Interior and Local Government – Maguindanao del Sur Provincial Office (MILG-MDS), through the Maguindanao del Sur Provincial Search Committee (PSC), conducted the On-Site Assessment and Validation for the 2026 Search for Model Barangays (SMB) in BARMM.

The activity was undertaken to verify the reports and Means of Verification (MOVs) submitted by qualified barangays and to validate the actual implementation of their programs, projects, activities, systems, and facilities relevant to the prescribed SMB indicators.

From August 31 to September 7, 2026, the PSC conducted on-site assessment and validation visits to the identified barangays across Maguindanao del Sur. During the visits, the Committee reviewed documentary evidence, conducted physical verification where applicable, and sought clarifications from concerned barangay officials and functionaries to substantiate reported accomplishments.

The assessment covered the six major criteria prescribed under the 2026 SMB Guidelines, namely: Administration (44%), Social Services (28%), Economic Development (8%), Environmental Management (8%), Innovation (10%), and Special Criterion (2%).

Following the completion of the final on-site validation on September 7, 2026, the PSC consolidated the results and findings and proceeded with the calibration and deliberation of the validated results. These results served as the basis for determining the provincial candidates to be endorsed for the succeeding stage of the 2026 Search for Model Barangays in BARMM.

The completion of the provincial on-site assessment, validation, calibration, and deliberation marks another significant step toward ensuring a fair, transparent, and evidence-based selection of Maguindanao del Sur’s Model Barangay candidates.

BULUAN, Maguindanao del Sur | September 1, 2026 — The Ministry of the Interior and Local Government–Maguindanao del Sur (MILG-MDS) conducted the provincial validation of the Local Governance Functionality Appraisal (LoGFA) for the Provincial Local Government Unit (PLGU) of Maguindanao del Sur at the Provincial Capitol in Buluan.

Spearheaded by MILG-MDS 𝐏𝐫𝐨𝐯𝐢𝐧𝐜𝐢𝐚𝐥 𝐃𝐢𝐫𝐞𝐜𝐭𝐨𝐫 𝐄𝐧𝐠𝐫. 𝐀𝐦𝐢𝐧𝐚 𝐓. 𝐃𝐚𝐥𝐚𝐧𝐝𝐚𝐠, the validation was conducted with the full support, cooperation, and compliance of the PLGU of Maguindanao del Sur, led by 𝐆𝐨𝐯𝐞𝐫𝐧𝐨𝐫 𝐃𝐚𝐭𝐮 𝐀𝐥𝐢 𝐌. 𝐌𝐢𝐝𝐭𝐢𝐦𝐛𝐚𝐧𝐠, through the Office of the Provincial Planning and Development Coordinator.

The activity was attended by representatives from various offices and departments of the PLGU of Maguindanao del Sur, who actively took part in the validation process and provided the necessary documents and information relevant to the LOGFA assessment.

As one of MILG’s flagship governance programs, LOGFA serves as a systematic mechanism for assessing the functionality and performance of local government units (LGUs). It evaluates the extent to which LGUs effectively perform their mandated functions and adhere to established governance standards, while also identifying areas for improvement and capacity development.

The conduct of the provincial validation underscores MILG-MDS’ continuing commitment to promoting effective, accountable, and responsive local governance, while working closely with LGUs to strengthen institutional performance and improve public service delivery.

Following the initial provincial validation, the validation of LGU documents will continue in the coming days until September 11, 2026, covering the required documentary submissions for the LOGFA assessment.

Through this collaborative process, MILG and the Province of Maguindanao del Sur continue to advance good local governance, institutional accountability, and responsive public service for the people of the province.

BULUAN, MAGUINDANAO DEL SUR | 19 AUGUST 2026 — The Ministry of the Interior and Local Government (MILG) – Maguindanao del Sur Provincial Office joined the Provincial Government of Maguindanao del Sur, the Provincial Youth Development Council, Sangguniang Kabataan (SK) officials, youth organizations, and local government partners in the kick-off of 𝙇𝙞𝙣𝙜𝙜𝙤 𝙣𝙜 𝙆𝙖𝙗𝙖𝙩𝙖𝙖𝙣 2026, which featured a fun run and a gathering of young leaders, SK officials, youth organizations, and local government partners at the Provincial Capitol.

The activity highlighted the important role of the youth in community development and local governance. In her message, SK Federation President 𝐇𝐨𝐧. 𝐒𝐢𝐭𝐭𝐢𝐞 𝐀𝐦𝐞𝐫𝐚𝐡 𝐒𝐚𝐧𝐠𝐤𝐢 encouraged young people to actively participate in their communities, share their ideas, develop their talents, and make their voices heard.

Representing 𝐄𝐧𝐠𝐫. 𝐀𝐦𝐢𝐧𝐚 𝐓. 𝐃𝐚𝐥𝐚𝐧𝐝𝐚𝐠, 𝐏𝐡𝐃, Provincial Director of MILG Maguindanao del Sur, emphasized the theme of International Youth Day 2026, “𝘿𝙞𝙛𝙛𝙚𝙧𝙚𝙣𝙩 𝘾𝙤𝙣𝙩𝙚𝙭𝙩𝙨, 𝘾𝙤𝙢𝙢𝙤𝙣 𝘼𝙨𝙥𝙞𝙧𝙖𝙩𝙞𝙤𝙣𝙨.” The message noted that while young people come from different backgrounds and face varied challenges, they share common aspirations for opportunity, dignity, safety, and a meaningful role in shaping their communities.

In his inspirational message, Provincial Administrator 𝐃𝐚𝐭𝐮 𝐍𝐮𝐫-𝐀𝐥𝐢 𝐔. 𝐌𝐢𝐝𝐭𝐢𝐦𝐛𝐚𝐧𝐠 highlighted that the youth are important partners in local governance and encouraged their continued and meaningful involvement and participation. He further emphasized that progress does not necessarily have to be a “one-time, big-time” process, but rather a gradual and continuous one. He also encouraged the youth to actively participate in the week-long celebration of Linggo ng Kabataan 2026.

The kick-off reinforced the importance of meaningful youth participation in local governance, with provincial leaders calling on the youth to be proactive, responsible, and active partners in building their communities.

Following the organizational meeting of the Maguindanao del Sur Provincial Search Committee, the first screening under the Data Gathering and Screening Process for the 2026 Search for Model Barangays was conducted through a cross-posting arrangement among Municipal Local Government Operations Officers (MLGOOs) from the three (3) clusters of Maguindanao del Sur.

As part of the cross-posting arrangement, MLGOOs were assigned to assess potential Model Barangays outside their respective areas of assignment to promote objectivity and impartiality in the initial screening process.

The activity involved the review and evaluation of available documents as Means of Verification (MOVs) against the prescribed assessment criteria under the 2026 Search for Model Barangays.

The cross-posting mechanism strengthened the objectivity and systematic conduct of the initial screening while providing an opportunity for MLGOOs to apply uniform standards in reviewing the MOVs of potential barangays across the province.

The results of the first screening shall be consolidated and reviewed to determine the barangays that will proceed to the provincial-level assessment and on-site validation.

The Ministry of the Interior and Local Government – Maguindanao del Sur Provincial Office (MILG-MDS) conducted the Provincial Search Committee (PSC) Organizational Meeting for the 2026 Search for Model Barangays on August 12, 2026, at MILG-Maguindanao del Sur Conference Room.

The meeting brought together the members of the Maguindanao del Sur Provincial Search Committee, composed of MILG-Maguindanao del Sur Provincial Director, Provincial Planning and Development Coordinator (PPDC), Liga ng mga Barangay (LnB) Provincial Chapter President, Civil Society Organization (CSO), and the Academe.

The PSC members were oriented on the salient provisions of MILG Memorandum Circular No. 155, s. 2026, particularly the objectives and mechanics of the Search for Model Barangays, the composition and responsibilities of the Provincial Search Committee, assessment criteria and corresponding Means of Verification (MOVs), scoring system, and procedures for assessment and validation.

The meeting also served as a venue to establish a common understanding on the standards to be applied in reviewing and validating the MOVs of the potential barangays across the province. The Committee likewise discussed the arrangements and coordination necessary for the conduct of the provincial assessment and validation in Maguindanao del Sur.

The Ministry of the Interior and Local Government (MILG) – Maguindanao del Sur Provincial Field Office conducted the 2026 LoGFA-B Web-Based System Roll-Out for Municipal Local Government Operations Officers (MLGOOs) on July 30, 2026, at the MILG MDS Provincial Office.

The activity aimed to familiarize MLGOOs with the updated LoGFA-B Web-Based System, including its new features and processes for the submission, verification, review, and uploading of barangay documentary requirements. It also provided an opportunity to clarify procedures and ensure the proper use of the system in preparation for the 2026 LoGFA-B implementation.

Through activities like this, MILG Maguindanao del Sur continues to support its field officers in strengthening barangay governance through efficient and reliable performance assessment.

The Ministry of the Interior and Local Government (MILG) – Maguindanao del Sur Provincial Field Office successfully conducted the Training of Trainers on Climate and Disaster Risk Assessment (CDRA) for Municipal Local Government Operations Officers (MLGOOs) from July 27–30, 2026, at the MILG Maguindanao del Sur Provincial Field Office.

The four-day training aimed to strengthen the capacity of MLGOOs in facilitating and cascading the Climate and Disaster Risk Assessment (CDRA) process to Local Government Units (LGUs), enabling them to develop risk-informed, climate-resilient, and disaster-responsive local development plans.

The workshop featured a combination of lectures and practical workshops covering climate change impacts, climate projections, hazard data collection, vulnerability assessment, risk analysis, and evaluation of risks and vulnerabilities. Participants actively engaged in hands-on exercises and presentations to deepen their understanding of the six-step CDRA process.

Through this initiative, MILG Maguindanao del Sur continues to strengthen the technical capabilities of its field officers, ensuring that local governments are equipped to integrate climate change adaptation and disaster risk reduction into governance and development planning.

Spearheaded by MILG Minister Jordan S. Bayam, together with Maguindanao del Sur Provincial Governor Datu Ali M. Midtimbang, various provincial offices, and the Municipal Chief Executives, the activity provided an opportunity to engage in discussions and strengthen collaboration in support of effective local governance across the province.

The Ministry of the Interior and Local Government (MILG) – Maguindanao del Sur Provincial Office conducted an orientation for Municipal Local Government Operations Officers (MLGOOs) to provide a refresher and discuss recent updates on the Multi-Year Implementation (Term-Based) of the Local Governance Functionality Appraisal (LoGFA).

The Local Governance Functionality Appraisal (LoGFA) is a tool designed to assess the performance and functionality of Local Government Units (LGUs) across seven core elements of governance which collectively serve as the key dimensions of LGU functionality and the operational framework for evaluating local governance performance and identifying areas for continuous improvement and institutional development. To promote institutional sustainability and ensure that assessment results effectively inform local planning and policy development, LoGFA is transitioning from an annual assessment scheme to a term-based or multi-year implementation framework aligned with the governance cycle of elected local officials. Likewise, LoGFA–Barangay was presented along with its framework and implementation requirements at the barangay level.

Further, the activity also served as a venue to present the findings of the recently conducted Assessment of Comprehensive Development Plans (CDPs) of the LGUs of Maguindanao del Sur jointly undertaken by members of the CDP Technical Assessment Committee (CDP-TAC) composed of MILG–MDS and various offices of the Provincial Government of Maguindanao del Sur on June 2–3, 2026. The presentation highlighted the overall assessment results and identified areas for improvement across the four assessment components: forms; process; content; and mainstreaming concerns, which shall serve as the basis for providing technical assistance, strengthening local planning processes, and supporting LGUs in the continuous enhancement of their respective Comprehensive Development Plans.
