The Bangsamoro Autonomy Act No. 4, also known as "Bangsamoro Human Rights Commission", an act operationalizing the establishment of the BHRC, providing for its mandate, powers, and functions, appropriating funds therefor, and for other purposes. The Bangsamoro Human Rights Commission , BARMM (BHRC, BARMM) is the sole bangsamoro human rights state agency in the Bangsamoro Autonomous Region in Musli

m Mindanao (BARMM), created by virtue of Section 7 of Republic Act No. 11054 (Bangsamoro Organic Law) and operationalized by the BARMM Cabinet Bill No. 35 or Bangsamoro Human Rights Act of 2019 and now the Bangsamoro Autonomy Act No. 4. The BHRC, BARMM is an independent office that has the same powers and mandate as the national Commission on Human Rights Philippines (CHRP). It has primary and original jurisdiction to investigate, on complaint or on its own initiative, cases of human rights violations within the Bangsamoro Region, to include civil, political, economic, social and cultural rights.

The Bangsamoro Human Rights Commission-Maguindanao del Sur Provincial Office conducted a Human Rights Education session in the Municipality of Rajah Buayan, focusing on Basic Human Rights and the Rights of Internally Displaced Persons (IDPs). The activity enhanced participants' understanding of their fundamental rights, freedoms, and the protections available to individuals and families affected by conflict, disasters, and emergencies. It also encouraged discussions on human dignity, equality, and the protection of community rights. The BHRC continues its commitment to promoting, protecting, and fulfilling human rights across the Bangsamoro region through education, advocacy, and community engagement.

The Review of the Rules of Procedure (ROP) and Financial and Legal Assistance Guidelines (FLAG), conducted in Davao City from April 26โ€“30, 2026, served as a crucial mechanism in strengthening the internal procedures and operational framework of the Bangsamoro Human Rights Commission (BHRC), in line with its automatic review mandate under the existing Rules and Bangsamoro Autonomy Act No. 4.

Through comprehensive assessment and evaluation, the activity provided an avenue to examine the responsiveness, efficiency, and alignment of existing rules with the Commissionโ€™s mandate to protect and promote human rights. It also integrated key insights from recent budget hearings, particularly on the Financial Assistance Sub-program, while identifying gaps and implementation challenges encountered in practice.

The review further generated proposed amendments aimed at improving procedures and ensuring more accessible and effective investigation of human rights violations and abuses, as well as the delivery of financial and legal assistance services. These outputs will be consolidated and presented to the Office of the Chairperson for consideration and approval.

Together, we continue to strengthen our systems in pursuit of a more responsive, efficient, and rights-based public service.

The Bangsamoro Human Rights Commission-BARMM strongly condemns the tragic incident during a CIDG Cotabato operation in Barangay Piers, Buldon on May 18, 2026, which resulted in the deaths of two individuals, including a 13-year-old child, and the injury of another relative. The Commission expressed deep sympathy to the affected families and emphasized the need to protect civilians, especially children, during law enforcement operations.

BHRC stressed that all law enforcement actions must strictly follow the Constitution, due process, and human rights standards, while ensuring accountability, legality, and proportionality. The Commission also raised concerns over alleged threats and intimidation connected to the incident.

In line with its mandate, BHRC will conduct an independent investigation and called for cooperation with relevant agencies to ensure transparency, accountability, and justice. The Commission further urged all parties to remain calm, avoid violence or retaliation, and support lawful investigative processes in preserving peace, human dignity, and public trust in the Bangsamoro.
