The sessions featured the presentation of policy directions and priorities for CY 2026, along with a review of the 4th Quarter program accomplishments and performance highlights for CY 2025. These discussions enabled participants to evaluate implementation progress, identify operational gaps, and derive key insights to guide program adjustments and decision-making.

The day concluded with a workshop on the formulation of Individual Annual Operational Plans and Budgets, actively engaging MLGOOs and SGAFO officers and personnel. This initiative is designed to consolidate essential data, operational standards, and best practices in a single, accessible platform that supports more efficient and informed local governance. The consultation involved the MLGOOs of the eight municipalities of SGA, ensuring that field-level insights were integrated into the framework.

During the coordination and consultation with DILG Region XII, led by Regional Director Atty. Rochelle D. Mahinay-Sero, the SGA K-Hub was presented as a strategic mechanism to streamline information management and promote consistency in field operations. The active participation of the MLGOOs further enriched the discussions, reflecting the shared commitment of both offices and municipal leaders to establish clearer standards and enhance support systems across SGA communities.

The Benchmarking of the Lupong Tagapamayapa Incentives Awards (LTIA) Best Practices has sparked a transformative journey for barangay leaders, encouraging them to achieve higher standards of service and a grassroots justice system.

This series of events began on August 18, 2025, in Barangay Kauran, Ampatuan Municipality, where participants experienced firsthand how dedication, innovation, and unity can foster a community based on peace and order.

On August 19, 2025, the program continued at Punta Isla in Lake Sebu, South Cotabato, with a Training on Planning and Budgeting. This session equipped participants with the tools needed to turn their visions into actionable and sustainable plans, ultimately strengthening and building more resilient barangays.

The journey culminated on August 20, 2025, at Barangay Poblacion 7 in Cotabato City, where participants gained valuable insights into replicable systems and impactful practices that exemplify effective and compassionate local governance.

More than just a series of events, this benchmarking initiative served as a source of inspiration and collaboration, demonstrating that with shared knowledge and a collective commitment to excellence, every barangay can become a model of peace, progress, and good governance.

๐ƒ๐€๐•๐€๐Ž ๐‚๐ˆ๐“๐˜โ€“ Sixty-four newly elected Sangguniang Bayan (SB) members from the Special Geographic Area (SGA) of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) underwent a two-day mandatory onboarding and capacity-building program on August 14 to 15 at Soto Grande Hotel in Davao City.

The initiative, spearheaded by the Ministry of the Interior and Local Government - Special Geographic Area Field Office (MILG-SGAFO), was designed to equip the local legislators with the essential knowledge, skills, and ethical grounding needed to serve effectively under the framework of moral governance.

In his welcome address, Dr. Zaiton L. Abas, head of MILG-SGAFO, emphasized the importance of the activity as both an orientation and a capacity-building effort.

โ€œThis is a vital step to equip our newly elected members with the tools to lead with integrity and competence. You are expected to initiate transformation and set the direction for your communities,โ€ Abas told the officials.

The program culminated in the administration of the Oath of Moral Governance, reinforcing the Bangsamoro Governmentโ€™s commitment to ethical leadership and public service in line with the Chief Ministerโ€™s 12-point priority agenda.

Deepening governance knowledge:
The two-day event featured a series of in-depth lectures from key experts and government officials:

โ€ข ๐„๐ง๐ ๐ซ. ๐Š๐ก๐š๐ฅ๐ข๐ ๐ƒ๐ฎ๐ฆ๐š๐ ๐š๐ฒ, ๐‚๐„๐’๐„, Director General of MILG, presented key insights on the salient features of the Bangsamoro Organic Law (BOL) and the Bangsamoro Local Governance Code (BLGC), underscoring the distinct context and responsibilities of governance in the region.

โ€ข๐‰๐จ๐ก๐ง ๐‹๐ž๐จ ๐‹๐ข๐œ๐š๐ฒ๐ž๐ง, ๐‚๐๐€, Chief of Staff of DILG Region XII, discussed the structure, functions, and processes of local legislative bodies, including parliamentary procedures and rules.

โ€ข๐ƒ๐ข๐ฆ๐š๐œ๐ข๐๐ข๐ง๐  ๐†. ๐’๐ฎ๐œ๐œ๐จ๐ซ ๐ˆ๐•, SB Secretary of LGU Parang, tackled the Ordinance Making Code, and shared strategies for integrating conflict sensitivity and the โ€œDo No Harmโ€ principle in local legislation.

โ€ข๐๐ซ๐จ๐Ÿ. ๐Œ๐š๐ง๐ฌ๐จ๐จ๐ซ ๐‹. ๐‹๐ข๐ฆ๐›๐š, ๐๐ก๐ƒ, ๐’๐‚๐‹, from Ateneo de Manila Universityโ€™s International Islamic Studies Department, gave a historical overview of the political evolution of the Bangsamoro, providing crucial context for the newly elected leaders.

Other attendees and facilitators included LGOOs VI Nairah Lomondaya, Jihan Panda, Jomar Abdulgafar, Zaide Amil, and Majaramir Sumail of MILG-SGAFO, as well as staff from the Support to Local Governance Program (SDF-BIRD PMO).

The MILG-SGA Field Office noted that the onboarding is just the beginning of a broader leadership development track aimed at strengthening the role of local lawmakers in building peaceful and progressive Bangsamoro communities.
