๐๐๐๐๐ ๐๐๐๐โ Sixty-four newly elected Sangguniang Bayan (SB) members from the Special Geographic Area (SGA) of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) underwent a two-day mandatory onboarding and capacity-building program on August 14 to 15 at Soto Grande Hotel in Davao City.
The initiative, spearheaded by the Ministry of the Interior and Local Government - Special Geographic Area Field Office (MILG-SGAFO), was designed to equip the local legislators with the essential knowledge, skills, and ethical grounding needed to serve effectively under the framework of moral governance.
In his welcome address, Dr. Zaiton L. Abas, head of MILG-SGAFO, emphasized the importance of the activity as both an orientation and a capacity-building effort.
โThis is a vital step to equip our newly elected members with the tools to lead with integrity and competence. You are expected to initiate transformation and set the direction for your communities,โ Abas told the officials.
The program culminated in the administration of the Oath of Moral Governance, reinforcing the Bangsamoro Governmentโs commitment to ethical leadership and public service in line with the Chief Ministerโs 12-point priority agenda.

The two-day event featured a series of in-depth lectures from key experts and government officials:
โข ๐๐ง๐ ๐ซ. ๐๐ก๐๐ฅ๐ข๐ ๐๐ฎ๐ฆ๐๐ ๐๐ฒ, ๐๐๐๐, Director General of MILG, presented key insights on the salient features of the Bangsamoro Organic Law (BOL) and the Bangsamoro Local Governance Code (BLGC), underscoring the distinct context and responsibilities of governance in the region.
โข๐๐จ๐ก๐ง ๐๐๐จ ๐๐ข๐๐๐ฒ๐๐ง, ๐๐๐, Chief of Staff of DILG Region XII, discussed the structure, functions, and processes of local legislative bodies, including parliamentary procedures and rules.
โข๐๐ข๐ฆ๐๐๐ข๐๐ข๐ง๐ ๐. ๐๐ฎ๐๐๐จ๐ซ ๐๐, SB Secretary of LGU Parang, tackled the Ordinance Making Code, and shared strategies for integrating conflict sensitivity and the โDo No Harmโ principle in local legislation.
โข๐๐ซ๐จ๐. ๐๐๐ง๐ฌ๐จ๐จ๐ซ ๐. ๐๐ข๐ฆ๐๐, ๐๐ก๐, ๐๐๐, from Ateneo de Manila Universityโs International Islamic Studies Department, gave a historical overview of the political evolution of the Bangsamoro, providing crucial context for the newly elected leaders.
Other attendees and facilitators included LGOOs VI Nairah Lomondaya, Jihan Panda, Jomar Abdulgafar, Zaide Amil, and Majaramir Sumail of MILG-SGAFO, as well as staff from the Support to Local Governance Program (SDF-BIRD PMO).
The MILG-SGA Field Office noted that the onboarding is just the beginning of a broader leadership development track aimed at strengthening the role of local lawmakers in building peaceful and progressive Bangsamoro communities.
