2ND NUTRIWASH COUNCIL MEETING

The Maguindanao del Norte Satellite Office hosted the 2nd Nutriwash Council Meeting, which was attended by participants from a number of partner organizations, including NNC-BARMM, PDRRMO, PPDO, MBHTE, IPHO, MSSD, MOST, UNICEF, MILG, MAFAR, and MOSEP, on December 12, 2023.
The purpose of the conference was to examine the nutrition plan for 2024, the current nutrition data, and assess the progress for 2023. Every organization gave a presentation on its individual 2023 nutrition and health initiative progress. The province's nutritional results have improved, outreach and education campaigns have been effective, and nutrition programs have been successfully implemented. The information served as a foundation for organizing the next actions and gave a comprehensive picture of Maguindanao del Norte's existing nutritional situation.
In order to address the highlighted nutritional challenges, the plan included a number of measures, such as targeted interventions for vulnerable populations, educational campaigns, and community participation to support sustainable nutrition habits. A defined plan for cooperative action in 2024 and a common commitment to enhancing nutrition and health outcomes in Maguindanao del Norte marked the successful conclusion of the 2nd Nutriwash Council Meeting.

BANGSAMORO ROADMAP FOR FOOD SECURITY AND NUTRITION LAUNCH

The Bangsamoro Food Security and Nutrition Plan (BFSNP) 2023-2028 shall serve as a blueprint on how the Bangsamoro Government shall ensure achieving a self-reliant, food-secured, and resilient region with prosperous farmers and fishermen, where consumers have a continuous flow of food and producers have continuous productivity, unhampered movement of agricultural commodities, accessibility, and price stability.

National Nutrition Council BARMM's OIC Nutrition Program Coordinator, Marilyn C. Valeza, RND, together with the staff, attended the launching of the Bangsamoro Food Security and Nutrition Plan (BFSNP) 2023-2028 at the Shariff Kabunsuan Cultural Complex (SKCC) on Thursday, November 23, 2023, in Cotabato City.

The launch of BFSNP 2023โ€“2028 is a significant turning point for the Bangsamoro government, which demonstrates their joint commitment to ensuring the security and accessibility of the food supply in BARMM to fight hunger and malnutrition. The implementation of the six-year Food Security and Nutrition Plan will help the responsible ministries and agencies and local government units address the region's food insecurity. It would also ensure proper management of resources and develop sustainable programs and projects for a food-secured region.

Chief Minister, Honorable Ahod B. Ebrahim, Senior Minister, Honorable Abunawas L. Maslamama, and Deputy Speaker of the BTA Parliament, MP Atty. Yasser C. Sema was among the prominent BARMM officials who showed substantial commitment to the occasion. Development partners, such as the Food and Agriculture Organization of the United Nations (UNFAO), the Government of Japan, the United Nations World Food Programme (UNWFP), and the United Nations International Children's Fund (UNICEF), showed their support for the significant six-year plan that would benefit the Bangsamoro families.

MINISTRY OF HEALTH LAUNCH PHILIPPINE MULTISECTORAL NUTRITION PROJECT

COTABATO CITY- The Ministry of Health launched the Philippine Multisectoral Nutrition Project (PMNP) on 28 November 2023 at Robinsons Hall, Alnor Hotel and Convention in Cotabato City. This nutrition project supports the Philippine Government in implementing an innovative, multisectoral nutrition strategy that will equip the various LGU platforms with a coordinated package of nutrition-specific and nutrition-sensitive interventions. One of the primary goal of the project is strengthening the primary healthcare delivery of maternal and child health services directly linked to improvements in Maternal and Child Nutrition. BARMM is one of the regions with high prevalence of stunted and wasted children among 0-59 months old. The PMNP targeted 40 local government units all over the region.

The event was attended by different Ministry Heads and representatives, Local Chief Executives of the PMNP areas, Development Partners, Provincial /City/Municipal Nutrition Action Officers and different health and nutrition workers. The program began with Minister Dr. Rizaldy L. Piang of the Ministry of Health-BARMM extending a warm welcome to everyone in attendance at the PMNP launching. To make sure that no aspect of nutrition is overlooked, he stressed the significance of committing across multiple sectors. He is also offered to share advice on how to deal with malnourished, particularly young people. While BARMM Chief Minister Ahod B. Ebrahim Al-Haj mentioned that working with the national government agencies through the Ministry of Social Services and Development and the Ministry of Health is another commitment. In addition, he urged everyone concerned to actively contribute to the achievement of the project's deliverables.

The National Nutrition Council BARMM's OIC Nutrition Program Coordinator, Marilyn C. Valeza, RND, was present at the program to convey the support message from Assistant secretary & NNC Executive Director IV, Dr. Azucena Dayanghirang, encouraging everyone to work together in ending intergenerational malnutrition in children, particularly in those who belong to the nutritionally vulnerable population.

Dr. Abdullah B. Dumama, Jr., DOH Undersecretary of Health FICT-Mindanao, highlighted the significance of the Barangays as the smallest form of government in promoting Nutrition as they serve as a ground in combating different types of malnutrition. โ€œIf we wish to be stronger, we need to work togetherโ€ he stated, underscoring the significance of each healthcare provider's responsibility at any level.

MOH Consultant and an Instructor of Mindanao State University, Mr. Ustadz Saadawi Mamaluba then discussed Nutrition in Islamic point of view and how it relates to the ministry's agenda. He said that BELIEVERS must take care of their spiritual, emotional and PHYSICAL HEALTH. The Director General of MSSD Atty. Mohammad Muktadir Ahmad Estrella underscores the state's duty to safeguard and advance public health consciousness.

The National Nutrition Council BARMM, led by OIC Nutrition Program Coordinator Marilyn C. Valeza, RND, participated in the Home-Grown School Feeding (HGSF) Program Core Group Meeting on October 16, 2023, at the Paragon Hotel and Restaurant, Cotabato City.

Attended by the Bangsamoro Food Security Taskforce (BFSTF) concerned ministries and agencies from the Ministry of Agriculture, Fisheries, and Agrarian Reform (MAFAR), the Ministry of Basic, Higher, and Technical Education (MBHTE), the Ministry of Health (MOH), the Ministry of Environment, Natural Resources, and Energy (MENRE), the Bangsamoro Planning and Development Authority (BPDA), the Cooperative and Social Enterprise Authority (CSEA), the National Nutrition Council (NNC), and the UN World Food Programme (WFP)

The meeting was conducted with the aim of reviewing the draft Memorandum of Agreement (MOA) for the implementation of the HGSF Project.

The HGSF, chaired by the MBHTE, is a program initiated and funded by the WFP in collaboration with the LGUs and other stakeholders and is integrated into the Bangsamoro Food Security and Nutrition Plan 2023โ€“2028. It covers selected schoolchildren for 200 feeding days to be implemented in the 7 municipalities in Maguindanao with 9 pilot elementary schools for the years 2024โ€“2027.

Cotabato City. The World Food Programme (WFP) Mindanao Field Office, in partnership with the Bangsamoro Government, conducted a Presentation and Review Workshop on the People-Centered Risk Indicator Measurement and Engagement (PRIME) Project on October 5, 2023, at the WFP Conference Hall with the aim of presenting the results of the PRIME as operational evidence that can be used to track and incentivize positive contributions to peace. In attendance were representatives of the Bangsamoro Food Security Task Force (BFSTF), including NNC-BARMM.

In a keynote address by Mr. Ismael Guiamel, Director II of the Agriculture Field Operation of the Ministry of Agriculture, Fisheries, and Agrarian Reform (MAFAR), it was specified that having the lessons learned is a very important pillar of project cycle management and that the participants should be able to apply what they have learned, observed, and recommended from these experiences.

Ms. Rohanisah N. Rashid, RSW, Chief of the Economic Planning Division of the Bangsamoro Planning and Development Authority (BPDA), mentioned in her message how vital the contributions and inputs from the participants are toward the results of the PRIME.

The concept of PRIME follows a framework prioritizing people-centered programming that involves: (1) immediate outcomes, which are composed of a set of capacities made up of individuals, households, and communities; (2) intermediate outcomes, which are being realized in relation to disturbances; and (3) impacts that affect well-being outcomes and trajectories.

Mr. Patrick Foley from WFP presented the PRIME results and analysis in BARMM, along with the survey data gathered among individuals, households, and communities, and how the identified risks affect social cohesion among these groups. The pilot study in BARMM was conducted with the objective of better understanding the perspectives of affected populations on key population-centered risks and to identify key resilience capacities that could be leveraged to strengthen resilience.

With the objective of aligning learning and planning with BARMM systems and institutions, including the Food Security Convergence Model, Ms. Daren Espaลˆola, the Chief Economic Development Specialist from the BPDA, briefly discussed the overview of the Food Security Convergence Model, which led to the crafting of the Food Security and Nutrition Roadmap and the creation of the 2nd Bangsamoro Food Security and Nutrition Plan (BFSNP) 2023-2028 since food security is a critical issue for peace and community and household stability. Further, a review of the convergence capacities based on the key characteristics of the impact pathways identified was presented. Inputs were solicited among the representatives of BFSTF based on their observations and experiences with the Bangsamoro government system and institutions. ๐‰๐”๐’๐“ ๐‡๐€๐๐๐„๐๐„๐ƒ: Assistant Secretary and Executive Director IV and Co-Chair Azucena M. Dayanghirang presided over the 3rd Regular Meeting of the Interagency Task Force on Zero Hunger (IATF-ZH) held today, 13 October 2023, at the DSWD Central Office. The meeting was attended by members from the DSWD, NNC, DA, DBM, DOST, DTI, NEDA, and Office of the President.

One of the key highlights of the meeting was the approval of the resolution officially designating the IATF-ZH as the Project Steering Committee for the Philippine Multisectoral Nutrition Project (PMNP). As the Project Steering Committee, the IATF-ZH shall be the lead oversight body and shall provide strategic advice and guidance for the implementation of PMNP. PMNP is a four-year project which adopts a bold multisectoral approach to increase the utilization of package of nutrition-specific and nutrition-sensitive interventions at the local level.

Other highlights include the presentation of the Department of Budget and Management on the Program Convergence Budgeting on Zero Hunger for the FY 2024, which amounts to about Php 108 Billion. It is anticipated that the allocated amount will increase as the budget deliberations at Congress are currently ongoing. Moreover, the Department of Trade and Industry and the Department of Agriculture also showcased their available programs for addressing stunting and hunger in the country.

Ms. Bai Sahareah Guizon, Health Focal Person, together with Ms. LJ P. Ocate, Local Council for the Proctection of Child Focal Person, both from Maguindanao del Norte, visited National Nutrition Council-BARMM for a short meeting. Health Focal Person Guizon discussed their upcoming activities in Maguindanao del Norte and plans in collaborating with National Nutrition Council-BARMM, IPHO Maguindanao and Ministry of Health.

The meeting focused on how to enhance the knowledge and skills of the health care providers in managing and preventing the overweight and obesity, and other interventions on how to combat health and malnutrition problem in the province.

The National Nutrition Council's "Tutok-Kainanโ€ Dietary Supplementation Program (TK-DSP) is making significant strides in Sulu Province, piloted in 12 target municipalities, including Jolo, Talipao, Maimbung, Patikul, Panamao, Parang, Omar, Luuk Indanan, and the island municipalities of Pandami, Banguingui/Tongkil, and Hadji Panglima Tahil. This banner program of NNC encompasses a total of 19 barangays and aims to address malnutrition among children aged 6โ€“23 months, ultimately prevent stunting, and promote healthier growth and development.

The program's core strategy involves a continuous feeding initiative over a span of six months, or 180 days, utilizing dry, ready-to-eat food commodities with high protein value. These commodities include rice-monggo blends, rice-monggo with sesame seeds, and rice porridges infused with various flavors to nourish the young children.

The โ€œTutok-Kainanโ€ Dietary Supplementation Program will contribute to a reduction in the prevalence rate of stunted children, a pressing concern that affects a significant portion of the child population. By focusing on the critical growth stages of early childhood, the program aims to improve nutritional outcomes and provide a solid foundation for the future well-being of the children in Sulu Province.

Since its launch in February 2023, the โ€œTutok-Kainanโ€ program has been gradually implemented in several municipalities within the province. Notable successes have already been achieved in the municipalities of Jolo, Maimbung, Talipao, and Patikul, where the feeding program has been completed with remarkable success. The positive outcomes in these areas serve as a testament to the program's effectiveness and the dedication of those nutrition and health workers involved, plus the support from the local chief executives and members of the local nutrition committees in TK-DSP areas. Other municipalities are actively engaged in the feeding program, ensuring its widespread implementation and reaching a broader range of children in need.

As the โ€œTutok-Kainanโ€ Dietary Supplementation Program Phase 3 continues its mission in Sulu Province, it remains a beacon of hope, offering vital nutrition and promising a brighter, healthier future for the children it serves. Through sustained efforts and collaborative endeavors, the program is poised to make a lasting impact in the fight against child stunting and malnutrition in this region. 26 September - The first day of Capacity Building for Local Health Boards (LHBs) cm Benchmarking for the Selected LGUs in BARMM was held today at Venue 88 Hotel and Events Place in General Santos City, spearheaded by the Ministry of the Interior and Local Government (MILG).

The 3-day activity aims to strengthen the LHBs institutional capacity in planning for the implementation of basic health services by the target LGUs of Maguindanao del Norte and Lanao del Sur.

Attended by key personnel from the Ministry of Health BARMM, MILG, DILG XII, IPHO Lanao del Sur, provincial government of Maguindanao del Norte, and representatives from the different municipalities of two target provinces.

Ms. Tarhata L. Balading, Division Chief of MILG LGDD, presented the overview of the activity, where she mentioned that the output from this three-day activity will aid the Provincial and Municipal Local Government Units in drafting their Local Investment Plan for Health (LIPH) and Local Nutrition Action Plan (LNAP), which are crucial for the provision of fundamental services in order to achieve the objectives of better health and nutrition outcomes.

Engr. Samuel L. Camaganacan, Provincial Director of DILG XII, discussed the functionality of LHB, while Dr. Alvin Alejandro, the Provincial Health Officer of Sarangani, shared about the innovative practices, particularly the formulated LIPH with a budget approved by the provincial governor and integrated into the Provincial Development Plan.

Ms. Ressa Joy Canen-Alba, UHC Coordinator from MOH-BARMM, presented the BARMM Policy on Universal Health Care.

The LNAP is required in every LGU as part of the monitoring and implementation of the Philippine Plan of Action for Nutrition (PPAN). It is a three-year plan that coincides with the terms of local elected officials and contains the objectives and interventions that will be implemented to address the malnutrition issue at the province, municipal, city, or barangay level.

The next two days of the activity will be devoted to LIPH and LNAP Formulation Workshops and a Benchmarking of LGU Best Practices in Local Health Services, which will take place in the municipality of Malungon in Sarangani Province.

The best practices gained by the participants could be replicated in their respective LGUs to improve the nutrition situation and address the existing triple burden of malnutrition. (DMO II Ampatuan / OIC NPC Valeza, NNC-BARMM)
