As part of the initiative, Member of Parliament Atty. Sha Elijah B. Dumama-Alba reaffirmed her commitment to the welfare of transport workers by extending additional assistance to 101 beneficiaries through her officeโ€™s support fund, enabling them to avail of the Pantawid Pasada Program. This initiative supplements the BLTFRBโ€™s target distribution to 2,500 beneficiaries across the Bangsamoro Region, further widening the reach of the governmentโ€™s fuel subsidy assistance.

To ensure transparency and proper implementation, the screening and processing of beneficiaries were facilitated through the official BLTFRB system, guaranteeing an orderly and efficient distribution of assistance.

Through this effort, MP Alba highlighted her genuine concern for transport operators who continue to face the burden of rising fuel costs and increasing operational expenses. She emphasized that public service becomes more meaningful when government programs directly benefit ordinary workers who tirelessly keep public transportation services running for the community.

Beyond financial aid, the partnership also served as a strong message of recognition, encouragement, and solidarity with the transport sector, assuring operators that their contributions remain valued and supported by the government.

The Bangsamoro Land Transportation Franchising and Regulatory Board (BLTFRB) successfully distributed cards and released cash assistance to qualified beneficiaries under the Pantawid Pasada Program on May 14, 2026, at the BLTFRB Grounds, OCM Complex, Cotabato City.

A total of 391 beneficiaries received financial assistance amounting to โ‚ฑ7,500 each. Of these, 346 were public utility vehicle (PUV) operators from various transport cooperatives in Cotabato City, while 45 beneficiaries came from Basilan, ensuring equitable access to assistance programs across the region. The agency has targeted a total of 2,500 public utility vehicle (PUV) operators and drivers across the Bangsamoro region to receive financial assistance under the Pantawid Pasada Program for 2026.

The Pantawid Pasada Program provides financial assistance to PUV operators and drivers to help ease the burden of rising fuel and operational costs, sustain transport services, and support the livelihood of transport workers across the Bangsamoro region.

The activity was attended by key officials from the Ministry and partner agencies, including Director General Atty. Roslaine Maniri, Director of Land Transport Services Datunor Abutazil, Director II Atty. Lady Hanifah Alonto, BLTFRB Director I Jobayra Tandalong, Atty. Razul Ezzedden Mohamad, along with representatives from LandBank of the Philippines, whose partnership supports the efficient release of financial assistance to beneficiaries.

Also present were Transport cooperative leaders in Cotabato City, including Francisco Guiams of Awang Transport Service Cooperative (ATSCO), George Mangansakan of Awang Cotabato Drivers Transport Cooperative (ACODTCO), Khadaffy Macapendeg of ND Village Operators Transport Service Cooperative (NDVOTCO), and Badrudin Ali of NEO-Cotabato Transport Service Cooperative (NEO-COTSC).

DG Atty. Maniri underscored that the PPP reflects the governmentโ€™s strong commitment to protecting the welfare of the transport sector while ensuring continuous public service for commuters across the Bangsamoro region.

Meanwhile, Director Tandalong emphasized the importance of stronger collaboration among government agencies, transport cooperatives, and financial institutions to expand the programโ€™s reach, noting that improved coordination allows for faster and more efficient delivery of assistance to more PUV operators regionwide.

BLTFRB-BARMM also encouraged qualified PUV operators and drivers who have not yet applied for the program to coordinate with their transport cooperatives and prepare the necessary documentary requirements, including:
1. Filled-out Evaluation Form from BLTFRB
2. Active CPC/PA
3. Updated OR/CR
4. Valid ID
5. Deed of Sale (if the unit is not registered under the applicantโ€™s name)

As the Bangsamoro Government continues to prioritize inclusive and responsive public service, the BLTFRB reaffirmed its commitment to enhancing service delivery mechanisms and expanding assistance initiatives for transport stakeholders throughout the region.

May 4, 2026โ€” A send-off ceremony marked the departure of pilgrims for Hajj Mubarak 2026, as they embark on a sacred journey to fulfill one of the Five Pillars of Islam โ€” the pilgrimage to Mecca.

The ceremony was led by Chief Minister Abdulraof A. Macacua of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), together with key regional leaders and partner agencies. The pilgrims are set to depart from May 2 to 7 via Awang Airport in Cotabato, as well as Zamboanga, Pagadian, and Cebu gatewaysโ€”ensuring a coordinated and dignified journey.

In his message, read by a representative from the office of the Chief Minister of BARMM, the Head of Strategic Communications Team, Sir Mohammad Abqari A. Alon, Chief Minister Macacua emphasized that the pilgrimage symbolizes a renewal of faith, devotion, and purpose among the faithful.

Echoing this, Minister Masahud described the occasion as โ€œnot just a send-off, but a celebration and a prayer for a safe journey,โ€ capturing the spirit of collective hope surrounding the pilgrims.

Moreover, the success of the activity reflects strong inter-agency collaboration. Key institutions involved include the Ministry of Transportation and Communications (MOTC), through the Bangsamoro Airport Authority; the Ministry of Health (MOH); the National Commission on Muslim Filipinos (NCMF); the Bangsamoro Pilgrimage Authority (BPA); and the Cotabato Local Government Unit, alongside the Provincial Government of Maguindanao del Norte.

Director General Roslaine Macao Maniri further highlighted that this marks the fourth time the MOTCโ€“BAA has facilitated the Hajj send-off, demonstrating sustained commitment to efficient and reliable service for Bangsamoro pilgrims.

Complementing these efforts, the Office of the Chief Minister and the NCMF extended support through the provision of medicine kits and food assistance, ensuring the well-being of pilgrims throughout their journey.

In closing, Director Atty. Ranibai B. Dilangalen reminded pilgrims to remain vigilant, disciplined, and guided by instructions to ensure their safety at all times.

Ultimately, the ceremony stood as a powerful testament to faith in motionโ€”reaffirming the Bangsamoro Governmentโ€™s unwavering commitment to a safe, organized, and spiritually meaningful Hajj experience for all.

Cotabato City โ€” April 29, 2026 โ€” A major step toward improving government service delivery in the Bangsamoro region was marked today with the official opening of a new two-story office building adjacent to the Ministry of Transportation and Communications (MOTC) complex.

The facility formally opened its doors at 4:00 PM through a turnover ceremony led by Minister Termizie Masahud, signaling the handover of the building to its end-usersโ€”employees, constituents, and stakeholders.

Built to serve as a central hub for operations, the new facility is expected to significantly enhance the ministryโ€™s ability to deliver accessible, efficient, and responsive services. Its strategic location beside the existing MOTC office supports stronger coordination and more streamlined government processes.

Designed with modern administrative and information management functions in mind, the building provides a more conducive working environment while reinforcing institutional capacity. The project reflects the governmentโ€™s continued investment in infrastructure that directly benefits the public and strengthens governance across the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).

Officials highlighted that the facility will play a crucial role in improving service turnaround time, promoting transparency, and strengthening communication with stakeholdersโ€”key elements in building public trust and delivering citizen-centered services.

โ€œWith this facility, we are opening new opportunities for more efficient service, better coordination, and a stronger institution for the people we serve,โ€ Minister Masahud said.

With its official opening, the facility is now fully operational and ready to serve the growing needs of employees, constituents, and stakeholders across the region.
