GENERAL SANTOS CITY โ€” Pinatatatag ng Social and Environmental Safeguards (SES) Unit ng Regional Project Coordination Office-Bangsamoro Autonomous Region in Muslim Mindanao (RPCO-BARMM) ang kaalaman at pagkakaisa ng mga katuwang na implementers at stakeholders sa wastong aplikasyon ng mga umiiral na safeguards procedures sa pamamagitan ng Training on Procedural Guidelines on Road Right of Way, Land Acquisition, and Land Conversion, na isinagawa noong Agosto 18โ€“21, 2026 sa General Santos City.

Dinaluhan ang pagsasanay ng mga kinatawan mula sa mga piling Local Government Units (LGUs), kooperatiba, at ibaโ€™t ibang division at section ng MAFAR-BARMM, kabilang ang mga kawani ng Bangsamoro Agriculture, Fisheries and Technology Institute (BAFTI). Bahagi ito ng patuloy na mainstreaming ng SES upang mapalalim at mapag-isa ang pag-unawa ng mga katuwang sa mga safeguards requirements at kaukulang proseso sa pagpapatupad ng mga proyekto.

Nakatuon ang apat na araw na training sa pagpapalalim ng kaalaman sa Environmental and Social Standards (ESS), partikular sa mga usapin ng Road Right of Way (RROW), land acquisition, at land conversion. Sa halip na ituring ang mga ito bilang magkakahiwalay na proseso, ipinakita sa training kung paano dapat magkakaugnay ang mga safeguards consideration sa ibaโ€™t ibang yugto ng project cycleโ€”mula sa pagpaplano at assessment hanggang sa dokumentasyon at pagpapatupad.

Isa sa mga binigyang-diin ang kahalagahan ng maagang pagtukoy sa mga posibleng epekto ng RROW bago pa magsimula ang konstruksyon. Kabilang dito ang pagtukoy sa mga apektadong lupa, ari-arian, pananim, istruktura, kabuhayan, at Project-Affected Persons (PAPs), pati na rin ang mga vulnerable group. Kasunod nito ang 100% PAP survey at inventory, konsultasyon at information disclosure, property valuation, pagtukoy ng kaukulang entitlements, land acquisition o donation, pagkumpleto ng dokumentasyon, at RROW clearing bago ang construction.

Binigyang-diin din na ang RROW ay hindi lamang teknikal na usapin. Maaari itong magkaroon ng epekto sa kabuhayan, access sa ari-arian, at iba pang aspeto ng buhay ng mga apektadong komunidad. Dahil dito, mahalaga ang makabuluhang konsultasyon at pagkakaroon ng accessible at responsive na Grievance Redress Mechanism (GRM) upang matugunan ang mga concern ng PAPs at iba pang stakeholders.

Kasama rin sa mga talakayan ang Land Conversion Rules and Guidelines na tinalakay ni Atty. Romaisah L. Hadjimohsen ng Legal Section, MAFAR-BARMM. Tinukoy ang mga kinakailangan at proseso sa land conversion, kabilang ang pagkakaiba ng reclassification at conversion ng agricultural land.

Samantala, isinama rin sa training ang usapin ng Gender and Development (GAD) at gender-based violence upang higit na maunawaan ang mga panlipunang aspeto ng safeguards. Kaugnay ito ng pangangailangang matukoy at mabigyan ng angkop na proteksyon at suporta ang mga grupong maaaring mas maging vulnerable sa epekto ng proyekto, kabilang ang female-headed households, matatanda, persons with disabilities, Indigenous Peoples, at iba pang socially vulnerable groups.

Sa kabuuan, ipinakita ng training na ang SES ay hindi hiwalay na hakbang sa project implementation, kundi isang umiiral na bahagi ng proseso na kailangang patuloy na maunawaan at maisagawa nang maayos ng mga responsible offices at stakeholders. Sa pamamagitan ng mainstreaming, pinapalakas ang koordinasyon at pagkakapare-pareho ng aplikasyon ng safeguards sa pagpaplano, pagdidisenyo, land acquisition, RROW, at iba pang yugto ng proyekto.

Sa ganitong paraan, patuloy na pinatitibay ng PRDP ang ProSESo ng safeguardsโ€”sinisiguro na ang mga teknikal na pangangailangan ng proyekto ay naisasabay sa pagprotekta sa mga tao, komunidad, ari-arian, at kapaligiran habang isinasagawa ang mga proyektong pangkaunlaran.

DAVAO CITY โ€” The Ministry of Agriculture, Fisheries, and Agrarian Reform (MAFAR) is strengthening institutional governance by advancing the mainstreaming of the Philippine Rural Development Project (PRDP) tools and innovations into its regular operations.

Through its participation in the Mainstreaming Workshop on the Integration of PRDP Tools and Innovations held on July 16, 2026 in Davao City, MAFAR reaffirmed its commitment to adopting proven systems that will enhance planning, budgeting, project implementation, and monitoring across the Bangsamoro region.

The workshop highlighted how PRDP tools can help improve institutional governance by promoting more strategic, transparent, and evidence-based decision-making in the agriculture and fisheries sector.

Roy T. Ladiasan, OIC Director of the Administrative and Finance Management Services of MAFAR and Executive Director II of the Bangsamoro Agriculture and Fisheries Training Institute (BAFTI), underscored the importance of institutionalizing these innovations.

โ€œInstitutionalizing PRDP tools is a significant step toward strengthening institutional governance by integrating these innovations into MAFARโ€™s regular planning, budgeting, and implementation systems,โ€ Ladiasan said.

The activity was spearheaded by RPCO-BARMM Institutional Development Officer Datu Razul Pinguiaman, who presented the objectives, framework, and guidelines for PRDP mainstreaming. Representatives from the projectโ€™s various components and units also introduced key tools and innovations that support science-based planning, investment prioritization, and efficient project implementation.

Recognized as one of the Department of Agricultureโ€™s most successful rural development initiatives, the PRDP has transformed agricultural planning and investment across the country through innovative systems and evidence-based approaches. Its institutionalization ensures that these best practices become part of the regular functions of implementing agencies, allowing more communities to benefit from improved agricultural services.

By adopting PRDP tools and innovations, MAFAR continues to strengthen its commitment to delivering responsive, transparent, and sustainable programs that will benefit Bangsamoro farmers, fisherfolk, and agrarian reform beneficiaries while supporting long-term agricultural development in the region.

โ€‹This challenge from veteran photojournalist and MindaNews Editor-in-Chief Robbert โ€œBobbyโ€ Timonera set the tone for an intensive mobile photography session with PRDP Mindanaoโ€™s InfoACE team. The training was a core highlight of the unit's recent Communications Planning, Assessment, and Workshop, organized by the DA-PRDP Project Support Office (PSO) Mindanao.

โ€‹Designed to strengthen the communication skills of the projectโ€™s information officers, the workshop recognized that powerful stories are not told through words alone. Photographs play an equally important role in documenting rural transformation, capturing genuine emotions, and putting a human face to the farmers, fisherfolk, and communities whose lives are being improved through PRDP interventions.

โ€‹For these communicators, the lesson went far beyond technical composition. It was about seeing stories where others might only see everyday scenesโ€”and using images to reveal the people, livelihoods, and deep transformations behind every subproject.

โ€‹As the bridge between rural communities and the public, information officers rely on visual storytelling to build connections. While news articles provide vital context, photographs document change and capture human emotion. A farmer inspecting a thriving crop, a fisherfolk unloading the dayโ€™s catch, or a community gathering around a newly completed infrastructure project may seem like ordinary moments, but through thoughtful photography, they become compelling narratives of hope, resilience, and progress.

โ€‹Drawing from his decades of field experience, Timonera shared practical techniques for maximizing mobile phone camerasโ€”focusing on mastery of composition, basic camera settings, and lighting rules. Crucially, he also emphasized the ethical responsibility of development communicators to portray their subjects with accuracy, dignity, and respect.

โ€‹The learning extended beyond the training room as participants took to the streets of Davao City for a hands-on exercise. Information officers representing Regions XI, XII, XIII, and the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) put their skills to the test, navigating the urban landscape to find extraordinary stories hidden in everyday routines.

โ€‹The workshop concluded with each regional team presenting a curated photo package. More than a showcase of technical skills, the presentations highlighted an evolving ability to communicate through images. Each photograph reflected a deeper understanding that effective development communication is not simply about documenting institutional activitiesโ€”it is about connecting people to the lives behind the projects.

Recognizing that local residents are the first to witness both the progress and challenges of infrastructure projects, the Department of Agricultureโ€“Philippine Rural Development Project (DA-PRDP) continues to strengthen community participation through its Citizen Monitoring Team (CMT).

As part of this commitment, the PRDP Project Support Office (PSO) Mindanao, in partnership with the Regional Project Coordination Office (RPCO) BARMM, conducted a Citizen Monitoring Team Training in Lamitan City, Basilan, for the Concreting of Barangay Ubit Sitio Timog to Sitio Sapah Linsuangan Farm-to-Market Road subproject.

Unlike conventional monitoring that relies solely on project implementers, DA-PRDP actively involves communities in overseeing infrastructure development. Each Citizen Monitoring Team is composed of local residents, barangay officials, and community representatives who serve as partners in ensuring that projects are implemented according to approved plans, technical specifications, and environmental and social safeguards.

Since the Projectโ€™s inception, Citizen Monitoring Teams have become an important part of PRDPโ€™s implementation strategy. By empowering communities to participate in project oversight, the Project has strengthened transparency, encouraged timely reporting of concerns, and fostered greater community ownership of completed infrastructure.

The training equipped participants with practical knowledge and tools needed to carry out their monitoring responsibilities. Representatives from the I-BUILD Component, Social and Environmental Safeguards (SES) Unit, and Geo-mapping and Governance Unit (GGU) led sessions on citizen monitoring tools, compliance monitoring for environmental and social safeguards, applied geotagging of subprojects, and the Integrated Safeguards Action Plan (ISAP). Participants also took part in workshops and practical exercises to apply what they had learned in real-world monitoring scenarios.

These skills enable citizen monitoring team to document project progress more effectively, identify potential issues early, and provide timely feedback throughout implementation through the grievance redress mechanism of the Project. Sa pagdating sa lugar, nadatnan ng team ang chairwoman ng SMDFOI na abala sa pamimitas ng mga hinog na butil ng kape, na sumasalamin sa aktibong pakikilahok ng organisasyon sa pagpapaunlad ng kanilang coffee enterprise. Matapos ang naturang gawain, agad siyang nakiisa sa orientation kasama ang iba pang mga miyembro ng samahan.

Sa isinagawang orientation, ipinaliwanag ng I-REAP team ang kahalagahan ng Data Capture Form bilang pangunahing kasangkapan sa pangangalap ng baseline information at iba pang mahahalagang datos na magsisilbing batayan sa pagsubaybay sa implementasyon at epekto ng proyekto. Binigyang-diin din ang kahalagahan ng tumpak at napapanahong pagsusumite ng impormasyon upang matiyak ang maayos na pagpapatupad ng kanilang subproject.

Patuloy na isinusulong ng I-REAP Component ang pagbibigay ng teknikal na suporta at capacity-building activities sa kanilang proponent groups upang mapalakas ang kanilang kakayahan sa pamamahala ng proyekto at matiyak ang pangmatagalang tagumpay ng mga programang pangkabuhayan para sa mga magsasaka sa Bangsamoro.

Mula sa masusing pagsasala ng mga butil ng kape hanggang sa maingat na pagtatala ng mga datos, patuloy na ipinakikita ng Malibacao Agriculture Cooperative (MAC) ang kahalagahan ng sama-samang pagkilos sa pagkamit ng pag-unlad. Sa pamamagitan ng kanilang dedikasyon sa kalidad, maayos na pamamahala, at pakikilahok sa mga programang pangkaunlaran, patuloy nilang napapalakas hindi lamang ang kanilang enterprise kundi maging ang kabuhayan ng kanilang komunidad.

Bilang bahagi ng paghahanda para sa Enterprise Operations Monitoring (EOM), nagsagawa ang PRDP I-REAP BARMM ng oryentasyon hinggil sa Data Capture Form (DCF) upang higit na masukat at maitala ang mga pagbabago at tagumpay ng kooperatiba. Tunay ngang sa likod ng bawat butil ng kape ay may kuwento ng pagsisikap, at sa likod ng bawat datos ay may patunay ng pag-unlad na sama-samang MACamit.

At the midpoint of project implementation, the PRDP Scale-Up Mindanao Cluster continues to advance strategic investments for farming and fishing communities across the island, posting significant gains in investment planning, infrastructure development, enterprise support, safeguards compliance, and results monitoring.

Under its I-PLAN component, the cluster reported the approval of six Regional Agriculture and Fishery Investment Portfolios, providing stronger direction for regional and provincial investment planning. The component also completed six Rice Value Chain Analyses with No Objection Letter, while generating PhP120.35 billion in total investments through the Commodity Investment Plan. More than PhP7 billion worth of I-BUILD and I-REAP subprojects were also aligned with priority value chains.

For the I-BUILD component, the Mindanao Cluster built a portfolio of 263 pipelined subprojects amounting to PhP41.39 billion. Of these, 58 subprojects worth PhP8.61 billion have already been approved, including 11 completed, 41 ongoing, and six under procurement. These infrastructure investments are expected to improve rural mobility, market access, and support facilities for agri-fishery communities.

Under the I-REAP component, the cluster recorded 14 pipelined enterprise subprojects worth PhP1.9 billion, with two subprojects already under implementation amounting to PhP327.2 million. These enterprise interventions are expected to support farmer and fisherfolk cooperatives in post-production, consolidation, processing, and marketing, with projected benefits for nearly 5,000 households, including more than 2,100 women beneficiaries.

For the I-SUPPORT, the clusterโ€™s Social and Environmental Safeguards efforts continued to strengthen responsible implementation. As of midyear, 36 subprojects have secured Environmental Compliance Certificates, 25 have Tree Replacement Plans, and 90,578 indigenous trees have been planted. Social safeguards also covered subprojects with right-of-way acquisition, Indigenous Peoples presence, resettlement planning, and IP planning. The cluster also conducted nine safeguards trainings participated in by 345 individuals, 56% of whom were women.

The MEL Unit also supported implementation through the operationalization of the PRDP Scale-Up Decision Support Dashboard, strengthened data quality review protocols, and regular feedback loops to improve data accuracy, consistency, and evidence-based decision-making.
Through the collective efforts of the components and support units, the Mindanao Cluster was able to deliver gains that support the Project Development Objectives of PRDP Scale-Up, particularly in improving productivity, resilience, and market access for farmers and fisherfolk through stronger planning, infrastructure, enterprise development, and implementation support.

In Mindanao, these midyear gains show the clusterโ€™s shift from planning to results, with completed, ongoing, approved, and pipelined subprojects expanding support to farming and fishing communities. Early results also show positive movement in key outcome areas, including a 15.69% increase in marketed outputs, a 1.98% increase in farmer and fisherfolk income, a 9.96% reduction in transport cost, and a 38.46% reduction in travel time from production areas to markets.

Together, these figures reflect the broader purpose of PRDP Scale-Up: to help communities bring more products to the market, reduce the cost and difficulty of transporting goods, strengthen agri-fishery enterprises, and create better opportunities for farmers and fisherfolk across Mindanao.
